Auditor's Report.


To the Citizens of the Town of Saugus :


Having examined and approved the accounts of the several departments of the Town as required by the by-laws, I hereby submit the annual report and trust the citizens of the Town will give it their closest attention and acquire for themselves a good understanding of the financial condition in which we are placed, so that at the coming annual meeting all articles carrying an appropration may be acted upon with intelligence and discretion. It will be seen that the deficiency this year has been increased to the amount of $54,302.12. This has been brought about in large measure by the expenditure of $50,328.84 on new school buildings and the abatement of $4,512 assessed to the City of Lynn on their pumping station property at North Saugus. The amount of uncollected taxes is over $9,300 less than a year ago which is certainly another step in the right direction. The liabillity of the Town on account of school building on the Ist of January amounted to $126,050.00 not including accrued interest on the same.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 12, at 8 o'clock P. M. The meeting was called to order by Henry A. Parker, Town Clerk.

ARTICLE I. To choose a Moderator to preside at said meet- ing.


Chose Thomas P. Parsons, Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear and act on the reports of Committees.


Voted, To accept the report of the Finance and School Build- ing Committees.


ART. 3. To choose all other Town Officers which Towns are, by law, required to choose in the months of March and April annually. Chose John F. Burnham, Pound Keeper ; Thomas E. Berrett, Fred W. To see if the Town will make an appropriation of five thousand dollars, in addition to the amount already appropri- ated for the construction of the "Pleasant Hill School House" so-called or to see what action the Town will take in the matter, agreeable to the petition of William E. Ludden and others.

Voted, To take up Art. 54, yeas 158, nays 3.


ART. 54. To see if the Town will vote to authorize the Committee on new School Houses to transfer any portion of the amounts already appropriated for the construction of new School Houses from one building to another so that the total amount of said appropriation for all of the buildings now authorized to be constructed may be used and expended by said Committee on either of said buildings in such way and manner as in their judg- ment may be deemed necessary or expedient, or to see what action the Town will take in the matter, agreeable to the petition of William E. Ludden and others.

ART. 56. To see if the Town will vote to appoint a com- mittee of three to consist of the following citizens : Charles W.

ANNUAL TOWN MEETING.


Deaborn, Holman K. Wheeler, Charles W. Amerige, for the express purpose of investigating the doings of the School Build- ing Committee appointed by the Town at a special Town Meeting held June 7th, 1905, at which meeting the Town appropriated the sum of seventy-five thousand dollars ($75,000) for the purpose of acquiring land, grading same, building three School Build- ings and furnishing same ready for occupancy; said investigat- ing Committee to have full power in the premises in pursuit of said investigating, have access to all records, bids, papers, con- tracts, plans and specifications, in the possession of said School Building Committee ; and that Investigating Committee shall report at this or a future Town Meeting, or see what action the Town will take in the matter.


Voted, That Art. 56, be adopted and that the following persons, Charles W. Deaborn, Charles W. Amerige, and Hol- man K. Wheeler, be appointed to carry out the provision of said Art.


ART. 7. To see what action the Town will take in the matter of fixing the compensation of any or all Town Officers and make an appropriation for same.


Voted, That Art. 7, be voted on as a whole and that $5, 150 be and hereby is appropriated as recommended and reported by the Finance Committee as follows :

Voted, To take up Art. 43, yeas, 68; nays, 25.


ART. 43. To see if the Town will instruct the Selectmen to locate 23 incandescent lights in the following places, viz. : One at the corner of Fairmount avenue and Sherman street, one on Garfield avenue, in front of the Methodist church, one at the junction of Newcomb and Garfield avenue, one on Harrison avenue, opposite lot 158, three on Ash street, one on Myrtle street, two on Denver street, between Central and Liberty streets, three on Vermont avenue, five in Kenwood and five at North Saugus.


Voted, To refer to the Selectmen.


Motion to adjourn was not carried, yeas, 61 ; nays, 84.


Voted, To take up Art. 51, yeas, 77; nays, 6.


ART. 51. To see if the Town will appoint a committee to consider the advisability of purchasing a site and erecting a hose house in that part of the Town known as Cliftondale and make an appropriation for the same, or to see what action the Town will take in the matter, agreeable to the petition of C. A. Blakeley and others.


Voted, To indefinitely postpone.


Voted, To take up Art. 31, yeas, 105 ; nays, 2.


ART. 31. To see if the Town will make an appropriation not exceeding $1,733.54 for the extermination of the Brown Tail and Gypsy Moth, or to see what action the Town will take in the matter, agreeable to the petition of C. F. Clark and others.


Voted, That the sum of $1,733.54 be and hereby is appro- priated for the extermination of the Brown Tail and Gypsy Moths, all moneys to be expended under the direction of the Tree Warden.

ANNUAL TOWN MEETING.


ART. 40. To see if the Town will name the new School House at the junction of Winter and Central Streets the "Hawkes School" in honor of one of the first settlers of Saugus and of the family which has been identified longer than any other with the history of the Town or to see what action the Town will take in the matter on petition of Frank P. Bennett.


Voted, To name the new School Building at the junction of Winter and Central Streets, the "Saugus High School."


Voted, at 11.20 P. M., to adjourn to Monday evening, March 19, 1906, at 8 o'clock P. M.

Meeting called to order by the Moderator, at 8 o'clock P. M.


Records of last meeting were read and approved.


ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :


Ist. For the purpose of paying notes coming due the pres- ent year.


2nd. To hire money temporarily, not exceeding seventy-five thousand dollars ($75,000) for one year, in anticipation of the taxes of the year 1906.


Voted, That the Town Treasurer with the approval of the Selectmen be and hereby is authorized to hire money tempora- rily not exceeding one year in anticipation of the taxes of the year 1906, and give notes of the Town for the same, and that all money so hired shall be expressly made payable from such taxes of 1906. The whole amount so hired under this vote not to exceed the sum of $75,000. Yea 68; nay, I.

Voted, To take up Art. 20. Yea 44 ; nay 5.


ART. 20. To see what compensation the Town will give the Collector for collecting the tax of 1906 or to see what action the Town will take in the matter.


Voted, That if less than 75 per cent of the Taxes of 1906, are collected before May 1, 1907, the commission be I per cent. If 75 per cent or over are collected before May 1, 1907, the com- mission be 12 per cent.


ART. 9. To see if the Town will appropriate the sum of forty-five hundred dollars ($4,500) for Police Service.


Voted, That the sum of $4,250, be and hereby is appropri- ated for Police Department.


Voted, To take up Art. 37, yea 37; nays o.


ART. 37. To see if the Town will vote to place a Fire Alarm Box on Denver street, near the railroad crossing and make an appropriation for the same, or to see what action the Town will take in the matter agreeable to the petition of Charles A. Blake- ley and others.

ART. 10. To see if the Town will appropriate the sum of two hundred and fifty dollars ($250) for the observance of Memorial Day, the same to be expended under the supervision of Post 95, G. A. R., or to see what action the Town will take in the matter.


Voted, That the sum of $250 be and hereby is appropriated for the observance of Memorial Day, the same to be expended under the supervision of Gen. E. W. Hinks, Post 95, G. A. R.


ART. II. To see what action the Town will take in rela- tion to Street Lighting, and make an appropriation therefor.


Voted, That the sum of $6,550 be and hereby is appropriated for Street Lighting.

To see if the Town will accept the street known as Adams avenue, from the Boston and Maine Railroad property at Pleasant Hill station to Vine street, as per plan and specifica- tion filed with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of Charles J. Smith and others.

ART. 12. To see if the Town will appropriate the sum of sixteen hundred and ninety dollars ($1,690) to cover the cost of insurance on Town Buildings.


Voted, That the sum of one thousand six hundred and ninety dollars ($1,690.00) be and hereby is appropriated for Insurance.

ART. 38. To see if the Town will vote to make a Water Loan of not exceeding two thousand five hundred dollars ($2,500.00) for laying of pipe on Bristow street, or to see what action the Town will take in the matter agreeable to the petition of Charles E. Welt and others.

Voted, To take up Art. 52. Yeas, 124; nays, o.


ART. 52. To see if the Town will vote to make a settlement with George Sewell for injuries received while working in the gravel pit for the Town of Saugus and make an appropriation for the purpose, or to see what action the Town will take in the matter agreeable to the petition of Frank P. Bennett and others.


Voted, That the sum of five hundred dollars ($500.00) be and it is hereby appropriated to be paid under the direction of the Selectmen at a rate not exceeding ten dollars ($10.00) per week to George Sewell or his lawful representative provided however that no such payment shall be made until the said George Sewell and his wife in a legal instument approved as to form by the Counsel of said Selectmen and duly attested before a Justice of the Peace, shall have waived all claims at law against this Town for damages received by him while in the employ of this Town.

ANNUAL TOWN MEETING.


ART. 13. To see if the Town will approriate the sum of one thousand dollars ($1,000.00) for repairs on Town buildings and grounds.


Voted, That the sum of one thousand dollars ($1,000.00) be and hereby is appropriated for repairs on Town buildings and grounds.


ART. 14. To see if the Town will appropriate the sum of one thousand five hundred dollars ($1,500.00) for the Board of Health, or to see what action the Town will take in the matter.


Voted, That the sum of one thousand five hundred dollars ($1,500.00) be and hereby is appropriated for the Board of Health.


ART. 15. To see if the Town will make an appropriation for the Superintendent of Schools.


Voted, To indefinitely postpone, as it was acted on under Art. 6.


ART. 16. To see if the Town will appropriate the sum of one hundred dollars for searching the records and plans and for incidentals for the Assessors.


Voted, That the sum of $100, be and hereby is appropriated for searching the records and plans for the Assessors.


Voted to adjourn at 10 o'clock to Tuesday, March 27, at 8 o'clock.

Voted, That the sum of $300 be and hereby is appropriated for concrete sidewalks.


ART. 18. To see if the Town will appropriate the sum of $500 for Tree Warden, or to see what action the Town will take in the matter.


Voted, That the sum of $200 be and hereby is, appropriated for Tree Warden.


ART. 19. To see if the Town will appropriate the sum of $150 for Sealer of Weights and Measures, or to see what action the Town will take in the matter.


Voted, That the sum of $150 be and hereby is appropriated for Sealer of Weights and Measurers.


Voted to take up Art. 50 from the table.


ART. 50. Voted, To accept Adams Ave., from Boston and Maine R. R. to Vine street as per plan and specification filed with the Town Clerk.


ART. 21. To see if the Town will vote to adopt some rule for collecting taxes, or to see what action the Town will take in the matter.
