The Committee recommends no action.


Article 29. To see if the Town will authorize the Water Commissioners to lay and maintain a water main in a way leading north from Olmsted Terrace as described in Article No. 25 of the warrant for this meeting, together with fire hydrants, services and other appurtenances as necessary, and appropriate the sum of four thousand (4,000) dollars therefor, provided said way is accepted by the Town.

Article 31. The Committee recommends favorable action and an appropriation of $10,200 from the Excess and Deficiency Account.


Article 32. To see if the Town will authorize the Water Commissioners to lay and maintain a water main in Margerie Street westerly from Oak Street, together with fire hydrants, services and other appurtenances as necessary and appropriate the sum of three thousand (3,000) dollars therefor.

Article 33. To see if the Town will authorize the Water Commissioners to purchase a new truck, and to dispose of the present automobile used by the Superin- tendent, purchased in 1940, and make an appropriation therefor.

Article 34. To see if the Town will vote to authorize the Selectmen to have the necessary repairs made to the seawall along Water Street and make an appropriation therefor, to be spent in conjunction with sums to be pro- vided by the State and County, as provided by Chapter 603 of the Acts of 1947; the Town to assume liability as provided by Section 29, Chapter 91, General Laws, for all damages incurred hereunder.

Article 35. To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, develop- ment, maintenance and protection of rivers, harbors, tide waters and foreshores, in accordance with Section 11 of Chapter 91 of the General Laws and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.


The Committee recommends favorable action.


Article 36. To see if the Town will authorize the Selectmen to execute a deed conveying to the Common- wealth of Massachusetts a parcel of land adjacent to Samoset Street, to be used in connection with the pro- posed construction of the Plymouth By-pass.

Article 37. To see if the Town will appropriate the sum of six thousand (6,000) dollars to be spent in con- junction with sums to be provided by the Commonwealth of Massachusetts or by the County of Plymouth, or by both the Commonwealth of Massachusetts and the County of Plymouth, for the construction of groins or jetties at White Horse Beach, at locations to be determined by the Director of the Division of Waterways of the State Department of Public Works, for the prevention of shore erosion along said White Horse Beach. Article 38. To see if the Town will vote to build waterfront protection at Manomet Point; the Town to

assume liability as provided by Section 29. Chapter 91, General Laws, for all damages incurred hereunder and make an appropriation therefor, to be spent in conjunc- tion with sums to be provided by the State or County, or both.


The Committee recommends no action. We under- stand State funds will not be available.


Article 39. To see if the Town will vote to repair the breakwater at Ellisville and make an appropriation therefor to be spent in conjunction with funds provided by State or County, or both; the Town to assume liability as provided by Section 29, Chapter 91, General Laws, for damages incurred hereunder.


The Committee recommends an appropriation of $500.00 from the Excess and Deficiency Account.


Article 40. To see if the Town will authorize the School Committee to employ an architect to prepare plans and specifications for a new elementary school- house in the Cold Spring area and appropriate therefor from the Post-War Rehabilitation Fund, the sum of seven thousand, two hundred (7,200) dollars.


The Committee recommends no appropriation under this article, but that a committee of five be appointed by the moderator for further study of this problem.


Article 41. To see what action the Town will take toward the establishing of a public playground upon a portion of the Manomet School lot located on Brook Road in Manomet.


The Committee recommends an appropriation of $600, to be spent by the Park Department for bulldozing and labor. Faced with a request for public playground facilities in Manomet, the Park Commissioners and School Department have agreed on this arrangement.

Article 42. To see if the Town will appropriate the sum of three thousand (3,000) dollars to erect a cement retaining wall along Eel River from the end of the pres- ent wall to the Hornblower bridge; said appropriation to be expended under the direction of the Park Commis- sioners.

Article 43. To see if the Town will appropriate the sum of two thousand (2,000) dollars to surface the park- ing area southeast of the bath house at Beach Park; said appropriation to be expended under the direction of the Park Commissioners.

Article 44. To see if the Town will appropriate the sum of three thousand and seventy-two (3,072) dollars to surface the avenues at Stephens Field; said appropriation to be expended under the direction of the Park Commis- sioners.


The Committee recommends an appropriation of $1,500.00 from the Excess and Deficiency Account, which we understand will be sufficient for grading, 2 inches of gravel, 2 inches of tarvia and repairing the fence.


Article 45. To see if the Town will appropriate the sum of twenty-five hundred (2,500) dollars to rough grade the parking area at the Standish Avenue Play- ground; said appropriation to be expended under the direction of the Park Commissioners.


The Committee recommends no action.


Article 46. To see if the Town will appropriate the sum of three thousand (3,000) dollars to construct two asphalt tennis courts at Stephens Field, said appropria- tion to be expended under the direction of the Park Commissioners.


The Committee recommends an appropriation of $3,000.00 from the Excess and Deficiency Account.

Article 47. To see if the Town will appropriate the sum of one thousand, three hundred and twenty - five (1,325) dollars to purchase a power lawn and tennis court roller for the Park Department.


The Committee recommends an appropriation of $1,325.00 from the Excess and Deficiency Account.


Article 48. To see if the Town will appropriate the sum of two thousand (2,000) dollars to trim trees and cut brush at Morton Park, to eliminate a fire hazard ex- isting there; said appropriation to be expended under the direction of the Park Commissioners.


The Committee recommends no action.


Article 49. To see if the Town will vote to rescind the vote passed under Article 34 of the warrant of the annual town meeting held March 22, 1946, and to see what action the Town will now take towards establish- ing a Memorial for the deceased veterans of World War II at the so-called Standish Avenue Playground, and make an appropriation therefor.


The Committee recommends that the vote of 1946 be rescinded and that the Town appropriate the sum of $1000.00 for the purpose of establishing a Memorial at the Standish Avenue Playground for deceased veterans of World Wars I and II, who died while in service, and that the field be called Memorial Field and be properly ded- icated as such.


Article 50. To see if the Town will appropriate a sum not to exceed four hundred (400) dollars to provide work- men's compensation and liability insurance for the em- ployees of the Park Department.


The Committee recommends no appropriation but that a committee of five be appointed by the moderator to study the question of workmen's compensation and

liability insurance in all departments and report their findings by Nov. 1, 1948.


Article 51. To see if the Town will appropriate the sum of five hundred and twenty-five (525) dollars for the purchase of a chain saw for the Tree Warden's Depart- ment.


The Committee recommends an appropriation of $525.00 from the Excess and Deficiency Account.


Article 52. To see if the Town will appropriate the sum of thirty-five hundred (3,500) dollars from the pro- ceeds from the sale of cemetery lots and graves, to be expended by the Cemetery Commissioners for the im- provement and embellishment of Oak Grove and Vine Hills Cemeteries, for grading Vine Hills Cemetery ad- dition and for the improvement and embellishment of Chiltonville, Manomet, Cedarville and South Pond Cem- eteries; $2,000 of this appropriation to be used for Oak Grove and Vine Hills Cemeteries; $1,000 for the grading of Vine Hills Cemetery addition and $500 for the outly- ing cemeteries.


The Committee recommends an appropriation of $3,- 500.00 from the proceeds from the sale of cemetery lots and graves.


Article 53. To see if the Town will appropriate the sum of eight hundred (800) dollars from the proceeds from the sale of cemetery lots and graves to be expended by the Cemetery Commissioners, for the purchase of land for addition to the Cedarville Cemetery and for the grad- ing of this land; $300 of this appropriation to be used for the purchase of the land and $500 for the grading of said land.


The Committee recommends an appropriation of $800.00 from the proceeds from the sale of cemetery lots and graves.

Article 54. To see if the Town will appropriate the sum of twenty-one hundred (2,100) dollars to be used for the Cemetery Department.


The Committee recommends an appropriation of $2,100.00 from the Excess and Deficiency Account.


Article 55. To see what sums of money the Town will vote to raise and appropriate to meet the payment of certain bills contracted prior to January 1, 1948, or take any action relative thereto.


The Committee recommends the payment of $25.95 to Gladys Higgins. This is a Public Welfare Department bill for 1947 bonus, which, through oversight, was omitted from the regular list of bonuses submitted in December. The Committee also recommends the payment of $65.50 to Herbert K. Bartlett for fees due him for acting as Burial Agent for the Board of Health.


Article 56. To see if the Town will appropriate the sum of three hundred and eighty-six dollars and twelve cents ($386.12) to reimburse Frank Wethers for damage to property caused by a fire at the South Pond Road Dump as authorized by Chapter 30 of the Acts of 1948.


The Committee recommends an appropriation of $386.12.


Article 57. To see if the Town will appropriate the sum of twenty-five hundred (2,500) dollars for the pur- pose of continuing the Survey and Assessor's Plans. Money to be expended under the direction of the As- sessors.

Article 58. To see if the Town will allow the Forest Fire Warden to dispose of two old trucks that are unfit for service.

Article 59. To see if the Town will appropriate a sum of money not to exceed twenty-one hundred and eighty- nine dollars ($2,189.00) for the purchase and equipping of one new truck for the Forest Fire Department.

Article 60. To see if the Town will appropriate the sum of one thousand two hundred dollars ($1,200) for the purchase of one new automobile for the Police De- partment and to dispose of one now in service.

Article 61. To see if the Town will accept Chapter 40, Section 6B of the General Laws reading as follows: "A city or town which accepts this section may appro- priate money for the purchase of uniforms for members of its police and fire departments," and make an appro- priation for the purchase of uniforms for the Police De- partment. Article 62. To see if the Town will approve of buying and installing traffic control signals for Savery's Lane and Court Street, and appropriate three thousand dollars ($3,000) to cover the cost of the same. (By Petition)

Article 63. To see if the Town will approve of setting up a Veterans' Housing Committee, composed of the fol- lowing: The Board of Selectmen, The Planning Board, The Commander of the American Legion, The Com- mander of the Veterans of Foreign Wars and the Com- mander of the Amvets, said committee to study and ob- tain all of the necessary facts, figures, costs, sites and any

other information pertaining to a veterans' housing pro- gram for the Town of Plymouth, and report its findings and recommendations to the Town at its next annual or "Special" town meeting, and appropriate the sum of five hundred dollars ($500) to cover the expenses of said committee. The Committee recommends favorable action and an appropriation of $50.00 to cover the expenses of said com- mittee.


Article 64. To see if the Town will appropriate from the Excess and Deficiency Account, provided such trans- fer be approved by the Commissioner of Taxation, other- wise to be taken from the tax levy, the sum of five hun- dred and fifty-six dollars and eighty-two cents ($556.82) to pay for the completed repairs to the top floor of the South Street Fire House. (By Petition)


The Committee recommends no action.


Article 65. To see what action the Town will take toward the installation, maintenance and operation of parking meters at certain locations within the Town, to make alterations in and amendments to existing parking and traffic regulations in accordance therewith, and to make an appropriation therefor.


The Committee recommends that the Selectmen be authorized to install parking meters and change traffic regulations as required. We understand no appropria- tion is necessary.


Article 66. To see if the Town will vote to construct so-called filter beds for the disposal of the sewage of the Town of Plymouth, as per plans of Metcalf & Eddy, and appropriate the sum of twenty-five thousand dollars ($25,000), fifteen thousand dollars ($15,000) of said sum to be transferred from the Excess and Deficiency Ac-

count, provided said transfer is approved by the Com- missioner of Taxation; the other ten thousand dollars ($10,000) of said sum to come out of the current tax levy, for the purpose of acquiring the necessary lands by pur- chase or eminent domain for the filter beds and pipes running to them, the working plans, starting construction etc., said money to be spent under the direction of the Honorable Board of Selectmen for the Town of Plymouth. (By Petition)


The Committee recommends no action. We feel that favorable action under Articles 77 and 78 is the proper procedure.


Article 67. To see if the Town will authorize the Se- lectmen to purchase an old ambulance owned by the Jor- dan Hospital for use by the Town of Plymouth and appro- priate the sum of one dollar ($1.00).


The Committee recommends no action.


Article 68. To see if the Town will make an appro- priation or transfer from available funds to provide for remodeling the check room in the basement of the Me- morial Building for storage space for the Town Account- ant and a check room; and also for the purchase of filing equipment to be installed for the above-mentioned stor- age room and checking equipment for the check room.


The Committee recommends an appropriation of $1,000.00 from the Excess and Deficiency Account.


Article 69. To see if the Town will vote to rescind the vote passed under Article 73 of the warrant for the annual Town Meeting in March, 1946 and accept the fol- lowing: "To see if the Town will vote to renumber Main Street Extension from the junction of Main and Leyden Streets to Water Street in accordance with a plan drawn

by the Town Engineer entitled 'Street Numbering Plan, Main Street Extension,' dated May 1, 1947."


The Committee recommends favorable action.


Article 70. To see if the Town will vote to make the necessary repairs to the ventilating system in the Me- morial Building and make an appropriation therefor.


The Committee recommends an appropriation of $965.00 from the Excess and Deficiency Account.


Article 71. To see if the Town will appropriate a sum not exceeding one thousand and eighty-eight (1,088) dol- lars to be expended under the direction of the Board of Selectmen under Section 6A of Chapter 40 of the General Laws for the purpose of advertising its resources, advan- tages and attractions.


The Committee recommends an appropriation of $1,088.00.


Article 72. To see if the Town will appropriate a sum not exceeding three hundred (300) dollars to entertain distinguished guests as provided in Chapter 40, Section 5, Clause 37 of the General Laws; said appropriation to be spent under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $300.00.


Article 73. To see if the Town will vote to accept Chapter 615 of the Acts of 1947 and any other legislation extending the date of this act. This is an act authorizing increases of the amounts of pensions payable to certain former public employees who have been retired and to beneficiaries of certain retired public employees.


The Committee recommends favorable action.


Article 74. To see what amount the Town will vote to appropriate or transfer from available funds to pro-

vide for a stabilization fund as authorized by the pro- visions of Chapter 124 of the Acts of 1945, or take any action thereto.


The Committee recommends the transfer of $25,000.00 from the Excess and Deficiency Account to the Stabiliza- tion Fund.


Article 75. To see if the Town will vote to raise and appropriate the sum of one thousand (1,000) dollars for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the pro- visions of Chapter 112, Acts of 1931.


The Committee recommends an appropriation of $1,000.00


Article 76. To see if the Town will authorize the Se- lectmen to sell or otherwise dispose of, any equipment or material in the hands of any department under their supervision and deemed by the Selectmen to be obsolete and of no further use to said department.


The Committee recommends favorable action.


Article 77. To see if the Town will authorize and direct the Selectmen to petition the General Court for the enactment of such legislation as may be necessary to enable the Town to construct a Sewage Disposal Sys- tem that will meet with the approval of the Massachusetts Department of Public Health.


The Committee recommends favorable action.


Article 78. To see if the Town will appropriate or transfer from available funds the sum of twenty-five hundred (2,500) dollars for necessary engineering plans and surveys for the construction of a Sewage Disposal System that will meet with the approval of the Massachu- setts Department of Public Health.

Article 79. To see if the Town will appropriate the sum of seven hundred (700) dollars for labor and ex- penses for the cultivation, propagation and protection of shellfish, to be expended under the direction of the Board of Selectmen.

Article 80. To see if the Town will vote to appropriate from money in the Treasury, not otherwise appropriated, the sum of sixty-three thousand (63,000) dollars to reduce the tax rate of the current year.

Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $15,500.00 of which $10,000.00 shall be for Public Welfare, Other Expenses, $3,000.00 for Old Age Assistance, Other Expenses and $2,500.00 for Aid to Dependent Children, Other Expenses. Article 4.


Voted: That the Town rescind the vote passed under Article 53, of the warrant for the Annual Town Meeting, held on March 27, 1948.


Article 5.


Voted: That the Town transfer the sum of $800.00 from the proceeds from the sale of cemetery lots and graves, to be expended by the Cemetery Commissioners, $300.00 of which shall be for the purchase, as an addition to the Cedarville Cemetery, of a parcel of land in Cedarville on the easterly side of the County Road, running from Bournedale to Plymouth, and bounded and described as follows: Beginning at the southwesterly corner of the Cedarville Cemetery on said County Road; thence north- easterly by said cemetery about 165 feet to land now or formerly of Eva H. Clark; thence southerly by land of said Clark by a line which is parallel to and 25 feet west- erly from the center line of the abandoned Plymouth &

Sandwich Street Railway, a distance of about 400 feet to a corner; thence southwesterly by land now or formerly of Swift about 45 feet to a corner; thence westerly by land of Frank Mendes about 150 feet to the easterly line of said County Road, thence northerly by the easterly line of said County Road about 345 feet to the point of beginning, being a portion of the premises described in a certain deed of Enoch H. Wakefield, Jr., to Lillian W. Kimball, dated March 10, 1899, and recorded in the Plym- outh County Registry of Deeds, Book 786, Page 308, and $500.00 for the grading of said land.


This vote was unanimous.


Article 6.


Voted: That the Town accept Chapter 588 of the Acts of 1948.


Article 7.


Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of $3,000.00, to be spent in conjunction with sums to be provided by the Common- wealth of Massachusetts and the County of Plymouth, for the construction of waterfront protection at Manomet Point.

Voted: That the Town authorize and approve the pur- chase of a calculating machine by the Water Commis- sioners at a cost of $495.00, said cost to be charged to the 1948 Water Department Maintenance, Other Expenses appropriation.
