ANNUAL TOWN MEETING.


ESSEX, SS.


To Chas. F. Clark, Constable of the Town of Saugus, 1 GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the Town Hall, Saugus, on Monday, the twelfth day of March, A. D. 1894, at six o'clock A. M., to act on the following arti- cles, viz. : -


ART. I. To choose a Moderator to preside at said meeting.


ART. 2. To bring in their votes for Town Clerk, one Select- man for one year, one Assessor for three years, Overseers of the Poor, Board of Health, Treasurer, Constable, Tax Collec- tor, Auditor, one Sinking Fund Commissioner for three years, , one Water Commissioner for three years, one Trustee Saugus Free Public Library for five years, one Trustee Saugus Free Public Library for three years, one School Committee for three years, and two Fence Viewers. Also your answer-" Yes" or "No"-to the following question : "Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year ? "


ART. 3. To hear and act on Reports of Committees.


ART. 4. To choose all other officers which towns are by law required to choose in the months of March and April, annually. ART. 5. To revise the Jury List.


ART. 6. To choose a Committee on Appropriations, as re- quired by Sect. 4, Art. 1, By-Laws.


ART. 7. To choose an Appraisement Committee of three, as required by Sect. 5, Art. I, By-Laws.


ART. 8. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed the ensuing year.


ART. 9. To make appropriations and raise such sums of money as may be necessary to defray Town charges for the ensuing year.

ANNUAL TOWN MEETING.


ART. 10. To see what action the Town will take in the matter of fixing the compensation of any or all Town Officers, and to make an appropriation for the same.


ART. II. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same, for the following purposes :


First, For the purpose of paying notes coming due the present year.


Second, For the purpose of paying notes not yet due.


Third, To hire money temporarily, not exceeding one year, in anticipation of the taxes of the year 1894, to be paid from said taxes.


ART. 12. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sink- ing Fund Commissioners, and give notes of the Town for the same, for the purpose of funding the Town debt.


ART. 13. To see what action the Town will take in regard to naming the schoolhouse in process of construction on Essex Street, Cliftondale.


ART. 14. To see if the Town will make an appropriation for Police service.


ART. 15. To see if the Town will make an appropriation for the observance of Memorial Day.


ART. 16. To see if the Town will make an appropriation for the purpose of laying out and grading avenues in the Cemetery.


ART. 17. To see if the Town will appropriate the money received from the County of Essex, on account of the Dog Tax for the year 1893, and in addition thereto the sum of four hun- dred dollars, for the purchase of books and for the current ex- penses of the Saugus Free Public Library, the same to be expended under the direction of the Library Trustees ; or what action the Town will take in the matter.


ART. 18. To see what action the Town will take in regard to amending Art. I, Section 4, of the By-Laws, so that the Chairman of the Water Commissioners shall become a member of the Committee on Appropriations.


ART. 19. To see if the Town will vote to carry the school children from Lynnhurst and vicinity to the East Saugus schools, and appropriate the sum of three hundred and fifty dollars for this conveyance.

ART. 20. To see if the Town will authorize and instruct the Selectmen to petition the Legislature for authority to incur indebtedness for the purpose of erecting School Buildings, to an amount not exceeding seventy-five thousand dollars beyond the limit of indebtedness fixed by law for said town, and for authority to issue, from time to time, bonds, notes or scrip therefor, payable in periods not exceeding twenty or twenty- five years from date of issue, with suitable sinking fund pro- visions.


ART. 21. To see if the Town will authorize the School Committee to hire a Superintendent of Schools, or join with some other town in employing one, and make an appropriation therefor.


ART. 22. To see if the Town will appoint a Committee of five to look into the matter of having a better water supply from the City of Lynn, and report at a future meeting, or what action the Town will take in the matter.


ART. 23. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a Water Loan of ten thousand dollars ($10,000), or what action the Town will take in the matter.


ART. 24. To see if the Town will appoint a Committee to investigate the subject of building a new school building in Ward 2 (two), with authority to examine plans and obtain the estimated cost of such a building as they may deem suitable, to consider the question of a proper site and its cost, and to report its findings and recommendations to the Town as soon as practicable.


ART. 25. To see if the Town will define the street lines at the old " Schoolhouse Lot," at and near the westerly corner of Lincoln Avenue and Winter Street, at East Saugus, and will release to Samuel B. Hussey and to Penn Varney, the present owners of said lot, all land and all the Town's interest in any land lying within or westerly of the present line of the street, as per present wall, and take from them a release, or releases, of all land outside of or easterly of the same street lines ; or to see what action the Town will take in the matter.


ART. 26. To see if the Town will appropriate the sum of three hundred dollars, to be expended on that portion of Hes- per Street and " Twin-Springs Road" (so called), lying be- tween the Charles Howard estate and Atherton Street.

ART. 27. To see if the Town will make an appropriation for a Survey of the Town and Plans for the Assessors, and for Searching the Records, etc.


ART. 2S. To see if the Town will accept Chap. 264 of the Acts of the year 1888, referring to Precinct Voting.


ART. 29. To see what action the Town will take in relation to the straightening of Winter Street and making an appropria- tion therefor.


ART. 30. To see what action the Town will take in relation to street lighting, and make an appropriation therefor.


ART. 31. To see if the Town will accept of Woodbury Avenue, from Foster Street to the Saugus River, as per plans filed with the Town Clerk, and as recommended by the Select- men.


ART. 32. To see if the Town will vote to revoke its action at the annual meeting of March 13, 1893, relating to the elec- tion of the Selectmen, and vote to accept Chap. 255 of the Acts of 1878, whereby the members are elected for one, two and three years.


ART. 33. To see if the Town will vote to amend Section 4 of Article I, of the Town By-Laws, so that it shall read as fo ows :


" After the closing of the polls, all articles in the Warrant which refer to the appropriation or expenditure of money shall be referred to a Committee of five legal voters in the Town, which shall be chosen at the meeting. Each of the five Wards in the Town shall be represented on the Committee, and no person shall be chosen who holds any other office in the Town. Said Committee shall take all such articles under consideration, and report their recommendations on them at an adjourned meeting, to be held one week from the time of annual meeting."


ART. 34. To see if the Town will vote to recompense Thomas Parkins, for damages done him by raising the grade of the sidewalk on Central Street, or what action the Town will take in the matter.


ART. 35. To see if the Town will vote to petition the Mass- achusetts Highway Commissioners to acquire the Lynn and Boston Turnpike as a State road, as provided by Sect. 7, Chap. 476, Acts of 1893.

for the straightening of Howard Street, as laid out by the County Commissioners.


ART. 37. To see if the Town will make an appropriation to cover insurance on Town buildings.


ART. 38. To see if the Town will make an appropriation for repairs on Town Hall and other Town buildings.


ART. 39. To see if the Town will make an appropriation for the Board of Health.


ART. 40. To see if the Town will make an appropriation to purchase a safe for the use of the Town Clerk.


The Polls will open at six o'clock A. M. and will close at four-thirty P. M.


And you are directed to serve this Warrant, by posting up attested copies at the usual places, seven days at least before the time of holding said meeting, and to distribute copies, as provided by the By-Laws, at least four days before.


Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.

ART. 9. - Voted, That the sums following be and are hereby appropriated for the purpose of defraying the expenses of the Town of Saugus for the financial year beginning Jan. 1, 1894, and ending Dec. 31, 1894, namely : For Schools, $11,500 ; Se- lectmen's Incidentals, $4,500 ; Overseers of the Poor, $4,000 ; Water Loan, Principal, $2,500; School House Loan, Prin- cipal, $2,150; Electric Fire Alarm, $500; Interest, $7,250; Salem Turnpike, $1,000 ; Sinking Fund, $1,450; State and Military Aid, $1,400; Highways and Bridges, $3,000 ; Fire Department, $1,000. And that all money in the Treasury shall be subject to the Orders of the Selectmen and Overseers of the Poor and to the payment of the State and County taxes, notes and interest thereon by the Treasurer.


ART. 10. - Voted, To appropriate $2,255 for Salaries the ensuing year as follows, viz. : Town Clerk, $75 ; Selectmen, $350 ; Treasurer, $350 ; School Committee, $250; Auditor, $100; Overseers of the Poor, $200; Water Commissioners, $150 ; Superintendent of Streets, $100; Board of Health, $75 ; Engineers of Fire Department, $150; Constable, $30; As- sessors, $425.


ART. II. - Voted, That the Treasurer, with the approval of the Selectmen, be and is hereby authorized to hire money

and give notes of the Town for the same for the following pur- poses : First, for the purpose of paying notes coming due the present year ; second, for the purpose of paying notes not yet due ; third, to hire money temporarily, not exceeding one year, in anticipation of the taxes of the year 1894, to be paid from said taxes.


ART. 12. - Voted, That the Treasurer, with the approval of the Selectmen, be and is hereby authorized to hire money of the Sinking Fund Commissioners and give notes of the Town for the same, for the purpose of funding the town debt.


ART. 13. - Voted, That the School Building now in pro- cess of construction in Cliftondale be called the Cliftondale School, and that the Committee having in charge the construc- tion of said building be instructed to cause said name to appear on said building in a conspicuous place. Mr. Charles F. Fife made a motion to reconsider the last vote, which was not adopted.


ART. 14. - Voted, That the sum of $500 be and is hereby appropriated for Police service, together with the receipts for Police service furnished by the Town.

ART. 15. - Voted, That the sum of $125 be and is hereby appropriated for the observance of Memorial Day.


ART. 16. - Voted, That the sum of $500 be and is hereby appropriated for the purpose of laying out and grading ave- nues in the Cemetery.


ART. 17. - Voted, That the sum of $200 and the Dog Tax of 1893 be appropriated for the Saugus Public Library during the coming year.


ART. 18. - Voted, To indefinitely postpone Article 18.


ART. 19. - Voted, That the sum of $350 be appropriated for the conveyance of the children of Lynnhurst and vicinity to the East Saugus Schools.


ART. 20. - Voted, To indefinitely postpone Article 20.


ART. 21. - Voted, That the sum of $1,000 be and is here- by appropriated for the purpose of employing a Superinten- dent of Schools.

ART. 22. - Voted, To appoint a Committee of five, to con- sist of the Water Commissioners and William E. Houghton and William W. Lowe, to look into the matter of having a better supply of Water from the City of Lynn and report at a future meeting.


ART. 23. - Voted, That the Treasurer, with the approval of the Selectmen, be and is hereby authorized to make two Water Loans of $5,000 for the use of the Water Commissioners in extending services. (226 voting Yes and 16 No.)


ART. 24. - Voted, That a Committee of seven be appointed to investigate the subject of building a new School Building in Ward 2, to consist of the School Committee and James R. Hughes, George Parsons, Benjamin F. Sanborn and William F. Hitchings, to report at a future meeting.


ART. 25. - Voted, That Article 25 be left in the hands of the Selectmen and they be authorized to settle the matter as they deem best for the interest of the Town.


ART. 26. - Voted, That the Town of Saugus appropriate the sum of $300 to be expended upon Hesper Street and Twin Springs Road (so called) lying between the Charles Howard estate and Atherton Street.


ART. 27. - Voted, That $50 be and is hereby appropriated for searching the records and for plans for the use of the Assessors.


ART. 28. - Voted, To indefinitely postpone Article 28.


ART. 29. - Voted, That the sum of $745 be and is hereby appropriated for the purpose of straightening Winter Street and completing the Cemetery wall, the same to be expended under the direction of the Selectmen, and that none but town people be employed on the work.


ART. 30. - Voted, That the sum of $3,800 be and is hereby appropriated for the purpose of lighting the streets, and that the same be expended under the direction of the Selectmen.


ART. 31. - Voted, To accept Woodbury Avenue as recom- mended by the Selectmen, as follows : Beginning at Woodbury Avenue by Foster Street, thence running with a magnetic bearing of South 88° 30' East by land of Stephen Stackpole two hundred and four feet and by land of Samuel Watson three hundred and fifty-eight feet to the Marsh land bordering on Saugus River, thence on the same course five hundred and four

feet across the Marsh to the Saugus River. The Southerly line is parallel to and fifty feet distant from the above described line, and runs from Foster Street five hundred and sixty-nine feet to the Marsh, thence across the Marsh one hundred and thirty-nine feet to the Saugus River, thence across a bend of the river one hundred and thirteen feet and thence across the Marsh two hundred and ninety-nine feet to the Saugus River. ART. 32. - Voted, To indefinitely postpone Article 32.


ART. 33. - Voted, To amend Section 4 of Article I of the By-Laws so as to read as follows : " After the closing of the Polls all articles in the Warrant which refer to appropriations or expenditures of money shall be referred to a Committee of five legal voters in the town which shall be chosen at the meet- ing. Each of the five wards in the town shall be represented on the Committee, and no person shall be chosen who holds any other office in the town. Said Committee shall take all such articles under consideration and report their recommenda- tions on them at an adjourned meeting to be held one week from the time of annual meeting." (Approved, April 18, 1894, by Judge Hammond.)


ART. 35. - Voted, That the Selectmen be instructed to petition the Massachusetts Highway Commissioners to acquire the Lynn and Boston Turnpike as a State Road as provided by Section 7, Chapter 476, Acts of 1893.


ART. 34. - Voted, That the sum of $100 be and is hereby appropriated to satisfy in full all damages done by raising the grade in front of land of Thomas Parkins on Central Street.


ART. 36. - Voted, That the sum of $1,500 be and is hereby appropriated for the purpose of straightening Howard Street at Penney's Corner as laid out by the County Commissioners, the same to be expended under the direction of the Selectmen, and that the work be by citizens of the town as far as possible.


ART. 37. - Voted, That the sum of $1,000 be and is hereby appropriated for placing Insurance on Town Buildings.


ART. 38. - Voted, That the sum of $1,000 be and is hereby appropriated for repairs on Town Buildings, $400 to be ex- pended on Town Farm and $600 to be expended by the Select- men as they see fit.


ART. 39. - Voted, That the sum of $50 be and is hereby appropriated for the use of the Board of Health should the same be needed in their department.

MAJORITY REPORT OF THE COMMITTEE ON THE ANNEXATION OF THE TOWN OF SAUGUS TO THE CITY OF LYNN.


Your committee, having investigated the matter of Annex- ation of our Town to the City of Lynn, would report as fol- lows : -


After some preliminary work a conference was held with a Committee representing the City Government of Lynn. At this conference there was an informal exchange of ideas as to the advantages and disadvantages which would result from this union.


It was ascertained that if we became a part of the City of Lynn we would naturally have some advantages in police service, fire protection, schools, etc., yet the only definite thing we could be sure of would be our representation in the City Government, which would be fixed by a Legislative act permitting the annexation.


After investigating the matter of schools, roads, fire depart- ment, mails, police service, license, public library and finance ; we believe that, while at some future time it may be advisable to annex this town to Lynn, or some other large city, yet the advantages to be obtained are so uncertain that we cannot as a Committee recommend the annexation of Saugus to the City of Lynn at present.
