ANNUAL TOWN MEETING.
MINORITY REPORT OF THE COMMITTEE ON THE ANNEXATION OF THE TOWN OF SAUGUS TO THE CITY OF LYNN.
Your Committee, having had numerous meetings, and after a good deal of investigation, and also a conference with the Committee of Annexation appointed by the City of Lynn, offer the following report : -
While the Committee appointed from Lynn could not guarantee anything, they gave us their ideas of what this town could gain in the way of representation, and other advantages, by annexation. They thought that each of the large Wards would be entitled to two (2) Councilmen, and the two small Wards together one (1) Councilman - with the possibility of each Ward having one (1). The town would certainly get one (1) Alderman, and possibly two (2) ; but more likely two (2) in connection with Ward 7 of Lynn.
Through the representation that we would have, they thought there would be no trouble about having a very much better Fire Department than we now have. We would un- doubtedly have one fire engine, and ladder trucks in each of the large Wards, with two (2) permanent men in each hose house, and horses to haul the apparatus.
In the Police Department, we would undoubtedly have at least one (I) officer on duty every hour in the twenty-four, in each of the large Wards. Then there would be a free delivery of mail, and also a collection of garbage twice a week ; and there is some plan about to be consummated in Lynn, for the distribution over the City of books belonging to the Public Library.
Then in the matter of schools, there is no doubt but what there would be a great improvement, as all our schools would be raised to the same grade as those of Lynn, and be under the control of an efficient Superintendent. The cost for each scholar in the Lynn schools is $15.14, as against the cost of $19.00 in our town.
In regard to the matter of License or No License, under license in the City of Lynn there is one (1) saloon granted to

every one thousand (1000) inhabitants, as in our town ; and it has been the custom in Lynn where the majority of the voters of the outlying Wards have not wanted saloons - even when the City had voted for License -on their representing such to be the case, the Aldermen have not granted any ; and in the last year of License in Lynn, Wards 1, 2 and 7 have had no saloons, and Ward 3 had only two (2).
In addition to the above advantages, the City of Lynn would extend its public park, taking in a great many acres of our territory, in the northern part of the town, improving and beautifying it to the advantage and pleasure of our citizens ; and they would also take care of and improve our public squares.
As our town has water through its principal streets, and a very large proportion of the houses use the street water, it will only be a very short time before we will of necessity have to have a sewerage system. Now, while this would be a very small item to the City of Lynn, it would be a very heavy expense for a town of our valuation, taking the area of terri- tory that would have to be drained into consideration.
The tax rate of Lynn for the last year was $15.40, and that as against $18.50 in our town ; and in the judgment of your Committee, while the valuation of land in Saugus is probably less than that of Lynn, the valuation of buildings is much higher ; and it is the custom of the Assessors of the City of Lynn, to only assess upon 80 per cent valuation of property.
Considering the advantages above enumerated, and seeing nothing on the other side to offset these great advantages, it is the opinion of a minority of your Committee that it is only a question of time when this town should be annexed to Lynn ; and we leave it for the town's consideration as to when the town shall take action, looking to this end.

D. 1894, at 8 o'clock P. M., to act on the following arti- cles, viz. : -

ART. 2. To see if the Town will make an appropriation for Police service, or what action the Town will take in the mat- ter.

To see if the Town will authorize and instruct the Selectmen to petition the Legislature for authority to incur in- debtedness for the purpose of erecting School Buildings to an amount not exceeding forty thousand dollars beyond the limit of indebtedness fixed by law for said town, and for authority to issue, from time to time, bonds, notes or script therefor, payable in periods not exceeding twenty or twenty-five years from date of issue, with suitable Sinking Fund provisions.

ART. II. To see if the Town will vote to place two or more Arc Lights on Adams Avenue, and make an appropriation therefor.

ART. 3. - Voted, That the Town build a new School Building in Ward Two, buy a site and make such alterations as recommended by the Committee appointed at the last annual Town Meeting to investigate the building of a School Building in Ward Two, and that the sum of thirty-seven thousand dol- lars be and is hereby appropriated, by Loan or otherwise, for the building of the same. Provided the State Legislature grant the Town authority to incur such indebtedness. (108 voting in favor, and 44 against. )
ART. 4. - Voted, That the Town choose a Committee of three to build a School Building in Ward Two, with full authority to buy land for a site, to sell or exchange in part pay- ment for such purchase a parcel of land on the east side of the " Old Town Hall," as recommended by the Committee ap- pointed at the last Annual Town Meeting to investigate the building of a School Building in Ward Two, to make con- tracts and do all other acts necessary to the building, furnishing and completion of the same. Provided, however, that no ac- tion shall be taken by the Committee until the Legislature authorizes the Town to make the Loan called for in the vote passed under Article 3.
Voted, That George Parsons, James R. Hughes and Levi G. Hawkes constitute said Committee.
ART. 5. - Voted, To authorize and instruct the Selectmen to petition the Legislature for authority to incur indebtedness for the purpose of erecting School Buildings to an amount not exceeding forty thousand dollars beyond the limit of indebted- ness fixed by law for said town, and for authority to issue from time to time bonds, notes or script therefor, payable in periods not exceeding twenty or twenty-five years from date of issue, with suitable Sinking Fund provisions.

REPORT OF COMMITTEE ON ERECTION OF SCHOOL BUILDING IN WARD TWO.
The Committee appointed to investigate the subject of build- ing a new school building in Ward Two, with authority to ex- amine plans and obtain the estimated cost of such a building as they may deem suitable, to consider the question of a proper site and its cost, and report its findings and recommendations to the Town, as soon as practical, respectfully present the fol- lowing as their report :-
The Committee organized with a choice of Mr. George Parsons as Chairman, and Mr. J. R. Hughes, Secretary.
The School Committee were conferred with, as to what accommodations were necessary ; they explained the needs of the Schools, and said it would be necessary to build an eight- room building, with accommodations for High, Grammar and Intermediate Schools.
The Committee also conferred with the State Inspector, as to what was necessary for ventilation, heating and construction. They have also looked into the matter of a proper site, the question of drainage, etc. ; and have examined plans submitted by several Architects, with estimated cost.
We would recommend, as a suitable site, the present school- house lot, with additional land in rear, extending to Taylor

Street ; provided that the Town can exchange a certain adjoin- ing lot in part payment ; and that the exchange and price paid shall be satisfactory to a Committee appointed by the Town for that purpose. This lot, if acquired, will have a frontage on both Main and Taylor Streets ; and the dimensions will be, approximately, 175 feet x 215 feet, containing about 37,625 square feet.
We would recommend the removal of the old Grammar School Building to the northwest corner of this lot, properly repairing, ventilating and heating the same.
We would recommend the disposal, by sale or otherwise, of the old Town Hall building.
We would recommend the extension of the present drain, recently put in for the Town Hall, to this lot.
We would recommend the construction of a two-story, brick building, the lower story to contain four school rooms, the upper story arranged for two school rooms, and accommoda- tion for the High School, which could afterwards be used, if necessary, for two more schools.
We would recommend that a Committee be appointed, with power to purchase land, make contracts, employ Architects, and do any other business connected with or necessary to the construction of such a building, and that the Town make a suitable appropriation therefor.
As near as the Committee has been able to ascertain, the cost would be as follows : -
