Town Meeting, March 26, 1960
Including Recommendations by the Advisory and Finance Committee
The Meeting was called to order by the Moderator, George A. White at 2:00 o'clock p.m.
The Town Meeting Members were sworn to the faithful performance of their duties by Herbert K. Bartlett, Town Clerk.
Number of Town Meeting Members present March 26, 191; March 28, 184; March 29, 184; March 30, 172, as reported by records of Kathryn Swift and Arthur Estes, Jr., checkers.
The Moderator declared a quorum present March 26, 28, 29 and 30, 1960.
Article 2. To see if the Town will vote to authorize the broadcasting of the 1960 town meeting and appropriate $200 for the expenses thereof provided that the Town receives from the broadcasting facilities a tape recording of the en- tire proceedings of the meeting so broadcast.
The Committee recommends favorable action and an appro- priation of $200.

Article 3. To hear reports of the several boards of offi- cers and committees of the town and act thereon.

REPORT OF SEWAGE DISPOSAL COMMITTEE TOWN OF PLYMOUTH
Ladies and Gentlemen:
On December 30, 1958 the former Deputy Commissioner of Public Health, Clarence I. Sterling, Jr. wrote to the town Selectmen informing them that the disposal of untreated sewage into Plymouth harbor is "a nuisance and a danger to public health." He further stated that it is against the rules and regulations adopted by the State Department of Public Health. He recommended, at that time, that an article be in- serted into the 1959 town warrant to retain a consulting en- gineer to review and bring up to date existing plans for sewage disposal by the Town of Plymouth.
Accordingly, article 54 was placed in the 1959 town war- rant and then an amended article was voted by the town meeting authorizing the Moderator to appoint a committee of seven to conduct a review of the 1950 Metcalf & Eddy Report. A sum of $1500 was appropriated to defray the engineering expenses relative to the review.
The town moderator appointed Anthony Caramello, Ray- mond Miskelly, Howard P. Barnes, Everett Malaguti, William Harrington, John A. Thom, and John E. Gilmore, to the com- mittee and conducted the first meeting. Three of the members. Howard P. Barnes, Anthony Caramello and Everett Malaguti served on the previous Sewage Committee of 1950.
The committee organized itself and elected Dr. John E. Gilmore chairman and Raymond Miskelly secretary.
The committee familiarized itself with the problem and then interviewed Mr. Worthan Taylor, Chief Sanitary En- gineer of the State Department of Public Health. Mr. Taylor reviewed his predecessor's findings and in a letter of January 25, 1960 to your committee informed us that the discharge of improperly treated sewage into Plymouth harbor is in viola- tion of Section 5, Article 111 of the General Laws. Mr. Taylor has been cooperative with your committee and has offered the facilities of his department to aid us in our review.
Your committee has received proposals from two very eminent sanitary engineers formulating a scientific review of our problem and is in the process of accepting one of these proposals. Both proposals are within our established budget.

The committee has also contacted the town sewer depart- ment personnel and made field trips to the sewer outfalls. We are now completing phase one of our project and are ex- pecting to move into the second phase of scientific investiga- tion soon.
To the best of our knowledge, the State Department of Public Health personnel are cognizant of our activity and are content with our progress.
