Cross and their heirs and assigns a right of way for all purposes for which ways are commonly used over land of the Town consisting of a strip of land forty feet in width running South-westerly from Court Street, a dis- tance of approximately 366 feet to other land of said Charles R. Cross et ux; said strip of land being the re- maining portion of the Alden Street Schoolhouse lot, so- called.

Article 42. To see if the Town will vote to change the name of Ocean View Road in the Priscilla Beach sec- tion of Plymouth to Emerson Road.

Article 46. To see if the Town will vote to raise and appropriate or transfer from Parking Meter Receipts the sum of fifteen hundred dollars ($1,500) for the purchase of a jeep for use in connection with parking meter collec- tions.
The Committee recommends no action. Any appropri- ation voted under this article would have to come from the tax levy, since Article 45 makes use of all the funds available from Parking Meter Receipts at this time.
Article 47. To see if the Town will authorize the Park Commissioners to lease for $1.00 per year from Robert M. Briggs for playground purposes a parcel of land containing approximately three acres with no build- ings thereon situated on the easterly side of the State Highway in Manomet; said lease to be for five years un- less after the first year it is terminated upon six months

notice in writing by either party ; and to vote to raise and appropriate the sum of $500 to be expended by the Park Commissioners for work to be done and for maintenance of the said leased land as a playground.
The Committee recommends favorable action and an appropriation of $500.00.
This location is preferred by the Manomet section to the Manomet School Playground, for the improvement of which $600.00 was appropriated last year but was not expended.
Article 48. To see if the Town will authorize the Park Commissioners to remove, or have removed and dispose of, any buildings other than those buildings belonging to the Town which may have been erected or placed, and are now located, on Beach Park, so-called.
The Committee recommends favorable action.
A vote of the town Dec. 9, 1893, allowed the owners of the buildings there at that time to remain until another vote of the town. With the present parking problem in this area, the town desperately needs this space for parking.
Article 49. To see if the Town will vote to accept a tract of land containing 8 acres, more or less, at Cleft Rock, so-called, on the Easterly side of the State Highway at the Pine Hills as a gift from Neil McIntosh, to be main- tained by the Town as a parking and picnic area under the direction of the Board of Selectmen. Said tract of land to be subject to the right of said donor and his heirs and assigns to use any and all ways in said tract for all purposes for which ways are commonly used and the right to lay and maintain in said ways, pipes and wires for utilities services, and make an appropriation therefor.

The Committee recommends the acceptance of this gift with an appropriation of $150.00 for engineering services, which had to be rendered before the town could act on this article.
Cleft Rock is an ancient landmark which should be very valuable to the town as an attraction for visitors.
Article 50. To see if the Town will vote to accept a tract of land containing 16,260 square feet on the East- erly side of Water Street from George Mabbett & Sons Company, to be used by the Town and maintained as a park by the Selectmen and to be subject to the condition that no buildings, signs or other structures shall be erec- ted on said land which would obstruct clear vision be- tween Water Street and Plymouth Harbor and the right of reasonable access by the donor and its successors and assigns to and over said property and that the landing platform and steps located on said land be maintained by the Town, preserved in good condition to allow such ac- cess ; said land to revert to the grantor, its successors and assigns when no longer used as a park by the Town.
The Committee recommends favorable action.
Article 51. To see if the Town will authorize the Water Commissioners to lay water mains of not less than six inches in diameter along the Carver Road, so-called, westerly from the end of the present main for a distance of approximately three miles and to purchase necessary material therefor and enter into all necessary contracts and to do such other acts and things in respect thereto as may be necessary to supply water to the inhabitants in the above-mentioned territory ; and to make an appropri- ation therefor. To meet the appropriation the Town Treasurer, with the approval of the Selectmen, be author- ized to borrow a sum sufficient to meet the cost thereof and to issue therefor bonds or notes of the Town payable

in accordance with Section 19 of Chapter 44 of the Gen- eral Laws, as amended, so that the whole loan shall be paid in not more than fifteen years after the date of the issuance of the first bond or note or at such earlier date as the Treasurer or Selectmen may determine.
The Committee recommends no action.
Article 52. To see if the Town will vote to authorize the Board of Selectmen to sell the lot known as the Spoon- er Street Schoolhouse lot, no longer needed for school purposes.
The Committee recommends that the Selectmen be authorized to sell this lot at public auction.
Article 53. To see if the Town will authorize the pur- chase from Walter C. Steeves et al of two lots of land with the buildings thereon on Warren Avenue, formerly the Dobbrow property, said lots containing 30,800 square feet, more or less, and vote to raise and appropriate or transfer from available funds a sum sufficient to purchase same.
The Committee recommends favorable action with an appropriation of $20,000.00, $14,300.00 of this amount to be taken from the Excess and Deficiency Account and $5,700.00 from Receipts from Sale of Real Estate. This latter amount has been on the books for some time and was acquired through the sale of the Plymouth Mills and Knapp School property. It can only be used for purposes for which the town could borrow money for ten years.
Article 54. To see if the Town will vote to sell or otherwise dispose of any buildings and personalty which may be acquired by purchase of the Dobbrow property, so-called.

Article 55. To see if the Town will vote to accept as a gift from Miss Laura S. Brewster, a parcel of land on Water Street as shown on Plat 17 of the Assessors' plans, Lot 164.

Article 56. To see if the Town will vote to raise and appropriate or transfer from available funds, the sum of one thousand dollars ($1,000) for the erection of a chain- link fence to enclose the fishways in the Summer Street playground.
The Committee recommends an appropriation of $1,000.00 from the Excess and Deficiency Account.
Article 57. To see if the Town will appropriate the sum of seven hundred and fifty dollars ($750) to provide entertainment and the payment of incidental expenses in connection with the Massachusetts Selectmen's Associ- ation which is to be held in Plymouth during 1949, said appropriation to be expended under the direction of the Board of Selectmen.
The Committee recommends an appropriation of $750.00.
Article 58. To see if the Town will accept and allow as a town way, Park Road as laid out by the Selectmen and reported to the Town and make an appropriation for land and property damages and expenses for acquiring titles.

Article 59. To see if the Town will accept and allow as a town way that part of Castle Street from the point

Article 60. To see if the Town will accept and allow as a town way, Atlantic Avenue, so-called, from Castle Street to Atlantic Street as laid out by the Selectmen and reported to the Town, if and when grade requirements are complied with, and make an appropriation for land and property damages and expenses for acquiring titles.
The Committee recommends the acceptance of this street with an appropriation of $100.00 for land and property damages and expenses for acquiring titles.
Article 61. To see if the Town will accept and allow as a town way, Seaview Street as laid out by the Select- men and reported to the Town and make an appropriation for land and property damages and expenses for acquir- ing titles.
The Committee recommends the acceptance of this street with an appropriation of $25.00 for land and property damages and expenses for acquiring titles.
Article 62. To see if the Town will accept as a town way, Factory Road, so-called, from South Pond Road to a point connecting with Braley Lane, and make an appro- priation for land and property damages and expenses for acquiring titles or take any action relative thereto.

Article 63. To see if the Town will vote to appro- priate from money in the Treasury, not otherwise appro- priated, the sum of seventy-five thousand dollars ($75,000) to reduce the tax rate of the current year.

Article 64. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of one thousand, two hundred and twenty-five dollars ($1,225) to erect four hundred feet of eight-foot chain- link fence on the south side of the Standish Avenue Play- ground. Said appropriation to be expended under the direction of the Park Commissioners.

Article 65. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of three thousand, five hundred dollars ($3,500) to build two hard surface tennis courts at Stephens Field. Said appropriation to be expended under the direction of the Park Commissioners.

Article 66. To see if the Town will vote to raise and appropriate or transfer from available funds, the sum of thirteen hundred and twenty-five dollars ($1,325) to pur- chase a power lawn roller for the Park Department. Said appropriation to be expended under the direction of the Park Commissioners.

Article 67. To see if the Town will authorize the Water Commissioners to make such changes in the water mains as may be deemed necessary and advisable because of the construction of the new By-pass road by the Com- monwealth, and make an appropriation therefor.

Article 68. To see if the Town will authorize the Water Commissioners to purchase a new truck, to dispose of the present one-ton Ford truck purchased by them in 1940, and make an appropriation therefor.

Article 69. To see if the Town will appropriate the sum of two thousand dollars ($2,000) from the proceeds from the sale of cemetery lots and graves, to be expended by the Cemetery Commissioners for the improvement and embellishment of Oak Grove and Vine Hills Cemeteries.

Article 70. To see if the Town will vote to raise and appropriate or transfer from available funds, the sum of twenty-one hundred dollars ($2,100) for the purchase of a truck for the School Department to replace 1933 truck now in use.

Article 71. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construct- ing and originally equipping an addition to the Mount Pleasant School building or new unit adjourning said building; determine whether the money shall be pro- vided for by taxation, by borrowing, by appropriation from available funds in the Treasury, including the Post- war Rehabilitation Fund, or take any action in relation thereto. i .

Article 72. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring by purchase or by taking by eminent domain, a parcel of land for school purposes, said parcel being described as follows: A portion or all of Lots 76 and 77 on Plat 22 of the Assessor's map bounded as follows: Northerly by Whiting Street; Easterly by land of Enrico Ferrari; Southerly and Westerly by other land of the Town of Plymouth.

Article 73. To see if the Town will vote to raise and appropriate a sum of money for the purpose of construct- ing and originally equipping a new elementary school building in the Cold Spring district; determine whether the money shall be provided for by taxation, by borrow- ing, by appropriation from available funds in the Treas- ury, including the Postwar Rehabilitation Fund, or take any action in relation thereto.

Article 74. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring by purchase or by taking by eminent domain, a parcel of

land for school purposes, said parcel being described as follows: Northerly by other land of the Town of Ply- outh; Easterly by other land of the Town of Plymouth and land of Thomas King; Southerly by Alden Street; and Westerly by land of Joseph Girard.

Article 75. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for grading and fencing the school playground at the rear of the Hedge School building.

Article 76. To see if the Town will appropriate a sum of money not to exceed three thousand, sixty-one dollars and fifty cents ($3,061.50) for the purchase of gas masks, as provided in Chapter 48, Section 51-A of the General Laws.
Section 2. This act shall take effect on July 1, 1949.

Article 79. To see if the Town will vote to raise and appropriate or transfer from available funds, a sum of money not to exceed six hundred dollars ($600) for the replacement of the Fire Chief's car and to dispose of the one now in service.

Article 80. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money not to exceed twenty-one hundred and ninety-nine dollars ($2,199) for the purchase of a Dodge Power Wagon for the Forest Fire Department.

Article 81. To see if the Town will authorize the Selectmen to purchase from Helen W. Morton et als, the land bordering the northerly side of Town Brook at the corner of Mill Lane and Market Street together with any mill or water privileges appurtenant thereto, known as the Morton Grain Mill property, and make an appropria- tion therefor.
The Committee recommends favorable action with an appropriation of $1,200.00 from the Excess and Defi- ciency Account.
Article 82. To see if the Town will authorize the Selectmen to purchase, or accept as a gift, a parcel of land from Ferdinand T. Emond along the northerly side

Article 83. To see if the Town will appropriate a sum of twenty-five hundred dollars ($2,500) to be used for providing proper facilities for public entertainment at the time of the State Convention of the United Spanish War Veterans, to be held in Plymouth during the year 1950, and of paying expenses incidental to such enter- tainment. Money so appropriated shall be expended under the direction of the Board of Selectmen, (By Pe- tition)

Article 85. To see if the Town will authorize the Water Commissioners to enter into all necessary con- tracts to lay and relay water mains of not less than six inches in diameter and to do such other acts or things as may be necessary to supply and improve the supply of water to and for the use of the inhabitants of the Town as recommended in part by the report of Metcalf and Eddy, Consulting Engineers, and to appropriate therefor the sum of one hundred and fifty thousand dollars ($150,-

000) and to issue therefor bonds or notes of the Town payable in accordance with Section 19 of Chapter 44, as amended, of the General Laws, so that the whole loan shall be paid in not more than fifteen (15) years after the date of the issuance of the first bond or note, or at such earlier date as the Treasurer or Selectmen may de- termine.
The Committee recommends an appropriation of $150,000.00, this amount to be borrowed by the town treasurer with the approval of the Selectmen.
Article 86. To see if the Town will authorize the Water Commissioners to lay water mains of not less than six inches in diameter in Cape Cod Avenue, Reed Avenue, Melix Avenue and connecting streets and to purchase necessary material therefor and enter into all necessary contracts and to do such other acts and things in respect thereto as may be necessary to supply water to the in- habitants in the above-mentioned territory ; and to appro- priate therefor the sum of forty thousand dollars ($40,- 000). To meet the appropriation the Town Treasurer, with the approval of the Selectmen, be authorized to bor- row a sum not exceeding forty thousand dollars ($40,000) and to issue therefor bonds or notes of the Town payable in accordance with Section 19 of Chapter 44, as amended, of the General Laws, so that the whole loan shall be paid in not more than fifteen (15) years after the date of the issuance of the first bond or note, or at such earlier date as the Treasurer or Selectmen may determine.
