Report of Board of Selectmen


To the Citizens of the Town of Saugus :


The year 1923 was unusual from the fact that no special Town Meeting had to be called.


That the various Boards and Departments of the Town made it a point to limit their expenditures to their appropriation is shown from the fact that there is reverting to the Town Treasury the sum of $12,576.97.


The Finance Committee report a balance of $1,791.43 in the reserve fund after taking care of the various transfers required during the year.


The Board is convinced that there has been a whole-hearted effort made to co-operate and economize in town government this year.


Traffic Beacons


At the annual meeting $1,000 was appropriated to purchase and install three beacons on the Newburyport turnpike at Essex, Main and Walnut streets. That the actual expense of $942.71 was money well expended is best shown by the Police Reports of accidents at these very dangerous corners. Not a single fatal accident and a greatly reduced number of minor accidents.


Repairs


The East Saugus Hose House was repaired and painted at a cost of $291.24.


The Central fire station has been repaired and a one-story addition built at a cost of $1,477.


The Town Hall was repaired and painted on the outside at a cost of $1,612.75. The word Saugus being placed over the words town hall seemed to meet with general approval.


The Soldiers' Monument was cleaned and repointed and new walks laid around same at a cost of $564.50.

Drainage


The drainage of Endicott street and Morton avenue was com- pleted and seems to have solved that problem, but this is only one of many drainage problems to be met in the near future.


Public Works


The steam roller and motor were purchased directly after the vote of the town in March and have proved their worth many times during the year. The condition of our streets during the recent snow storm proves that the tractor is invaluable in this department.


We recommend the purchase this year of a five ton truck, with snow plow attachment, for work on the streets in the summer, and to help with snow in the winter.


Fences


We have constructed this year 2,725 feet of fence on Howard, Walnut, Central, Winter, Vine and Lincoln avenue. These places had required attention for some time.


Sidewalks


With the condition of our tar sidewalks it takes almost our entire appropriation to keep them in repair. It is our opinion that a definite program of sidewalk construction should be started on a large scale.


Streets


We have many miles of streets that by the yearly application of tarvia and pea stone make semi-permanent roads. This seems to be the best road for all purposes at present.


Permanent construction was used on Central street to the cost of about $5,000.


The state and county agreeing to pay a like amount, $8,000 was spent in laying seven-tenths of a mile of permanent con- struction on Walnut street.


We would like to have enough for permanent construction to finish Central street and with the help of state and county finish Walnut street to the Newburyport turnpike this year.

Lights


The demand for lights continues to increase far beyond our ability to install. The usual number have been installed for 1923.


Water


Here again, the demand is continuous throughout the year for water. The adoption by the town of some definite rules would greatly help in solving this problem. A start was made this year toward the ultimate goal of all metered service, and will be continued as funds are available. We would like to give water to all, but must endeavor to make water extension pay.


In conclusion, we have kept within our appropriation; we have kept the tax rate the same as 1922 ; let us trim a little, economize a little and even sacrifice a little and make a start this year toward a lower tax rate.
