To W. Charles Sellick, Constable of the Town of Saugus :


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the town of Saugus, qualified to vote in town affairs, to meet at the several voting precincts in the town on Monday, March 7th, A.D., nineteen hundred and twenty-seven, at 12 o'clock M., then and there to bring in their ballots to the Wardens for the following town officers :


Town Clerk, five Selectmen, three Overseers of the Poor, three members of the Playground Commission, Town Treasurer, Collector of Taxes, Constable, Tree Warden, for one year ; one Assessor, one member of the Board of Health, two members of the School Committee, two members of the Planning Board, two trustees of the Public Library, one Cemetery Commissioner, for three years.


Also to appear at the Town Hall on Monday Evening, March 14, 1927, at eight o'clock, to hear and act on the following articles, viz :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of Committees.


ART. 3. To see what sums of money the town will vote to appropriate and raise by taxation for Town Charges and for any other purpose for which the town may legally expend money.


ART. 4. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to refund any or all of the revenue notes issued for less than one year, in accordance with provisions of Section 17 of Chapter 44 of the General Laws, any debt so incurred to be paid from the revenue of 1927.

ART. 5. To see if the town will vote to appropriate the sum of $2,467.97, being the portion of the net expense so incurred and appropriated by the County Commissioners upon the inhabitants of the Town of Saugus, for the care, mainten- ance and repairs of the Hospital for the care of persons suffering from tuberculosis; for the year 1926. Board of Selectmen.


ART. 6. To see if the town will vote to appropriate a sum not exceeding $10,000 for the payment of unpaid bills for the year 1926 and prior years, and to see what portions of this amount, if any, shall be appropriated or transferred from the surplus, or to see what action the town will take in the matter. Town Accountant.


ART. 7. To see what action the town will take in relation to fixing the time when taxes for 1927 shall become due and payable, or to see what action the town will take in the matter. Finance Committee.


ART. 8. To see if the town will vote to appropriate the sum of $2,500 to extend the water main on Lily Pond avenue, Lake street, and Lake avenue commencing at Central street, or to see what action the town will take in the matter, agreeable to the petition of Frank W. Bemis and others.


ART. 9. To see if the town will vote to appropriate the sum of $425 for extending the water main on Broadway, or to see what action the town will take in the matter, agreeable to the petition of Axel W. Anderson and others.


ART. 10. To see if the town will vote to appropriate the sum of $750 for extending the water main 300 feet on Victoria street, or to see what action the town will take in the matter, agreeable to the petition of John G. Gustafson and others.


ART. II. To see if the town will vote to appropriate the sum of $500 for the purpose of constructing gutters and the completion of the re-surfacing of the street on Fairview avenue, or to see what action the town will take in the matter, agreeable to the petition of Charles S. Baker and others.


ART. 12. To see if the town will vote to appropriate the sum of $750 to extend the water mains on Hampstead street, a

distance of about 220 feet or to see what action the town will take in the matter, agreeable to the petition of Robert J. Birand and others.


ART. 13. To see if the town will vote to appropriate the sum of $1,500 to extend the water main upon Aberdeen avenue, a distance of approximately 495 feet, or to see what action the town will take in the matter, agreeable to the petition of Ingrid M. Paridon and others.


ART. 14. To see if the town will vote to appropriate the sum of $700 to lay water mains on Fiske road for a distance of about 275 feet westerly from Summer street, or to see what action the town will take in the matter, agreeable to the petition of Eugene B. Fiske and others.


ART. 15. To see if the town will vote to appropriate the sum of $1,500 for the purpose of extending the water main about 180 feet on Clark street and 400 feet on Saville street, or to see what action the town will take in the matter, agreeable to the petition of William O. Calder and others.


ART. 16. To see if the town will vote to appropriate the sum of $1,000 for the purpose of extending the water main on Cleve- land avenue a distance of 425 feet, or to see what action the town will take in the matter, agreeable to the petition of Howard S. H (: ( and others.


ART. 17. To see if the town will vote to appropriate the sum of $500 to extend the water main 250 feet on Main street, to Dearden's farm, or to see what action the town will take in the matter, agreeable to the petition of Konrad Berthold and others.


ART. 18. To see if the town will vote to appropriate the sum of $500 to extend the water mains on Talbort street, from Vine street for a distance of about 200 feet, or to see what action the town will take in the matter, agreeable to the petition of George R. Whyte and others.


ART. 19. To see if the town will vote to appropriate the sum of $850 for extending the water mains on Birchwood avenue for a distance of about 325 feet, or to see what action the town will take in the matter, agreeable to"the petition of Walter A. Wilson and others.

ART. 20. To see if the town will vote to appropriate the sum of $500 for the extension of water mains on Sterling ave- nue, a distance of about 200 feet, or to see what action the town will take in the matter, agreeable to the petition of Henry E. Goodwin and others.


ART. 21. To see if the town will vote to appropriate the sum of $500 for the extension of water mains on Granite road to School street, or to see what action the town will take in the matter, agreeable to the petition of J. Arthur Raddin and others.


ART. 22. To see if the town will vote to appropriate the sum of $1,000 to complete the water extension on Great Woods road, or to see what action the town will take in the matter, agreeable to the petition of Richard T. Pugh and others.


ART. 23. To see if the town will vote to appropriate the sum of $250 to extend the water main a distance of approximately 125 feet upon Kenwood avenue, or to see what action the town will take in the matter, agreeable to the petition of Courtland C. Woodall and others.


ART. 24. To see if the town will vote to appropriate the sum of $500 for the purpose of extending the water mains on Palmer avenue about 150 feet, or to see what action the town will take in the matter, agreeable to the petition of Nathan F. Small and others.


ART. 25. To see if the town will vote to appropriate $600 for the purpose of extending the water main upon Seagirt avenue a distance of approximately 250 feet, or to see what action the town will take in the matter, agreeable to the petition of Charles C. DeFronzo and others.


ART. 26. To see if the town will vote to appropriate the sum of $950 for extending the water main upon Church street, from Central street easterly to Orcutt avenue, a distance of 360 feet, or to see what action the town will take in the matter, agreeable to the petition of Leslie E. Parsons and others.

ART. 28. To see if the town will vote to appropriate the sum of $650 for the extension of water mains a distance of 250 feet on Kirtland street, or to see what action the town will take in.the matter, agreeable to the petition of Jesse W. Lambert and others.


ART. 29. To see if the town will vote to extend the water mains through a portion of Elaine avenue, and Bradford street, and Warren avenue, a total distance of 560 feet, and to approp- riate for that purpose the sum of $1,400, or to see what action the town will take in the matter, agreeable to the petition of Edward Harney, Jr., and others.


ART. 30. To see if the town will vote to appropriate the sum of $3,000 for water extension on Broadway, or to see what action the town will take in the matter, agreeable to the petition of Oscar B. Carlson and others.


ART. 31. To see if the town will vote to appropriate the sum of $10,000 for the erection and equipment of a municipal garage building on land owned by the town on Round Hill street, or to see what action the town will take in the matter, agreeable to the petition of the Planning Board.


ART. 32. To see if the town will vote to appoint a com- mittee of five citizens, to consist of at least one Selectman and one member of the Planning Board, the same to be chosen by the Moderator. Said committee shall have full charge of all matters relating to the selecting of a site on land owned by the town on Round Hill street and the construction thereon of a municipal garage building for the storage and repair of motor vehicles and other equipment owned by the town, the selection of an Architect and plans therefor, and the providing of equip- ment for said building, and said committee shall have full authority to bind the town in all contracts and obligations which' they deem necessary and expedient to enter into in connection with said work, to the extent of the money appropriated by the town under the preceding article for such purpose, or to see what action the town will take in the matter, agreeable to the petition of the Planning Board.

ART. 33. To see if the town will vote to appropriate the sum of $1,000 for the purpose of re-shaping Prospect street, in- cluding tar, gravel and pea stone, or to see what action the town will take in the matter, agreeable to the petition of Elmer R. Emmett, and others.


ART: 34. To see if the town will vote to appropriate the sum of $5,000 for the purchase of a three and one-half ton truck for the use of the Public Works Department, or to see what action the town will take in the matter. Board of Select- men.


ART. 35. To see if the town will vote to purchase a snow loader and equipment and to appropriate the sum of $5,500 for this purpose, or to see what action the town will take in the matter. Board of Selectmen.


ART. 36. To see if the town will vote to appropriate the sum of $4,275 for the purchase of three tractor sidewalk snow- plows, said plows to be of the type specified in report submitted to the Board of Selectmen by the Superintendent of Public Works under date of September 27, 1926, or to see what action the town will take in the matter, agreeable to the petition of Vernon W. Evans and others.


ART. 37. To see if the town will vote to appropriate the sum of $1,000 for the purpose of installing a system of drainage on Houston avenue, or to see what action the town will take in the matter, agreeable to the petition of Vernon W. Evans and others.


ART. 38. To see if the town will vote to appropriate the sum of $1,000 for the purpose of removing ledge and grading Jasper street from the intersection of Cross street easterly, or to see what action the town will take in the matter, agreeable to the petition of Otto W. Thomas and others.


ART. 39. ' To see if the town will vote to appropriate the sum of $2,500 for permanent construction on streets in that part of the town known as Lynnhurst, as follows: Sherman street, from Cleveland avenue to the Lynn line ; Garfield avenue, from the Lynn line to Newcomb avenue, and Newcomb avenue, from

the Lynn line to Jefferson avenue, or to see what action the town will take in the matter, agreeable to the petition of Rosanna M. Gautreau and others.


ART. 40. To see if the town will vote to appropriate the sum of $4,000 to re-surface Bristow street from Lincoln avenue to the Salem turnpike, or to see what action the town will take in the matter, agreeable to the petition of Henry R. Robinson and others.


ART. 41. To see if the town will vote to appropriate the sum of $1,000 for uniforms for the regular officers of the Police Department, or to see what action the town will take in the matter, agreeable to the petition of Roland L. Mansfield and others.


ART. 42. To see if the town will vote to appropriate the sum of $500 for the purchase of uniforms for the members of the Fire Department, or to see what action the town will take in the matter, agreeable to the petition of Daniel S. Bannon and others.


ART. 43. To see if the town will vote to instruct the Select- men to increase the pay of the Chief, Captain, and members of the Police Department one dollar per day and appropriate for the purpose the sum of $3,850, or to see what action the town will take in the matter, agreeable to the petition of Roland L. Mansfield and others.


ART. 44. To see if the town will vote to appropriate the sum of $700 for the purchase of an automobile for the use of the Chief of the Fire Department, agreeable to the petition of Charles M. Smith and others.


ART. 45. To see if the town will vote to appropriate a sum not exceeding $2,000 for the purpose of purchasing and in- stalling seats in the assembly hall of the Sweetser School, the same to be expended under the direction of the School Com- mittee, agreeable to the petition of Benjamin Q. Belonga and others.


ART. 46. To see if the town will vote to appropriate the sum of $7,500 for removing the present heating plant and in- stalling a new sectional boiler and necessary equipment in the

Felton School and to provide for plans, specifications, and in- spection by a competent heating engineer, or to see what action the town will take in the matter. School Committee.


ART. 47. To see if the town will vote to appropriate the sum of $2,000 for the finishing and equipment of the unfinished classroom in the Oaklandvale School, or to see what action the town will take in the matter. School Committee.


ART. 48. To see if the town will vote to appropriate the sum of $2,900 for the finishing, heating, and equipment of the unfinished classroom at the North Saugus School, or to see what action the town will take in the matter. School Committee.


ART. 49. To see if the town will vote to appropriate the sum of $500 to be expended under direction of the Board of Selectmen, who shall be authorized to hire counsel in order to determine the validity of tax titles, or to see what action the town will take in the matter. Board of Selectmen.


ART. 50. To see if the town will vote to appropriate a sum not exceeding $1,500 for the equipment, maintenance and improvement, including filling and grading, of public play- grounds, the same to be expended under the direction of the Playground Commission, or to see what action the town will take in the matter, agreeable to the petition of Herbert P. ART. 54. To see if the town will vote to appropriate the sum of $1,700 to purchase one U. S. Cast Statuary Bronze Tablet, 4 feet, 4 inches by 6 feet, 1} inches, containing the names of the men who served in the World War and to erect same in the Honor Roll frame now on the Town Hall grounds, also to paint said Honor Roll, or to see what action the town will take in the matter. Board of Selectmen.


ART. 55. To see if the town will appropriate a sum of money not exceeding $500 for the purpose of replacing the names on the Honor Roll in gold leaf, to repair and refinish supports and to secure a correct list of the names of men entering the service from Saugus, all appropriations to be expended under the direction of the Board of Selectmen or to see what action the town will take in the matter, agreeable to the petition of Benjamin Q. Belonga and others.


ART. 56. To see if the town will vote to appropriate the sum of $125 for the purpose of installing a hydrant at the junction of Sussex and Halstead streets, or to see what action the town will take in the matter, agreeable to the petition of Charles C. DeFronzo and others.


ART. 57. To see if the town will vote to petition the Great and General Court of Massachusetts for a change in government from the present type to the Representative or Limited Town Meeting type, and that a committee of seven citizens to be appointed by the Moderator, be directed to draw up the details of a bill for said Representative or Limited Town Meeting type and petition the Great and General Court for such change, or to see what action the town will take in the matter, agreeable to the petition of Vernon W. Evans and others.


ART. 58. To see if the town will vote by referendum at the next annual election by ballot to petition the Legislature for a City Charter, and a committee be appointed by the Moderator to draft the same, to be returned back to an adjourned town meeting, the committee to consist of the Moderator, Chairman of the Board of Selectmen, Chairman of the Finance Committee, and six citizens, or to see what action the town will take in the matter, agreeable to the petition of John J. Mahoney and others.

ART. 59. To see if the town will vote to appoint a committee, consisting of the Board of Assessors, and six citizens to be appointed by the Moderator, said committee to be directed to make a careful survey of the present assessed valuations throughout the town and to report back to the annual meeting of 1928 their findings and recommendations, or to see what action the town will take in the matter, agreeable to the petition of Vernon W. Evans and others.


ART. 60. To see if the town will vote to authorize and direct the Board of Selectmen to petition the General Court for such legislation as may be necessary to provide that not more than one Selectman may be elected from any one precinct, or to see what action the town will take in the matter, agreeable to the petition of Harry W. Merrill and others.


ART. 61. To see if the town will vote to appoint a com- mittee of five citizens to investigate the need of a new Senior High School building to report at the next Annual Town Meet- ing, or to see what action the town will take in the matter. School Committee.

To see if the town will vote to direct the School Committee to petition the General Court for legislation enabling the town to place janitors and custodians of public school build- ings under civil service, or to see what action the town will take in the matter, agreeable to the petition of Albert C.
