ANNUAL TOWN MEETING, MARCH 15, 1897.
TOWN WARRANT.
ESSEX SS.
To either of the Constables of the Town of Swampscott, in said County, Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott qualified to vote in elections, and in Town affairs, to meet at the Town Hall in said Swampscott, on Monday, the fifteenth day of March, current, at six o'clock in the forenoon, then and there to act on the following Articles, viz. :
ARTICLE 1. To choose a Moderator to preside in said meeting.
ART. 2. To choose a Town Clerk for one (1) year. To choose a Board of Selectmen for the year ensuing.
To choose one member of the Board of Assessors for three (3) years.
To choose a Town Treasurer for one (1) year. To choose a Collector of Taxes for the year ensuing.
To choose one member of the School Committee for three (3) years.
To choose one member of the Board of Trustees of the Public Library for three (3) years.

To choose one Overseer of the Poor for three (3) years.
To choose one member of the Board of Health for three (3) years.

All to be chosen on one ballot.
ART. 3. To vote by ballot " Yes " or " No" upon the ques- tion : Shall Licenses be granted for the sale of Intoxicating Liquors in this Town?
ART. 4. To hear and act upon the reports of the Auditing Committee, the Board of Selectmen, the School Committee, the Board of Trustees of the Public Library, the Engineers of the Fire Department, the Superintendent of the Cemetery, the Board of Health, the Chief of Police, the Milk Inspector, the Committee on Street Lights, the Committee on Future Water Supply, the Committee on Assessors' Plans, the Committee on King Street, the Committee on Cemetery Improvement, the Surveyor of Highways, the Inspector of Cattle, Provisions, etc., the Com- mittee on Pine Street Tunnel, the Committee on Sewerage, the Committee to confer with the Street Railway Co. and the Park Commissioners.
ART. 5. To raise such sums of money as may be necessary to defray Town charges for the ensuing year, and make appropri- ations therefor.
ART. 6. To see if the Town will accept the list of names for Jurors as prepared and posted by the Selectmen.
ART. 7. To see what amount of bonds will be required of the Town Treasurer for the current year.

ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Board of Selectmen, to borrow money in anticipation of Taxes.
ART. 9. To see what amount of bonds will be required of the Collector of Taxes for the year ensuing.
ART. 10. To see what action the Town will take in regard to the regulation of salaries of Town officials for the ensuing year.
ART. 11. To see what action the Town will take in regard to the collection of taxes, and what rate of discount, if any, will be allowed for prompt payment on or before a certain date.
ART. 12. To see if the Town will appropriate the sum of one hundred ($100) dollars, to be placed in the hands of James L. Bates' Post 118, G. A. R., towards defraying the expenses of Memorial Day.
ART. 13. To see if the Town will direct the removal of the ledge from Redington Street, between Rockland and King Streets, and adjust the grade to facilitate travel over the hill, and appro- priate money therefor agreeable to the petition of George A. Jackson and others.
ART. 14. To see if the Town will appropriate the sum of two hundred and fifty ($250) dollars in connection with the regu- lar appropriation for the Fire Department, for the purpose of maintaining a Hose Company at Mountain Park, and also to com- plete the hose house built by the Town in that section, agreeable to the petition of Silas B. Carr and others.
ART. 15. To see what action the Town will take towards numbering the streets of the Town, on a basis of twenty-five feet frontage, and appropriate money for the same, agreeable to the petition of Fredd O. Thompson and others.
ART. 16. To see if the Town will appropriate the sum of three thousand ($3,000) dollars to purchase the piece of land on the corner of Burrill Street and Claremont Terrace, adjoining the Town Hall lot, agreeable to the petition of Samuel L. Cros- man and others.

ART. 17. To see if the Town will accept and adopt Chapter 186, Section 1, Acts of March 27, 1895, agreeable to the petition of W. A. Stubbs and others.
ART. 18. To see if the Town will request the Board of Park Commissioners to take no further action towards the building of a park in Swampscott until our next Annual Town Meeting in March, 1898, agreeable to the petition of Thomas E. Stone and others.
ART. 19. To see if the Town will vote to appropriate a sum of money, not to exceed twenty-five dollars, ($25) to be expended under the direction of the Selectmen, for the purpose of ringing the Town Hall bell and raising the National flag on the staff on each and every Town Meeting day, 4th of July, Washington's Birthday, and at such other times as the board may deem proper, agreeable to the petition of Everett Boynton and others.
ART. 20. To see if the Town will vote to appropriate a sum of money sufficient for the payment of the completed work of the survey of the Town, with maps for the use of the Board of Assessors, agreeable to the petition of the Committee on Survey and Maps.
ART. 21. To see if the Town will appropriate the sum of fifty dollars, ($50) to clear off the rubbish that may collect on Wales Beach, from June 1 to October 1, 1897, agreeable to the petition of William R. Blaney and others.
ART. 22. To see if the Town will appropriate a sum of money to place a fire alarm box at the junction of Glen Road and Humphrey Street, agreeable to the petition of John Gannon and others.
ART. 23. To see if the Town will construct a stone cross- ing across Phillips Street, at the junction of Humphrey Street, and appropriate money for the same, agreeable to the petition of Frank E. Ingalls and others.
ART. 24. To see if the Town will construct a stone crossing on Redington Street, at the corner of Blaney Street, and appro- priate money for the same, agreeable to the petition of A. L. Pierce and others.

ART. 25. To see if the Town will erect an electric arc light at the corner of Greenwood Street and King Street extension, and appropriate money for the same, agreeable to the petition of W. A. Delory and others.
ART. 26. To see if the Town will locate two (2) incandes- cent electric lights on Atlantic Avenue, one near house known as Marina on the Phillips estate, and one near the road going to the beach on the Palmer estate, and appropriate money for the same. Also, to see if the Town will establish proper bounds for street grade on Atlantic Avenue agreeable to the petition of David K. Phillips and others.
ART. 27. To see if the Town will erect an electric arc light . near the residence of Charles Knowles, and appropriate money for the same, agreeable to the petition of James E. Phillips and others.
ART. 28. To see if the Town will erect an electric arc light near the corner of Walker and Grant Roads, and appropriate money for the same, agreeable to the petition of John S. Hurley and others.
ART. 29. To see if the Town will construct a fire escape on the Phillips School building, and appropriate money for the same, agreeable to the petition of Benjamin F. Rich and others.
ART. 30. To see if the Committee on Salaries will take into consideration the amount of work done by the Inspector of Pro- visions and Animals the past year, and make a suitable appro- priation for the present year, agreeable to the petition of James E. Phillips and others.
ART. 31. To see whether the Town will vote to instruct the Board of Selectmen to petition the State Legislature in aid of the petitions and special report of the Massachusetts Highway Commission now pending before the Committee on Roads and Bridges, that a State highway be constructed between Boston and Newburyport over the North Shore route, so called, as described in said report, with such modifications of said plan as may be deemed advisable.

ART. 32. To see if the Town will construct two street crossings, one on Burrill Street opposite the store of J. L. Caverly, and one on Railroad Avenue, opposite the same estate, agreeable to the petition of the Selectmen.
The polls to be closed at 5.30 P. M.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depot, Post Office and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.

Pursuant to the within Warrant to me directed, I have notified the inhabitants of the Town of Swampscott, qualified as herein expressed, to meet at the time and place and for the pur- poses herein mentioned, by posting up attested copies of said Warrant at the Town Hall, Depot, Post Office and nine other public and conspicuous places in said Swampscott, on Saturday, March 6, 1897, the posting of said notices being seven days be- fore the time of said meeting.

ANNUAL MEETING, MARCH 15, 1897.
In accordance with the foregoing Warrant the inhabitants of the Town of Swampscott, qualified to vote in elections, met in the Town Hall on Monday, March 15, 1897, and were called to order at 6 o'clock A. M., by the Town Clerk, who read the War- rant, calling said meeting and the return thereon of the officer who served it upon the inhabitants.
ART. 1. To choose a Moderator.
The polls were declared open for the reception of votes for Moderator.
Voted. To close the polls for choice of Moderator at 6.40 A. M.
There were three hundred and ten ballots cast for Moderator as follows :
John R. Merritt, 171, elected ; Fred C. Marsh, 139.
John R. Merritt was immediately qualified for the duties of Moderator by the Town Clerk.
The ballot box was shown to be empty, the register denoting 000; the Moderator then declared the polls open for balloting for Town Officers; the keys to the ballot box were delivered to Samuel T. Harris, the Constable in charge.
The Town Clerk had prepared ballots as follows :
General ballots, 1350 ; special ballots, 75; specimen ballots, 25.
The package containing the ballots was delivered to the Ballot Clerks, Benjamin F. Rich, (Rep.) Inspector; Andrew Olsen, (Dem.), Inspector; who had been appointed by the Selectmen, and qualified for their duties by the Town Clerk; they receipted therefor.
Cards of Instruction and penalties, also specimen ballots were posted inside and outside the polling place as required by the laws of the Commonwealth.
The Selectmen appointed Sidney M. Shattuck, Willard M. Hatch, H. Byron Martin, Frank D. Thurston, Oscar F. Morris, Edmund Russell, Frank V. Porter and Stephen P. Hurd to serve

as tellers ; Stephen P. Hurd did not appear and the Moderator appointed George W. Corson to serve in his place.
The tellers were all qualified for their duties by the Town Clerk.
The ballot box was opened several times by the Moderator for the purpose of counting the votes. At the close of the polls the register of the ballot box stood at 715; there were seven hundred and eight (708) general ballots, and three (3) special bal- lots cast. The number Of checks on the voting lists agreed with the number of ballots cast.
The polls were closed at 5.30 P. M.
Voted. That we adjourn to to-morrow evening at 7.30 o'clock.
The result of the balloting for Town Officers was announced at 6.15 P. M. as follows :
For Selectmen - Clarence B. Delano, 284; Wilmot R. Hast- ings, 320, elected; George A. Heath, 290; George A. R. Horton 301; George T. Melzard, 326, elected ; James H. Moulton, 384, elected; David W. Nisbett, 129; blanks, 87; scattering, 3.
For Town Clerk -George T. Till, 612, elected ; blanks, 95; scattering, 1.
For Treasurer - Benjamin O. Honors, 589, elected ; blanks, 119.
For Collector of Taxes - Michael P. Carroll, 606, elected ; blanks, 102.
For School Committee for three years - Frank E. Ingalls, 560, elected ; blanks, 149; scattering, 2.
For Overseer of Poor for three years - Michael P. Carroll, 564, elected ; blanks, 144.
