ANNUAL TOWN MEETING, MARCH 21, 1898.
TOWN WARRANT.
ESSEX, SS.
To either of the Constables of the Town of Swampscott in said County,
Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott qualified to vote in elections, and in Town affairs, to meet at the Town Hall in said Swampscott, on Monday, the Twenty-first day of March, current, at six o'clock in the forenoon, then and there to act on the following Articles, viz. :
ARTICLE 1. To choose a Moderator to preside in said meeting.
ART. 2. To choose a Town Clerk for one (1) year. To choose a Board of Selectmen for the year ensuing.
To choose one member of the Board of Assessors for three (3) years. To choose a Town Treasurer for one (1) year. To choose a Collector of Taxes for the year ensuing.

To choose one member of the School Committee for three (3) years.
To choose one member of the Board of Trustees of the Public Library for three (3) years.
To choose a Board of Auditors for the year ensuing.
To choose one Overseer of the Poor for three (3) years.

To choose a Surveyor of Highways for the year ensuing.
To choose three Constables for the year ensuing. To choose a Park Commissioner for three (3) years.
All to be chosen on one ballot.
ART. 3. To vote by ballot " Yes " or " No " upon the ques- tion : Shall Licenses be granted for the sale of Intoxicating Liquors in this Town ?
ART. 4. To hear and act upon the reports of the Auditing Committee, the Board of Selectmen, the School Committee, the Board of Trustees of the Public Library, the Engineers of the Fire Department, the Superintendent of the Cemetery, the Board of Health, the Chief of Police, the Milk Inspector, the Committee on Street Lights, the Committee on Future Water Supply, the Committee on Assessors' Plans, the Committee on Cemetery Im- provement, the Surveyor of Highways, the Inspector of Cattle, Provisions &c., the Committee on Sewerage, and the Park Com- missioners.
ART. 5. To raise such sums of money as may be necessary to defray Town charges for the ensuing year and make appropri- ations therefor.
ART. 6. To see if the Town . will accept the list of names for Jurors as prepared and posted by the Selectmen.

ART. 7. To see what amount of bonds will be required of the Town Treasurer for the current year.
ART. 8. To see if the Town will authorize the Treasurer, with the approval of the Board of Selectmen, to borrow money in anticipation of taxes.
ART. 9. To see what amount of bonds will be required of the Collector of Taxes for the year ensuing.
ART. 10. To see what action the Town will take in regard to the collection of taxes, and what rate of discount, if any, will be allowed for prompt payment on or before a certain date.
ART. 11. To see if the Town will appropriate the sum of one hundred and twenty-five ($125) dollars to be placed in the hands of James L. Bates Post 118, G. A. R, towards defraying the expenses of Memorial Day.
ART. 12. To hear and act upon the report of the Commit- tee on Future Water Supply. To see if the Town will purchase all the property, privileges and franchise of the Marblehead Water Company, and pay therefor the sum of ninety-four thou- sand ($94,000.00) dollars, according to the proposal of said Company to sell to said Town, and to act upon any other matter requsite to enable the Town to acquire said property. To see if the Town will appropriate ninety-four thousand ($94,000.00) dollars to pay for the property of the Marblehead Water Com- pany, and if so, to authorize the Town Treasurer to borrow said sum on the bonds of the Town, to fix the time of payment of such bonds; and to act upon any and all other matters necessary to enable the Town to borrow said sum. 'To see if the Town will establish a Water Board, and if so to elect persons to constitute the same.
ART. 13. To see if the Town will authorize the laying of an 8 inch water pipe on Humphrey Street, connecting with pipes at Phillips Corner, so called, and at Salem Street and the placing of three hydrants thereon at such points as may be deemed expedi- ent and appropriate money therefor as petitioned for.

ART. 14. To see if the Town will appropriate a sufficient sum of money to place a fire alarm striker on the Hose House at Mountain Park and appropriate money for the same as petitioned for.
ART. 15. To see if the Town will vote not to publish the names of those who are assisted through Poor, Soldiers' and Sailors' Aid, State and Military Aid Departments, as petitioned for.
ART. 16. To see what action the Town will take toward placing a Fire Alarm Box at the junction of Stetson and Frank- lin Avenues and appropriate $150 for the same, as petitioned for.
ART. 17. To see what action the Town will take in relation to building a sidewalk on Essex Street, opposite the Cemetery, from the corner of Belmont Avenue and Essex Street to the es- tate of Martin Nies, and make appropriation for the same as peti- tioned for.
ART. 18. To see what action the Town will take in regard to the collection of ashes and rubbish during the ensuing year and appropriate money for the same as petitioned for.
ART. 19. To see if the Town will vote to place an arc light at the corner of King and Greenwood Streets, opposite the Phil- lips School Building, as petitioned for.
ART. 20. To see what action the Town will take in regard to our electric lights burning until daylight and appropriate money for the same as petitioned for.
ART. 21. To see if the Town will vote to build the follow- ing Street Crossings and appropriate money for the same as peti- tioned for, viz .: across Columbia Street at Maple Avenue ; across Claremont Terrace at Burrill Street; across Rock Avenue at Burrill Street; across Danvers Street at Essex Street ; across Burrill Street near estate of Geo. Pecker; across Humphrey Street at Cliffside Avenue.
ART. 22. To see if the the Town will vote to accept Pleas- ant Street as laid out by the Selectmen and appropriate money to build the same as petitioned for.

ART. 27. To see if the Town will appropriate money to im- prove the lot of land recently purchased adjacent to Town Hall.
ART. 28. To see what action the Town will take in regard to laying a drain pipe from the brook on Columbia Street to Bur- rill, thence to Essex, thence to the culvert beyond the property of E. R. Golder, and appropriate money for same, as petitioned for.
ART. 29. To see if the Town will vote to purchase a Chem- ical Fire Engine, to be stationed at Phillips Beach, and appro- priate money for the same.
ART. 30. To see if the Town will furnish a safe for the Collector of Taxes and appropriate money for the same.
ART. 31. To decide what sum of money shall be appropri- ated for the administration and improvement of the Beach Reser- vations.

RETURN ON THE WARRANT.
Pursuant to the within Warrant to me directed, I have no- tified the inhabitants of the Town of Swampscott, qualified, as herein expressed, to meet at the time and place and for the pur- pose herein mentioned, by posting up attested copies of said Warrant, at the Town Hall, Depots, Post Office, and ten other public and conspicuous places in said Swampscott, on Wednes- day, the ninth day of March, 1898.

ANNUAL MEETING, MARCH 21, 1898.
In accordance with the foregoing Warrant, the inhabitants of the Town of Swampscott qualified to vote in elections, met in the Town Hall on Monday, March 21, 1898, and were called to order at 6 o'clock A. M., by the Town Clerk, who read the War- rant, calling said meeting, and the return thereon of the officer who served it upon the inhabitants.
ART. 1. To choose a Moderator.
The polls were declared open for the reception of votes for Moderator.
Voted. To close the polls for choice of Moderator at 6.55 A. M.
There were four hundred and ninety-four ballots cast for Moderator as follows :
John R. Merritt, 253, elected ; Fred C. Marsh, 241.
John R. Merritt, was immediately qualified for the duties of Moderator by the Town Clerk.
The ballot box was shown to be empty, the register denoting 000; the keys to the ballot box were delivered to the Constable in charge, and the polls were declared open for balloting for Town Officers at 7.10 A. M.
The Town Clerk had prepared ballots as follows :
General ballots, 1425; special ballots, 75; specimen ballots, 50.
The package containing the ballots was delivered to the Bal- lot Clerks, Benjamin F. Rich, (Rep.) Inspector; and James T. Lyons, (Dem.) Inspector; who had been appointed by the Selectmen, and were qualified by the Town Clerk, and who receipted therefor.
Cards of Instruction and penalties, also specimen ballots were posted inside and outside the polling place, as required by the laws of the Commonwealth.
The Selectmen appointed George W. Harris, Charles T. Jackson, John G. Stanley, Oscar F. Morris, Abraham G. Stone, Edward H. Thomas, Frank V. Porter, and Andrew Olsen to serve as tellers, and all were qualified for their duties by the Town Clerk.

The ballot box was opened several times by the Moderator for the purpose of counting the votes. At the close of the polls the register of the ballot box denoted 823; there were eight hun- dred and twenty-three (823) general ballots, and four (4) special ballots cast. Both check lists showed the number of eight hun- dred and twenty-three (823), agreeing with the number of ballots cast.
By vote of the meeting, the polls were kept open until sun- set, 5.58 P. M.
Voted. That when we adjourn, it be to to-morrow evening, at 7.30 o'clock.
At 8.05 p. M. the following result of the balloting for Town Officers was declared.
For Selectmen-Wilmot R. Hastings, 468, elected ; George T. Melzard, 468, elected ; James H. Moulton, 403, elected ; James A. Willey, 369; Clarence B. Delano, 348; George A. Heath, 320; scattering, 1; blanks, 92.
For Town Clerk-Milton D. Porter, 350, elected ; Sydney M. Shattuck, 274; Enoch S. Eastman, 57; George Raymond Hussey, 57 ; Daniel F. Knowlton, 32; blanks, 53.
For Treasurer-Benjamin O. Honors, 659, elected ; blanks, 164.
For Collector of Taxes-Michael P. Carroll, 675, elected ; blanks, 148.
For School Committee for three years-Edwin M. Bailey, 568, elected ; Blanks, 258; scattering, 1.
For Overseer of Poor for three years, Joseph F. Crowell, 449, elected; John A. Rodgers, 272; blanks, 102.
