ANNUAL TOWN MEETING
March 5, 1923

To W. Charles Sellick, Constable of the Town of Saugus :
GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to vote in town affairs, to meet at the sev- eral voting precincts in the town on Monday, March tifth, A.D. nineteen hundred and twenty-three, at five forty-five o'clock, A. M., then and there to bring in their ballots to the Wardens for the following Town Officers ;
Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Collector of Taxes, Constable, Tree Warden, for one year ; one Assessor, one Board of Health, one Cemetery Commissioner, one School Committee, one Trustee of Public Library, for three years.
Also your "Yes" or "No" to the following questions : "Shall an act passed by the General Court in the year nineteen hundred and twenty-three entitled, "An Act placing under the Civil Service Laws the office of Chief Engineer of the Fire Department of the Town of Saugus, be accepted" ?
Also your "Yes" or "No" to the following question : Shall license be granted for the sale of certain non-intoxicating bever- ages in this town?
Also to appear at the Town Hall on Monday evening, March twelfth, A. D. nineteen hundred and twenty-three, at eight o'clock, to hear and act on the following articles, viz. :
ARTICLE I. To choose a Moderator to preside at said meeting.
ART. 2. To hear and act on reports of Committees.
ART. 3. To see what sums of money the town will appro- priate and raise by taxation for town charges and for any other purpose for which the town may lawfully expend money.

ART. 4. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the current financial year.
ART. 5. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to refund any or all of revenue notes issued for less than one year, in accordance with provisions of Section 17 of Chapter 44 of the General Laws; any debt so incurred to be paid from the revenue of 1923.
ART. 6. To see if the town will appropriate the sum of $1,500 for repairs on the Central Fire Station, or to see what action the town will take in the matter. Board of Engineers.
ART. 7. To see if the town will appropriate the sum of $5,500 for the purchase of a steam roller, or to see what action the town will take in the matter. Board of Selectmen.
ART. 8. To see if the town will appropriate the sum of $2,000, for the purchase of a tractor, or to see what action the town will take in the matter. Board of Selectmen.
ART. 9. To see if the town will appropriate the sum of $5,000 for repairing and painting the Town Hall, inside and outside, or to see what action the town will take in the matter. Board of Selectmen.
ART. 10. To see if the town will appropriate the sum of $2,230.57, being the portion of the net expense so incurred and apportioned by the County Commissioners upon the inhabitants of the Town of Saugus, for the care, maintenance and repairs of hospital for the care of persons suffering from tuberculosis, for the year 1922. Board of Selectmen.
ART. II. To see if the town will appropriate the sum of $9,300.00 to install a signaling system for the use of the Police Department, or to see what action the town will take in the matter. Chief of Police.
ART. 12. To see if the town will appropriate the sum of $143.50 for unpaid bills for the year 1920 and 1921 in the Overseers Department. Overseers of the Poor.

ART. 13. To see if the town will appropriate the sum of $1,500 for unpaid bills for 1922.
ART. 14. To see if the town will appropriate the sum of $4,500, for the purpose of installing a system of drainage on Endicott street and Morton avenue, or to see what action the town will take in the matter. Board of Selectmen.
ART. 15. To see if the town will appropriate the sum of $700, in settlement of the claim of William Sim for loss of coal and water damages, or to see what action the town will take in the matter. Board of Selectmen.
ART. 16. To see if the town will appropriate the sum of $700 to paint and repair the East Saugus Hose House, or to see what action the town will take in the matter. Board of Selectmen.
ART. 17. To see if the town will appropriate the sum of $1,000 for the purpose of purchasing and installing three Traffic Beacons on the Newburyport Turnpike at the junctions of Walnut, Main and Essex streets, or to see what action the town will take in the matter. Board of Selectmen.
ART. 18. To see if the town will vote to construct a new school building, to be located on the site of the Lincoln school on Lincoln avenue, and to provide new and original equipment therefor and by vote pass upon all matters incidental thereto, including the matter of borrowing in the name and behalf of the town a sum of money not to exceed fifty-eight thousand dollars ($58,000.00) and to issue the notes or bonds of the town therefor, or to see what action the town will take in the matter, agreeable to the petition of Mortimer H. Mellen and others.
ART. 19. To see if the town will vote to appoint a commit- tee of not less than five citizens to include at least one member of the School Committee, the same to be chosen by the Moder- ator. Said committee to have full charge of all matters relating to the construction of a new school building to be located on the site of the Lincoln School on Lincoln avenue, the selection of an architect and plans therefor, and the providing of new and original equipment for said building, and the selling and remov- ing of the present building from said lot, and the said commit-

tee shall have full authority to bind the town in all contracts and obligations which they may deem necessary and expedient to enter into in connection with said work, or take any action in relation thereto.
ART. 20. To see if the town will appropriate the sum of $19,000 for the purpose of remodeling and furnishing the old Town Hall next to the Roby School to be used for school pur- poses, or to see what action the town will take in the matter, agreeable to the petition of Henry O. Westendarp.
ART. 21. To see if the town will vote to instruct the Mod- erator to appoint a committee of five to carry out the purposes contained in Article 20 of this warrant.
ART. 22. To see if the town will instruct the Selectmen to locate incandescent lights in the following places, and make an appropriation therefor, viz. : One on Ocean View avenue, half-way between Western and Summit avenues; one at No. 9 Walcott road; one at top of Whitford's hill, "so called," on Water street ; one on Prospect avenue, five hundred feet from Ocean View avenue ; three on Bow street ; one on Fairmount avenue, corner of Oakcrest street; one on Fairchild avenue, near residence of J. LeBlanc ; one on Lenox avenue, corner of Blueridge avenue ; one on Reservoir avenue, near residence of Mr. Peterson; one at corner of Castle Rock and Main street ; one on Main street, near residence of Louis E. Waitt ; two on Walden Pond avenue, between the residences of A. Wright and William F. Pellerin ; one on Pearson street opposite No. 16; one on Pine Crest avenue, corner of Tontaquon avenue ; one on Churchill street, corner of Cliff street ; one on Burrill street, corner of Ireson street ; agreeable to the petition of Axel E. Bjorkman, Stanley B. Ells, Harry W. Merrill, Achille De Franzo, Mrs. Louise M. Sutherland, Andrew W. Townsend, Charles C. Habblitz, Bessie Goodman, Ralph Quirk, F. H. Griswold.
ART. 23. To see if the town will appropriate the sum of $2,100 for the extension of water pipes from Hesper street, through Woodbury avenue and Riverbank road to Lothrop street, a distance of about 1,097 feet, or to see what action the town will take in the matter, agreeable to the petition of Mrs . Ellen J. Walter and others.

ART. 24. To see if the town will appropriate the sum of $900 for the extension of water pipes on Tontaquon avenue, running from Churchill street, a distance of about 450 feet, or to see what action the town will take in the matter, agreeable to the petition of C. L. Crilley and others.
ART. 25. To see if the town will appoint a Committee to investigate the feasibility of a forest in the Town of Saugus.
ART. 26. To see if the town will appropriate the sum of $5,000 to repair Vine street, from Main to Essex street, agree- able to the petition of Daniel P. C. Barnes and others.
ART. 27. To see if the town will vote to amend Article 9 of the By-Laws of the town by striking out the whole of said Article 9 and inserting in place thereof the following :
ARTICLE IX.
PLANNING BOARD.
SECTION I. A board to be known as the Planning Board is hereby created and established, to consist of seven citizens of the town, other than town officers elected by ballot. The Mod- erator of the annual town meeting of 1923 shall appoint two members of said board for a term of three years, three members for a term of two years, and two members for the term of one year, the terms of said members to expire on the first day of December in the years 1926, 1925 and 1924, respectively. Annually thereafter the Moderator of the annual town meeting shall on the first day of December appoint enough members of said board to fill the same to serve for the term of three years from said date. Any member of said board who shall be elected by ballot to any town office shall forthwith upon his qualification in such office, and any other member who shall remove from the town shall upon such removal, cease to be a member of said board. Said board shall choose its own officers and any vacancies in its membership shall be filled by appoint- ment by the Moderator.
SECT. 2. The duties of such board shall be such as are stated in chapter forty-one, sections seventy to seventy-two, inclusive, of the General Laws of the Commonwealth, and further to consider and advise upon municipal improvements

either at the request of other officials of the town or upon its own initiate. The board shall meet at regular intervals. It may also hold public meetings. It shall at all times have access to all public documents in the possession of any town official or department. It may make investigations and studies relative to new streets and park developments. Said board may incur expenses necessary to the carrying on its work within the amount of its annual appropriations.
SECT. 3. Such board shall make a report to the town annu- ally, giving information regarding the conditions of the town and any plans or proposals for the development of the town and estimates of the cost thereof. Such report shall be sent to the Selectmen not later than such time in January in each year as the Selectmen may prescribe or as may be prescribed by law in force relative to reports, and a copy thereof shall be filed with the Massachusetts Department of Public Welfare, or to see what action the town will take in the matter.
The polls will open at 5.45 o'clock A. M., and may close at 4 o'clock P. M., and you are hereby directed to serve this War- rant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

ANNUAL TOWN MEETING
March 12, 1923.
The meeting was called to order by Town Clerk Henry A. Parker, at 8 o'clock P. M.
The warrant was read by the Town Clerk, omitting the read ing of the articles, as upon motion which was carried, that the reading of the articles be dispensed with.
ARTICLE I. To choose a Moderator to preside at said meeting.
Upon motion, which was carried, the Town Clerk was ordered to cast one ballot for Frank P. Bennett, Jr., for Moder- ator, who, after being duly qualified by the Town Clerk, took charge of the meeting.
The Moderator, acting under Article 2, Section ro of the By-Laws, requested all persons not legal voters of the Town of Saugus, to retire from the hall during the transaction of all town business.
Voted, To appoint the Selectmen as appraisers of town property.
Voted, To adopt the following resolution : Whereas the pres- ent arrangement of hours for voting in town elections works a hardship to a large number of voters, be it Resolved "that the annual town meeting of March 12, 1923 request that the Board of Selectmen cause polling places to be opened at twelve noon until eight o'clock at night at the annual town election of 1924.
ART. 2. Reports of Committees.
Report of the Junior High Housing Committee was read and accepted.

The Moderator appointed and swore in the following persons as tellers : Ray P. Junkins, Gertrude Garra, Chester Cross, John G. Holmes.
ART. 3. Town charges.
General Government
Voted, That the sum of $50 be and the same is hereby appro- priated for the salary of Moderator for the year 1923.
Voted, That the sum of $250 be and the same is hereby appropriated for the expense of the Finance Committee.
Voted, That the sum of $1,062 be and the same is hereby appropriated, for the expenses of the Selectmen's Department, iucluding salaries of the Selectmen and as Fire Engineers of $600 up to and including December 31st, 1923.
Voted, That the sum of $1,000 be and the same is hereby appropriated, for the expenses of the Accountant's Department, including the salary of the Accountant of $900.
Voted, That the sum of $1,542.59 be and the same is hereby appropriated, for the expenses of the Treasurer's Department, including the salary of the Treasurer of $500.
Voted, That the sum of $1,200 be and the same is hereby appropriated for salary and commissions of the Collector of Taxes, and that such portion thereof as is necessary shall be paid as salary and commissions of the Collector of Taxes for the year ending December 31, 1923, as shall make his total compen- sation, including official fees retained by him and commissions on 1921 taxes outstanding January 1, 1923, and collected in 1923, $1,500 ; and that the sum of $1,750 be, and is hereby appropriated for all other expenses of the Tax Collector's Department, including $200 for premium on Collector's bond.
Voted, That the sum of $500 be and the same is hereby appro- priated for Tax Title expenses.
Voted, that the sum of $4,146 be and the same is hereby appropriated for the expenses of the Assessors' Department, including $600 for the salaries of the Assessors through Decem- ber 31, 1923.

Voted, that the sum of $70 be and the same is hereby appro- priated for the registration of town notes.
Voted, That the sum of $425 be and the same is hereby appropriated for the expense of the Law Department.
Voted, that the sum of $700 be and the same is hereby appropriated, for the Town Clerk's Department, including $500 for the salary of the Town Clerk, and $200 for expenses, and fees received from all sources to be paid to the town.

Protection of Persons and Property
Voted, That the sum of $18,321.72 be and the same is hereby appropriated for the Police Department.
Voted, that the sum of $50 be and the same is hereby appro- priated for the salary of Town Constable for the year 1923.
Voted, That the sum of $150 be and the same is hereby appropriated for the salary of the Chief of the Fire Department through December 31, 1923.
Voted, That the sum of $14,691.25 be and the same is hereby appropriated for Firemen's salaries.
Voted, That the sum of $156 be and the same is hereby appropriated for the salary of the Superintendent of Fire alarm.
Voted, That the sum of $4,310 be and the same is hereby appropriated for the expenses of the Fire Department.
