ART. 63. To see if the town will vote to appoint a commit- tee of five for the purpose of investigating an improved and more modern street lighting system and to make a survey of the present system, or to see what action the town will take in the matter, agreeable to the petition of C. ART. 68. To see if the town will vote to appropriate $90 for the purpose of refunding the tax titles on estate of John Wilzenski for the years 1922 and 1924, or to see what action the town will take in the matter. Tax Collector.

To see if the town will vote to authorize the appointment by the Moderator of a committee of five to carry on the sewage investigation started by the Planning Board and to report as to the desirability thereof at the next Annual Meeting, or to see what action the town will take in the matter, agreeable to the petition of George H. To see if the town will vote to appoint a commit- tee of five to be chosen by the Moderator in the following manner : Board of Selectmen, Planning Board, and Water Investigating Board, one each, and two other citizens, for the purpose of investigating the advisability of making a water con- tract with the city of Lynn at lower rates and to consider the advisability of the town of Saugus entering the Metropolitan district system, and to appropriate the sum of $100 to defray expenses of said investigation, or to see what action the town will take in the matter, agreeable to the petition of C. F. Nelson Pratt and others.


ART. 71. To see if the town will vote to accept the zoning plan as recommended by the Planning Board, or in any modified form, or take action in regard thereto, agreeable to the petition of the Planning Board.

ART. 77. To see if the town will vote to authorize the Board of Selectmen to sell the land hereinafter described, being a portion of the Town Farm property so called, said land is bounded as follows : "Beginning at the southwesterly corner of the Town Farm, thence running northerly and bounding on land formerly of W. C. Stevens 1,062.40 feet, more or less ; thence running southeasterly and bounding on land of the Town of Saugus 865.75 feet, more or less; thence running south- westerly and bounding on other land of the Town of Saugus 1,133 feet, more or less; thence running northwesterly and bounding on land of Penny and Stevens 966.93 feet, more or less ; to the point of beginning, containing 25 acres, more or less," or to see what action the town will take in the matter, agreeable to the petition of Arthur C. Quimby and others.


ART. 78. To see if the town will vote to accept as a gift a conveyance from Cliftondale Recreational Park, Inc., of a tract

of land hereinafter described in the City of Revere, for public park and playground purposes, and authorize and direct the Board of Selectmen on behalf of the town to accept a deed thereof. Said premises are bounded and described as follows : "Beginning at the northwesterly corner of the said premises, at a point on the boundary line between the Town of Saugus and the City of Revere where the southerly line of land now or formerly of James F. Miller crosses said boundary line, thence running southwesterly on said land now or formerly of said Miller about one hundred and sixty feet to a corner at land now or formerly of Hatch; thence turning and running easterly on said land now or formerly of said Hatch about one hundred and forty-two and fifty hundredths feet (142.50) to said boundary at other land of said Town of Saugus ; thence turning and running northwesterly on said boundary line one hundred feet, more or less, to the point of beginning. Being all that portion of the land conveyed by George A. Miller to Cliftondale Recreational Park, Inc., by deed dated November 15, 1922, and recorded with Suffolk Deeds, Book 4431, page 313, as lies within said City of Revere," or to see what action the town will take in the matter, agreeable to the petition of Herbert P. Mason and others.


ART. 79. To see if the town will vote to instruct the Board of Selectmen to allocate a definite number of incandescent street lights, or to see what action the town will take in the matter. Board of Selectmen.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus qualified to yote in town affairs to meet at the Town Hall, Monday evening, March 21, 1927, at 8 o'clock, to hear and act on the following articles :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of committees.


ART. 3. To see if the town will vote to authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the revenue of the current financial year.

ARTICLE I. To choose a Moderator to preside at said meeting.


Chose Frank P. Bennett, Jr., for Moderator, who, after being duly qualified by the Town Clerk, took charge of the meeting.


After the salute to the flag, the Moderator, acting under Article 2, Section 10 of the By-Laws, requested all persons not legal voters of the Town of Saugus to retire from the Hall during the transaction of town business, but that a space in the gallery be reserved for school children and some others.


The Moderator paid a tribute to the memory of the late Henry A. Parker, Town Clerk and Tax Collector, after having asked permission of the meeting and it was voted : That the Moderator appoint a committee of three (3) to draw up a Memorial vote and report back to the next adjourned Town Meeting. The Moderator appointed William E. Ludden, Mrs. Susan A. Smith and Arthur D. Hitchings to serve as that committee.


Voted, That a committee of three (3) consisting of the Town Accountant, the Town Clerk and the Town Treasurer serve as appraisers of Town Property.


ART. 2. Reports of Committees.


The Committee on Water and the Committee on the Town Farm were granted further time to present their reports.


The Moderator announced his appointment of Terrance J. McTague to fill the unexpired term of Harry Woodward on the Finance Committee, said term expiring December, 1929. .


Voted, To take up Article 5.


ART. 5. Maintenance of Tuberculosis Hospital.


Voted, That the sum of $2,467.97 be and the same is hereby appropriated for the portion of the net expense incurred and appropriated by the County Commissioners upon the inhabitants of the Town of Saugus for the care, maintenance and repairs of the hospital for the care of persons suffering from tuberculosis for the year 1926.


ART. 3. Town Charges.


Voted, That Article 3 pertaining to Town Charges be voted upon in its entirety, after opportunity has been given any citizen for debate or to amend any specific item or items of same said

article to be read by the Moderator at which time persons desir- ing to debate or amend any specific item, will signify such desire by saying "pass" and at the conclusion of this reading items shall be taken up in order in which they have been "passed" and a separate vote taken on each. Passage of this vote will not preclude any citizen from amending any item in article three until final vote has been taken on same.


General Government


Voted, That the sum of $50.00 for the salary of the Moder- ator for 1927 be indefinitely postponed, upon request of the Moderator.


Voted, That the sum of $2,083.34 be and the same is hereby appropriated for the expenses of the Selectmen's Department, including $1,033.34 for salaries of the Selectmen up to and including December 31, 1927.


Voted, That the sum of $2,245.98 be and the same is hereby appropriated for the expenses of the Treasurer's Department, including $750.00 for salary of the Treasurer.


Voted, That the sum of $3,521.62 be and the same is hereby appropriated for the expenses of the Tax Collector's Depart- ment including $1,200 for salary of the Collector.


Voted, That the sum of $6,729.50 be and the same is hereby appropriated for the expenses of the Assessors' Department, in- cluding $900 for the salaries of the Assessors.


Voted, That the sum of $830 be and the same is hereby appro- priated for the expenses of the Town Clerk's Department, including $500 for salary of the Town Clerk and $330 for ex- penses, and fees received from all sources to be paid to the town.


Voted, That the sum of $1,507 be and the same is hereby appropriated for the expenses of Election and Registration.


Voted, That the sum of $5,373 be and the same is hereby appropriated for the expenses of the Public Works Department.


Protection of Persons and Property


Voted, that the sum of $23,952.30 be and the same is hereby appropriated for the expenses of the Police Department.

Voted, That the sum of $750 be and the same is hereby appropriated for expenses of the Department of Sealer of Weights and Measures.


Voted, That the sum of $4,572.50 be and the same is hereby appropriated for the Gypsy Moth Department.


Voted, That when this meeting adjourns it meet again Mon- day, March 21st, at 8 P. M., and thereafter on March 24th, 28th and 31st, unless the business to be transacted be completed before latter date.


Voted, That the sum of $700 be and the same is hereby ap- propriated for the Tree Warden's Department, including $200 for the planting of new trees.


The Moderator here gave notice of an invitation of the Board of Trade inviting the Selectmen to their next meeting on March 22, at 8 P. M.


Health and Sanitation


Voted, That the sum of $2,700 be and the same is hereby appropriated for the expenses of the Health Department, includ- ing $725 for salaries of the Board of Health.


Voted, That the sum of $6,700 be and the same is hereby ap- propriated for the Collection of Ashes and Garbage.


Highways, Fences and Bridges


The appropriation for Highways, Fences and Bridges was laid on the table after some discussion, with two (2) motions pending.


The appropriation for Highways, Permanent Construction was also laid on the table after discussion.


Voted, That the sum of $5,000 be and the same is hereby ap- propriated for Sidewalks and Curbing.


Voted, That the sum of $11,150 be and the same is hereby appropriated for Street Lighting, and that not more than twenty additional street lights shall be contracted for by the Selectmen during 1927.

Charities


Voted, That the sum of $18,000 be and the same is hereby appropriated for the expenses of the Overseers of the Poor De- partment including $550 for the salaries of the Overseers.


The appropriation for the Saugus Home was laid on the table.


Education and Libraries


The appropriation for Schools was laid on the table.


Voted, That the sum of $7,000 be and the same is hereby ap- propriated for Schoolhouse Repairs.


Recreation and Unclassified


Voted, That the sum of $350 be and the same is hereby ap- propriated for expenses of Memorial Day, the same to be expended under the direction of Post 95, G.A.R.


Voted, That the sum of $1,250 be and the same is hereby ap- propriated for printing and distributing Town Reports.


The Moderator appointed William R. Combie, Raymond Love, Mrs. Stillings, Washington L. Bryer and Timothy J. Bannon as tellers.


Enterprises and Cemeteries


The appropriation for Water Purchase was laid on the table. Yeas, 120. Nays, 114.


Voted, That the sum of $19,000 be and the same is hereby appropriated for Water Maintenance, including $300 for the collection of water bills.


Voted, That the sum of $5,250 be and the same is hereby ap- propriated for the expenses of the Cemetery Department.


Voted, To take up Article 6.


ART. 6. Unpaid Bills. Voted that the sum of $6,000 be and the same hereby is appropriated for the payment of unpaid bills for the year 1926 and prior years, and that this entire amount shall be transferred from the surplus.

Voted, That the sum of $27,000 be and the same is hereby appropriated for permanent construction of highways, $8,000 to be spent on Walnut and Water streets, provided the state and county each contribute an equal amount to be spent on said streets, and $19,000 to be spent on Lincoln avenue, Washington square, Chestnut street and Winter street.
