The accounts of the officers of the Town have been duly examined and found correctly cast, with proper vouchers for the same.

ANNUAL TOWN MEETING.
Essex ss. To Charles F. Clark, Constable of the Town of Saugus,
Greeting:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the Town Hall, Saugus, on Monday, the eleventh day of March, A. D. 1895, at seven o'clock A. M., to act on the following arti- cles, viz .:-
Art. I. To choose a moderator to preside at said meeting.
Art. 2. To bring in their votes for Town Clerk, two Select- men for one year, one Assessor for three years, Overseers of the Poor, one member Board of Health for three years, one for two years, one for one year; Treasurer, Constable, Tax Col- lector, Auditor, one Sinking Fund Commissioner for three years, one Trustee Saugus Free Public Library for five years, one for four years, to fill vacancy caused by resignation of Charles H. Bond; one Water Commissioner for three years, one School Committee for three years, and two Fence Viewers. Also, your answer, "Yes" or "No," to the following question :- "Shall License be granted for the sale of intoxicating liquors in the Town for the ensuing year?"
Art. 3. To hear and act on reports of Committees.
Art. 4. To choose all other officers which towns are by law required to choose in the months of March and April annually.
Art. 5. To revise the Jury List.
Art. 6. To choose a Committee on Appropriations, as re- quired by the By-Laws.
Art. 7. To choose an Appraisement Committee of three, as required by the By-Laws.
Art. 8. To see what action the Town will take in relation to charging interest, or making a discount on taxes assessed the ensuing year.

ANNUAL TOWN MEETING.
Art. 9. To make appropriations and raise such sums of money as may be necessary to defray Town charges for the ensuing year.
Art. 10. To see what action the town will take in the matter of fixing the compensation of any or all Town Officers, and make an appropriation for the same.
Art. II. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same, for the following purposes:
First, For the purpose of paying notes coming due the present year.
Second, For the purpose of paying notes not yet due.
Third, To hire money temporarily, not exceeding one year, in anticipation of the taxes of the year 1895.
Art. 12. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sink- ing Fund Commissioners, and give notes of the Town for the same, for the purpose of funding the Town debt.
Art. 13. To see if the Town will make an appropriation for Police service.
Art. 14. To see if the Town will make an appropriation for the observance of Memorial Day.
Art. 15. To see if the Town will make an appropriation for the purpose of laying out and grading avenues in the Cemetery.
Art. 16. To see what action the Town will take in relation to the straightening of Winter street, and make an appropriation therefor.
Art. 17. To see what action the Town will take in relation to street-lighting, and make an appropriation therefor.
Art. 18. To see if the Town will make an appropriation to cover insurance on Town buildings.
Art. 19. To see if the Town will make an appropriation for repairs on the Town Hall and other Town buildings.
Art. 20. To see if the Town will make an appropriation for the Board of Health.
Art. 21. To see if the Town will accept Sec. 101, Chap. 417, of the Acts of the year 1893, referring to Precinct Voting.
Art. 22. To see if the Town will raise and appropriate the

sum of four hundred dollars for preparing, gravelling and grading Pleasant Avenue, so called, in the Town of Saugus.
Art. 23. To see if the Town will accept Pleasant Avenue as a public way or street.
Art 24. To see what action the Town will take in regard to collection of water guarantees.
Art. 25. To see if the Town will authorize the Treasurer with the approval of the Selectmen, to make a water loan of five thousand dollars, to be used by the Water Board for extension purposes, or what action the Town will take in the matter.
Art. 26. To see if the Town will petition the Legislature for annexation to the City of Lynn, and appoint a Committee of three for that purpose.
Art. 27. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a water loan of seven thousand ($7,000) dollars, to be used for the purpose of a better water supply, or what action the Town will take in the matter.
Art. 28. To see if the Town will place an Arc Light on Adams Avenue, near the railroad crossing, and make an appro- priation for the same.
Art. 29. To see if the Town will appropriate a sum not exceeding six hundred (600) dollars for the purpose of finish- ing the upper story of the Hose House at East Saugus.
Art. 30. To see if the Town will make an appropriation for Superintendent of Schools.
Art. 31. To see if the Town will make an appropriation for furnishing rooms in the new School Building at Cliftondale and other school buildings.
Art. 32. To see if the Town will make an appropriation and instruct the Selectmen to pay Joseph Whitehead and the own- ers of the "Dana Estate," so called, for land taken to widen and straighten the lines of Main Street, Ward 2, as defined by the County Commissioners.
Art. 33. To see if the Town will appropriate the money received from the County of Essex, on account of Dog Tax for the year 1894, and in addition thereto the sum of three hundred (300) dollars, for the purchase of books for the Saugus

Free Public Library and current expenses of the same, to be expended under the direction of the Library Trustees, or what action the Town will take in the matter.
Art. 34. To see if the Town will appropriate the sum of Fifty (50) dollars for searching the records and plans for the As- sessors.
Art. 35. To see if the Town will make an appropriation of Seventy-five dollars for better accommodations in the Asses- sors' apartments.
Art. 36. To see if the Town will make an appropriation of Thirty dollars for numbering new houses.
Art. 37. To see if the Town will make an appropriation for the publishing of a Valuation Book for the year 1895.
Art. 38. To see if the Town will make an appropriation to purchase harnesses for the Fire Department.
Art. 39. To see what action the Town will take in regard to locating suitable fire apparatus in Lynnhurst, and make an appropriation for the same.
Art. 40. To see if the Town will make an appropriation to purchase a bell for the Brick School House in Cliftondale, to be connected with the fire-alarm system.
Art. 41. To see if the Town will vote to carry the school chil- dren from Lynnhurst and vicinity to the East Saugus schools for one year and appropriate Three hundred and fifty dollars for the conveyance, or what action the Town will take in the matter.
Art. 42. To see if the Town will make an appropriation for repairing, heating and ventilating the old school building in Cliftondale.
Art. 43. To see if the Town will reconsider its vote of March 9, 1891, whereby it voted to discharge the Monument Com- mittee after the Monument was dedicated.
The polls will open at seven o'clock A. M. and will close at four-thirty P. M.
And you are directed to serve this Warrant, by posting attested copies at the usual places, seven days at least before the time of holding said meeting; and to distribute copies, as pro- vided by the By-Laws, at least four days before.

Pursuant to the foregoing Warrant, the inhabitants of the Town qualified to vote in Town affairs met and voted as fol- laws, viz .:-
Art. I .- Chose Thomas P. Parsons Moderator.
Art. 2 .- Voted, To proceed to ballot for Town Officers at 6.30 A. M. The ballot box registered nothing.
The Selectmen appointed Joseph Newhall and John F. Dodge as Ballot Clerks. The Moderator appointed George I. Hull to attend the ballot box, George Parsons to attend to the check list, Charles E. Putnam, Henry J. Mills, Sidney F. Rea, Daniel S. Bannon, E. Curtis McKenney, Wesley Paul, B. F. Calley, Jr., Walter F. Benell, Fred C. Newhall, George A. Learoyd and Charles E. Voted, That the report be laid on the table and the Committee be censured for not carrying out the instructions of the Town.

Art. 9 .- Voted, That the following sums be and hereby are appropriated for the purpose of defraying the expenses of the Town of Saugus for the financial year beginning Jan. 1, 1895: Schools, $12,000; Selectmen's Incidentals, $5,000; Overseers of Poor, $4,500; Water Loan, Principal, $2,500; School House Loan, Principal, $2,150; Electric Fire Alarm, Principal, $500; Interest, $8,000; Salem Turnpike, $1,000; Sinking Fund, $1,210; State and Military Aid, $1,800; Highways and Bridges, $4,000; Fire Department, $1,000.
Art. 10 .- Voted, To appropriate the sum of $2,005 for salaries of Town Officers as follows : Town Clerk, $75; Treasurer, $350; Auditor, $100; Overseers of Poor, $200; Water Commissioners, $150; Superintendent of Streets, $100; Board of Health, $75; Engineers of Fire Department, $150; Constable, $30; Select- men, $350; Assessors, $425.
Art. II .- Voted, That the Treasurer, with the approval of the Selectmen, be and hereby is authorized to hire money and give notes of the Town for the same for the following purposes: First, for the purpose of paying notes coming due the present year; second, for the purpose of paying notes not yet due; third, to hire money temporarily, not exceeding one year, in antici- pation of the taxes of the year 1895, to be paid from said taxes.

Art. 26 .- Voted, To indefinitely postpone any action in re- gard to annexation to Lynn.
Art. 27 .- Voted, To indefinitely postpone any action in re- gard to an appropriation for the purpose of a better water supply.

Saugus, March 25, 1895.
Adjourned meeting called to order at 8 o'clock, the Mod- erator in the chair.
The same Tellers served with the exception of J. Wesley Paul.
Mr. George H. Hull was granted the privilege of asking for information in regard to receipts from the sale of hearse.
Voted, To take up Article 30.
Art. 30 .- Voted, That the sum of one thousand dollars be appropriated for a Superintendent of School.
Voted, To reconsider the action taken on Article 27, this vote being taken within one-half hour of its passage.
Art. 27 .- Voted, That the Treasurer be and hereby is author- ized, with the approval of the Selectmen, to make a Water Loan of five thousand dollars, to be used for the purpose of extending our water pipes from Pranker's Mills to connect with the water pipes at Lynnhurst. Vote: 164 to I.
Art. 28 .- Voted, To indefinitely postpone any action in regard to placing an arc light on Adams Avenue near the railroad station.
Art. 29 .- Voted, To indefinitely postpone any action in regard to finishing the upper story of the Hose House at East Saugus.
Art. 31 .- Voted, To appropriate the sum of four hundred and fifty dollars for finishing rooms in the new School Building at Cliftondale and other School Buildings.
Art. 32 .- Voted, That the Selectmen be and hereby are in- structed to pay to Joseph Whitehead and the owners of the Dana Estate (so called) for land taken to widen and straighten the lines of Main Street in Ward 2, as defined by the County Commissioners, at a price of ten cents per square foot, and that the sum of two hundred and twenty-five dollars ($225) be and hereby is appropriated for that purpose. Vote: 14I to I.
Art. 33 .- Voted, That the money received from the County of Essex on account of Dog Tax for the year 1894, and in addition thereto the sum of two hundred dollars be appropriated for the purpose of purchasing books for the Saugus Free Public Library, and the current expenses of the same to be expended under the direction of the Library Trustees.

Art. 38 .- Voted, To appropriate the sum of four hundred dollars for the purchase of harnesses for the Fire Department.
Art. 39 .- Voted, To indefinitely postpone the matter of Fire Apparatus at Lynnhurst.
Art. 40 .- Voted, That the sum of four hundred dollars be and hereby is appropriated for the purchase of a bell for the Brick Schoolhouse in Cliftondale, to be connected with the Fire Alarm System.
Art. 41 .- Voted, That the sum of three hundred and fifty dollars be appropriated for the conveyance of the school chil- dren from Lynnhurst to proper schools, and that the same be expended at the discretion of the School Committee.
Art. 42 .- Voted, That the sum of five hundred dollars be and hereby is appropriated for repairing and heating and ventilating the old School House in Cliftondale.
Art. 43 .- Voted, To indefinitely postpone this Article.
Voted, At 9.48 P. M., that the meeting be dissolved.

In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at

SPECIAL TOWN MEETING.
the Town Hall, Saugus, on Thursday, the twenty-eighth day of March, A. D. 1895, at seven-thirty o'clock P. M., to act on the following articles, viz .:-
Art. I. To choose a Moderator to preside at said meeting.
Art. 2. To hear and act on the report of Committees.
Art. 3. To see if the Town will accept an Act passed by the Massachusetts Legislature of 1895, signed and approved by the Governor on March 8, 1895, entitled "An Act to authorize the Town of Saugus to incur indebtedness beyond the limit fixed by law for school purposes, or to see what action the Town will take in the matter.
Art. 4. To see if the Town will reconsider its action, under Article 3d of the Town Meeting held Wednesday evening, December 5, 1894, whereby it voted "To build a new Brick School House in Ward Two, and make an appropriation therefor."
Art. 5. To see if the Town will vote to build a new School House in Ward 2, with not exceeding six school rooms therein, and make an appropriation therefor of not exceeding twenty thousand dollars ($20,000).
And you are hereby directed to serve this Warrant, by post- ing attested copies at the usual places, seven days at least before the time of holding said meeting; and to distribute copies, as provided by the By-Laws, at least four days before.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.
Given under our hands this eighteenth day of March, A. D. eighteen hundred and ninety-five.
