In Memoriam


MRS. BEATRICE P. GREENE


The Town, and more particularly the Office of the Town Clerk, lost an efficient and valued employee, in the sudden demise on July 5, 1949, of Mrs. Beatrice P. Greene. Mrs. Greene had rendered approximately 27 years of faithful service to the public in the Office of the Town Clerk. She was active in her duties right up until the time of her death, and her radiant, friendly personality is missed, not only by her associates, but by all the general public who had occasion to do business with the Office of the Town Clerk.

ANNUAL TOWN MEETING March 26, 1949


In the absence of Moderator Amedeo V. Sgarzi, it was necessary to take up Article 1 and Hugh R. Maraghy was elected Moderator.


Article three :


Mr. James A. White, Chairman of the Committee appointed for further study of the problem of a new school at Cold Spring, read the report, and on motion of William Armstrong, Voted: That the report of the Com- mitee be accepted and placed on file, and that the com- mittee continue for another year.


Mr. A. Linwood Ellis made a report of the Special Survey and coordinating Committee, which was accepted and placed on file.


On motion of Herbert K. Bartlett, ,Voted: That the reports of the several board of Officers and Committees of the Town be acceptd and placed on file. Article four :


Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year begining January 1, 1950, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

Article eight :


Voted: That the Town raise and appropriate the sum of four thousand seven hundred dollars ($4,700.00) to be expended by the Plymouth Public Library for the Loring Library


Article nine :


Voted: That the Town raise and appropriate the sum of one thousand one hundred and twenty-five dollars ($1,125.00) in aid of the Manomet Public Library.

Mr. Reubin M. Winokur moved: That the Town raise and appropriate the sum of $650.00 for the observance of Memorial Day, to be expended under the direction of the Board of Selectmen.


Mr. William H. Barrett moved: That the figure of $700.00 be substituted for the figure $650.00, but the motion was lost. ,


Mr. Winokur's motion was then put before the meeting and carried.


Article eleven :


Mr. Reubin M. Winokur moved: That the Town raise and appropriate the sum of $1,400.00 for the observance of July 4th, to be expended under the direction of the Board of Selectmen, $175.00 of this amount to be ex- pended for the sponsoring of children's sports.


Mr. Herbert H. Lanman moved to amend this article by striking out the amount $1,400.00 and substituting the amount of $2,000.00, but the motion was lost.


Mr. Winokur's motion was then put before the meeting and carried.


Article twelve :


Mr. Reubin M. Winokur moved: That the Town raise and appropriate the sum of $350.00 for the observance of Armistice Day, to be expended under the direction of the Board of Selectmen.


Mr. William H. Barrett moved to amend $600.00 for $350.00, but the motion was lost.

Mr. Winokur's motion was then put before the meeting and carried.


Article thirteen :


Voted : That the Town raise and appropriate the sum of $500.00 for the observance of Thanksgiving Day, to be expended under the direction of the Board of Select- men.


Article fourteen :


Voted: That the Town raise and appropriate the sum of thirty-one hundred dollars ($3,100.00) for the employ. ment of one or more district nurses, said apropriation to be expended under the direction of the Board of Selectmen.


Article fifteen :


Voted: That the Town raise and appropriate the sum of one hundred and fifty dollars ($150.00) for the use of the Plymouth County Trustees for County Aid to Agriculture and choose a Town Director.


On motion of James T. Frazier, Voted: That Robert B. Bowler, Jr., be appointed Town Director of County Aid to Agriculture.


Article sixteen :


Voted : That the Town authorize the Selectmen to sell, after first giving notice of the time and place of sale by posting such notice of sale in some convenient and public place in the town fourteen days at least before the sale, property taken by the town under tax title procedure, provided that the Selectmen, or whomsoever they may authorize to hold such public auction, may reject any bid which they deem inadequate.

Article seventeen :


Voted: That the Town raise and appropriate the sum of six hundred and sixty dollars ($660.00) for compensa- tion and expenses of the Dog Officer, as required by Chap- ter 320 of the Acts of 1934.


Article eighteen :


Voted: That the Town accept fifteen (15) cemetery perpetual care funds, amounting to forty-one hundred dollars ($4,100.00) deposited in the Plymouth Savings Bank, and one cemetery perpetual care fund, amounting to one thousand dollars ($1,000.00) deposited in the Plymouth Five Cents Savings Bank, received and de- posited in the year 1948 in accordance with the usual votes of the Cemetery Commissioners and Selectmen, and listed as New Funds in the town report.


Article nineteen :


Voted: That the Town authorize the transfer of fif- teen thousand dollars ($15,000.00) from the Reserve from Overlayings of Taxes to the Reserve Account in the hands of the Advisory and Finance Committee.


Article twenty :


Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $23,000.00 under the provisions of Chapter 90 of the General Laws, $20,000.00 of which shall be for construction, consisting of $12,000.00 for the improvement of Court Street and $8,000.00 for Rocky Hill Road, and $3,000.00 of which shall be for maintenance of Route 44 and Federal Furnace Road, contributions from the State and County to be returned to the Excess and Deficiency Account.

Article twenty-one :


Voted: That the Town assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be per- formed by the Department of Public Works of Massachu- setts for the improvement, development, maintenance and protection of rivers, harbors, tide waters and fore- shores in accordance with Section 11 of Chapter 91 of the General Laws and to authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.


Article twenty-two:


Voted: That the Town raise and appropriate the sum of $2,500.00 for the purpose of continuing the Survey and Assessors' Plans, to be expended under the direction of the Assessors.


Article twenty-three:


Voted: That the Town raise and appropriate the sum of $1,088.00 for the purpose of advertising the advan- tages, resources, and attractions of the Town of Plym- outh under Chapter 40, Section 6A of the General Laws, said appropriation to be expended under the direction of the Board of Selectmen.


Article twenty-four :


Voted: That the Town take no action under Article 24.


Article twenty-five:


Voted: That the Town defer action under this article to the end of the warrant.


Article twenty-six :


Voted: That the Town raise and appropriate the sum

of $750.00 for the purpose of maintaining the mosquito control works, constructed in the Town of Plymouth, as estimated and certified to by the State Reclamation Board, in accordance with the provisions of Section 4, Chapter 112, Acts of 1931.


Article twenty-seven :


Voted: That the Town authorize the Selectmen to sell or otherwise dispose of any equipment or material in the hands of any department under their supervision and deemed by the Selectmen to be obsolete and of no further use to said department.


Article twenty-eight:


Voted: That the Town raise and appropriate the sum of $700.00 for labor and expenses for the cultivation, propagation and protection of shellfish, to be expended under the direction of the Board of Selectmen.


Article twenty-nine :


Voted: That the Town raise and appropriate or trans- fer from available funds the sum of twenty-nine hundred and fifty dollars ($2,950.00) for the purpose of installing a new main sewer in Nick's Rock Road and Ocean View Avenue.


Article thirty :


Voted : That the Town raise and appropriate or trans- fer from available funds the sum of forty-five hundred and sixty-five dollars ($4,565.00) for the purpose of in- stalling a new connecting sewer in South Street and Mt. Pleasant Street.


Article thirty-one :


Voted: That the Town raise and appropriate, or trans-

fer from available funds, the sum of five thousand dollars ($5,000.00) for the purchase of a new roller for the High- way Department and to authorize the Selectmen to dis- pose of the 1929 roller now in service.


Article thirty-two :


Voted: That the Town raise and appropriate the sum of seven hundred and fifty dollars ($750.00) for repairs to the Highway Department garage.


Article thirty-three:


Mr. Reubin M. Winokur moved: That the Town raise and appropriate, or transfer from available funds, the sum of forty-five hundred dollars ($4,500.00) for the purchase of a street sweeper for the Highway Depart- ment, but the motion was lost.


Article thirty-four :


Voted: That the Town take no action under Article 34.


Article thirty-five :


Voted: That the Town raise and appropriate the sum of six hundred dollars ($600.00) for the purpose of in- stalling a drain in John Alden Road Manomet.


Article thirty-six :


Mr. Reubin M. Winokur moved: That the Town au- thorize the Board of Selectmen to sell to Weldon J. La- Voie for a sum not less than $300.00 a parcel of land, containing 17,105 sq. ft. on the easterly side of Boutemain Avenue, as shown on a plan entitled "Land of Town of Plymouth to be conveyed to Weldon J. La Voie, Scale: 1" - 20', March 12, 1949, Edward Chase, Town Engi- neer," on file in the office of the Town Clerk.

Mr. William H. Barrett moved: That this property be sold at public auction, but the motion was lost.


Mr. Winokur's motion was then put before the meeting and carried.


Article thirty-seven : ,


Voted: That the Town authorize and direct the Se- lectmen to appoint a committee of seven members to study the sewage disposal problem and report at the next annual town meeting and that the Town vote to raise and appropriate the sum of $100.00 for expenses of said com- mittee.


Article thirty-eight:


Voted : That the Town authorize the Selectmen to grant to Charles R. Cross and Annie L. Cross and their heirs and assigns a right of way for all purposes for which ways are commonly used over land of the Town consist- ing of a strip of land forty feet in width running south- westerly from Court Street, a distance of approximately 366 feet to other land of said Charles R. Cross et ux ; said strip of land being the remaining portion of the Alden Street Schoolhouse lot so-called, provided that said Charles R. Cross and Annie L. Cross convey to the Town a parcel of land described as follows: "Beginning at the northwesterly corner of the premises granted by Colling- wood Camp No. 4, S.U.V., to Charles R. Cross (Book 1916, Page 265) ; thence S 46° 30' W by land of McNamara about 140' to a point of curvature; thence by a curve to the left of radius 100' about 60' to land of McNamara; thence S 44° 13' E by land of McNamara about 58' to Alden Street; thence northerly by a curve to the right of radius 60' about 70' to a point of tangency ; thence N 46° 30' E about 140' to a corner ; thence N 43º 33' W 40' to the point of beginning." ,

Article thirty-nine :


Unanimously Voted: That the Town accept and allow as a town way, Arlington Road in the Priscilla Beach section of Plymouth, as laid out by the Selectmen and re- ported to the town, and to raise and appropriate the sum of $100.00 for land and property damages and expenses of acquiring titles.


Article forty :


Unanimously Voted: That the Town accept and allow as a town way Ocean View Road in the Priscilla Beach section of Plymouth from the point that has already been accepted to the end of the road, as laid out by the Select- men and reported to the town, and to raise and appropri- ate the sum of $100.00 for land and property damages and expenses of acquiring titles.


Article forty-one :


Voted: That the Town authorize the Water Commis- sioners to lay and maintain extensions of water mains in Ocean View Road and Arlington Road at Priscilla Beach, together with the installation of fire hydrants, services and other appurtenances as necessary, and to raise and appropriate or transfer from available funds the sum of six thousand one hundred dollars ($6,100) therefor.


Article forty-two :


Voted: That the Town change the name of Ocean View Road in the Priscilla Beach section of Plymouth to Em- erson Road.


Article forty-three :


Voted: That the Moderator be authorized and directed to appoint a committee of three members to study salary

and wage classification of town employees in accordance with the provisions of Chapter 351 of the Acts of 1948 and to report at the next annual town meeting together with any proposed drafts of by-laws, and that the town raise and appropriate the sum of $250.00 for expenses of said committee.


Article forty-four :


Voted: That the Town raise and appropriate, or trans- fer from available funds, the sum of eight hundred and fifty dollars ($850) for the purchase of an automobile for the Police Department and to authorize the Selectmen to dispose of one now in service.


Article forty-five :


Mr. Reubin M. Winokur moved: That the Town trans- fer from the receipts from Parking Meter Fees the sum of $4,356.52 for Parking Meter Expenses, to be allocated as follows :


Salaries of Police Officers, retroactive to Jan. 1, 1949, $3,809.52.


Equipment and supplies for maintenance and repairs of meters, to be expended by the Board of Selectmen, $472.00.


Seals and supplies connected with the collection, count- ing, and wrapping of money, to be expended by the Town Treasurer, $75.00.


Mr. James A. White moved to amend : That the amount $3,809.52 be eliminated, and the motion was carried.


Mr. Winokur's motion, as amended, was then put be- fore the meeting and carried.

Article forty-six :


Voted: That the Town take no action under Article 46.


Article forty-seven :


Voted: That the Town authorize the Park Commis- sioners to lease for $1.00 per year from Robert M. Briggs for playground purposes a parcel of land containing about 2.5 acres on the easterly side of the State Highway in Manomet, as shown on a plan on file in the office of the Town Clerk, entitled "Land of Briggs to be leased to the Town of Plymouth, Scale: 1" - 40', March 5, 1949, Ed- ward Chase, Town Engineer;" said lease to be for five years, and from year to year thereafter unless after the first year it is terminated upon six months' notice in writ- ing by either party ; and to raise and appropriate the sum of $500 to be expended by the Park Commissioners for work to be done and for maintenance of the said leased land as a playground.


Article forty-eight :


Mr. Reubin M. Winokur moved: That the Town au- thorize the Park Commissioners to remove, or cause to be removed, any buildings other than those buildings belong- ing to the town which may have been erected or placed, and are now located, on Beach Park, so-called.
