Auditor's Report.


To the Citizens of the Town of Saugus :


Having examined the accounts of the several departments of the Town as required by the by-laws, and having found proper vouchers for all payments made, I hereby submit the annual report for the year ending December 31, 1905, and trust it may meet with your careful perusal and attention. By referring to that part of the report showing the condition of the Town it will be seen that the deficiency has increased the past year nearly $25,000. This in a large measure, of course, has been brought about by the expenditure of over $22,000 for new school-houses and land purchased, also from the abatements of nearly $3,800 on the uncollected taxes prior to 1905, and bills contracted by the several departments over the appropriations for 1905 which had to be carried over to the present year. The amount of uncollected tax is $9,100 less than a year ago, which is a step in the right direction. Of the tax of 1905 over $52,600 was collected and paid Treasurer before closing the books, and nearly $10,000 has been collected since, leaving less than $24,000 uncollected on February 10th. There are three years' taxes, amounting to $4,512, standing against the city of Lynn as assessed on the pumping station, etc., at North Saugus, which, if this property is illegally taxed, should be abated, and not carried on the books of the Town as an asset.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 13, at 8 o'clock P. M. The meeting was called to order by Henry A. Parker, Town Clerk.


ARTICLE I. To choose a Moderator to preside at said meet- ing.


Chose Thomas P. Parsons, Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.


ARTICLE 2. To hear and act on Reports of Committees.


Voted, To accept the report of the Committee that was ap- pointed December 29, 1904, as to the best measures to take for additional school accommodations.


Voted to take up Article 46.


ARTICLE 46. To see if the Town will vote to authorize the Selectmen to petition the General Court to authorize the Town to incur indebtedness in addition to the amount already author- ized by law, for the building of schoolhouses and procuring land therefor, not toexceed one hundred thousand dollars ($100,000), or to see what action the Town will take in the matter.


Voted, That the Selectmen be, and they are, hereby authorized to petition the Legislature for the passage of an Act authorizing the Town of Saugus to issue bonds outside the debt limit, to an amount not exceeding $100,000, payable in not exceeding thirty years from their date, for the purpose of building schoolhouses and acquiring land therefor. 38 yes, 17 no.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually. Chose John F. Burnham, Pound Keeper ; John

ART. 6. To see what action the Town will take in relation to charging interest or making a discount on taxes assessed in the ensuing year.


Voted, That a discount of two per cent. be allowed on taxes paid on or before October 10, 1905, and interest at the rate of six per cent. per annum be charged after January 1, 1906, on taxes for the year 1905.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes.


Ist. For the purpose of paying notes coming due the present year.


2nd. To hire money temporarily, not exceeding seventy-five thousand dollars ($75,000) for one year, in anticipation of the taxes of the year 1905.


Voted, That the Town Treasurer, with the approval of the Selectmen be and hereby is authorized to hire money temporari- ly, not exceeding one year in anticipation of the taxes of the year 1905, and gives votes of the Town for the same and all money so hired shall be expressly made payable from such taxes of 1905, the whole amount so hired under this vote not to exceed the sum of seventy-five thousand dollars ($75,000.) Yeas, 45 ; No o.

ART. 22. To see if the Town will vote to adopt some rule for collecting taxes, or to see what action the Town will take in the matter. Indefinitely postponed.


ART. 38. To see if the Town will vote to accept Chapter 103 of the Revised Laws of Massachusetts, for the supervision of plumbing.


Voted, To accept Chapter 103.


ART. 42. To see if the Town will ratify and confirm the settlements of disputed tax titles made by the Selectmen during the past year and the deeds of release executed by the Treasurer in pursuance of the same, and authorize the Selectmen to make such settlements in that regards during the coming year as they shall deem advisable, and authorize the Treasurer to give releases in accordance with such settlements.


Voted, To ratify and confirm the settlement of disputed tax titles made by the Selectment during the past year and the deeds of release executed by the Treasurer in pursuance of the same, and authorize the Selectment to make such settlements in that regard during the coming year as they shall deem advisable, and authorize the Treasurer to give release in accordance with such settlements.


ART. 44. To see if the Town will vote to employ only union labor in its various departments, or to see what action the Town will take in the matter.


Voted, to indefinitely postpone.

Adjourned Town Meeting called to order by the Moderator at 8 o'clock, P. M.


Reading of the records of the last meeting were read and approved.


Voted, To accept the report of the Finance Committee.


ART. 7. To make an appropriation and raise such sums of money as may be necessary to defray Town charges for the ensuing year.


Voted, To accept Town charges as follows :


Schools, $27,400 ; School House Loan, Roby, $3,000, Lynn- hurst, $350; Selectmen's Incidentals, $6,500 : Overseers of the Poor, $3,000; Water Loan (principal) $3,000; State and Military Aid, $2,300; Interest, $8,500; Highway and Bridges, $5,000 ; Fire Department, for amount contracted for in excess of Town appropriation for year 1904, $700.


ART. 8. To see what action the Town will take inthe matter of fixing the compensation of any or all Town Officers, and make an appropriation for the same.


Voted, That the sum of five thousand dollars ($5,000) be and hereby is appropriated for Salaries for the year 1905.


ART. 10. To see if the Town will make an appropriation for Police Service.


Voted, That the sum of four thousand dollars ($4,000) be and hereby is appropriated for Police Services.


ART. II. To see if the Town will appropriate the sum of two hundred and fifty dollars for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.


Voted, That the sum of two hundred and fifty dollars ($250) be and hereby is appropriated for the observance of Memorial Day under the directions of Gen. E. W. Hinks Post, 95, G. A. R.

Voted, That the sum of six thousand dollars ($6,000) be and hereby is appropriated for Street Lighting.

Voted, That the sum of four hundred and twenty-five dollars ($425) be and hereby is appropriated for Insurance on Town Buildings.


ART. 14. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


Voted, That the sum of one thousand dollars ($1,000) be and hereby is appropriated for Repairs on Town Buildings and Grounds.


ART. 15. To see if the Town will make an appropriation for the Board of Health, or to see what action the Town will take in the matter.


Voted, That the sum of thirteen hundred dollars ($1,300) be and hereby is appropriated for the use of the Board of Health to be expended under their direction.


ART. 16. To see if the Town will make an appropriation for the Superintendent of Schools.


Voted, That the sum of one thousand dollars ($1,000) be and hereby is appropriated for the Superintendent of Schools.


ART. 17. To see if the Town will appropriate the sum of one hundred dollars ($100) for searching the Records and Plans and for Incidentals for the Assessors.


Voted, That the sum of fifty dollars ($50) be and hereby is appropriated for the Assessors for searching the Records. .


ART. 18. To see if the Town will make an appropriation for Sidewalks, or to see what action the Town will take in the matter.

ART. 19. To see if the Town will make an appropriation for Tree Warden, or to see what action the Town will take in the matter.


Voted, That the sum of two hundred dollars ($200) be and hereby is appropriated for Tree Warden.


ART. 20. To see if the Town will make an appropriation for Sealer of Weights and Measures, or to see what action the Town will take in the matter.


Voted, That the sum of seventy-five dollars ($75) be and hereby is appropriated for Sealer of Weights and Measures.


ART. 21. To see what compensation the Town will give the Collector for collecting the tax of 1905, or to see what action the Town will take in the matter.


Voted, That if less than 75 per cent of the taxes of 1905 are collected before May 1, 1906, the commission allowed the Tax Collector be I per cent. If 75 per cent or over of taxes are collected before May 1, 1906, the commission allowed the Tax Collector be 12 per cent, to be paid from the Selectmen's incidentals.


ART. 23. To see if the Town will defray the expenses of the Lock-up from Court Fines, or to see what action the Town will take in the matter.


Voted, To defray by court fines, and if not sufficient to be taken from Selectmen's Incidentals.


ART. 24. To see if the Town will make an appropriation for the Salaries of Firemen of the Saugus Fire Department, or to see what action the Town will take in the matter.

ART. 25. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the expenses of the Fire Depart- ment for the ensuing year, or to see what action the Town will take in the matter.


Voted, That the sum of two thousand dollars ($2,000) be, and hereby is, appropriated for the Fire Department.


ART. 26. To see if the Town will appropriate the sum of six hundred dollars ($600) and dog tax for use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


Voted, That the sum of six hundred dollars ($600) and the dog tax be, and hereby is, appropriated for the Public Library.


ART. 27. To see if the Town will make an appropriation for salary of Superintendent of Cemetery, or to see what action the Town will take in the matter.


Voted, To indefinitely postpone, as it is a part of Art. 34.


ART. 28. To see if the Town will make an appropriation of four hundred dollars ($400) for Soldier's Relief, or to see what action the Town will take in the matter.


Voted, That the sum of four hundred dollars ($400) be, and hereby is, appropriated for Soldier's Relief.


ART. 29 To see if the Town will make an appropriation of fifty dollars ($50) for numbering the houses in the Town not yet numbered, or to see what action the Town will take in the matter.


Voted, That the sum of fifty dollars ($50) be, and hereby is, appropriated for numbering houses.


ART. 30. To see if the Town will appropriate the sum of one thousand dollars ($1,000) on account of thesinking fund for payment of the notes borrowed for the Cliftondale School House Loan (new), or to see what action the Town will take in the matter.


Voted, That the sum of one thousand dollars ($1,000) be and hereby is appropriated on account of sinking fund.

ART. 31. To see if the Town authorize the Treasurer, with the approval of ahe Selectmen, to make a Water Loan of five thousand dollars ($5,000) for the extension of the water pipes, or to see what action the Town will take in the matter.


Voted, That the Treasurer be and hereby is authorized, with the approval of the Selectmen, to make a Water Loan of twenty- five hundred dollars for the extension of the water pipes. 81 yeas, o no.


ART. 32. To see if the Town will vote to build a sidewalk and fence on Winter street, from Macajah Newhall's house to Horace A. Nowell's, a distance of about seven hundred (700) feet, and make an appropriation for the same, or to see what action the Town will take in the matter, agreeable to the petition of C. W. Fox and others.


Voted, That the sum of four hundred and seventy-five dollars ($475) be and hereby is appropriated to build a retaining wall and sidewalk, also fence, on Winter street, as called for in Art. 32.


ART. 33. To see if the Town will appropriate the sum of five hundred dollars ($500) for repairs to the interior of the school-houses, or to see what action the Town will take in the matter.


Voted, That the sum of five hundred dollars ($500) be and hereby is appropriated for repairs on interiors of school build- ings, to be expended under the direction of the School Com- mittee.


ART. 34. To see if the Town will appropriate the sum of seven hundred dolllars ($700), five hundred dollars ($500) of which is for salary of Superintendent of Cemetery, and two hun- dred dollars ($200) for horse hire for work in said Cemetery, or to see what action the Town will take in the matter.


Voted, That the sum of seven hundred dollars ($700) be and and hereby is appropriated, one hundred of which is for the salary of the Superintendent of the Cemetery, and two hundred of which is for horse hire for work in the Cemetery.

ANNUAL TOWN MEETING.


ART. 35. To see if the Town will make an appropriation to put thee Fire Alarm System in perfect condition, or to see what action the Town will take in the matter.


ART. 36. To see if the Town will instruct the Selectmen to locate five (5) incandescent lights in the following places, viz. : one (1) at the corner of Spring and Walnut streets, one (I) on Spring street (500 feet east of Walnut street), one (1) at the corner of Spring street and Broadway, one (1) on Broadway (700 feet north of Spring street), one (1) on Broadway (1,350 feet north of Spring street), one (1) on Prospect street (near the property of Mrs. Lena Knox), three (3) on Forest street, two (2) on Main street (above Howard street), one (1) at the corner of Washington street and Harrison avenue, one (1) at the corner of Harrison avenue and Shuman street, one (1) opposite lot 519, Cleveland avenue, Lynnhurst, and make an appropriation for the same, or the see what action the Town will take in the matter.
