TOWN WARRANT


Essex, ss.


To either of the Constables of the Town of Swampscott in said County,


GREETING :


In the name of the Commonwealth of Massachusetts you are directed to notify the inhabitants of the Town of Swampscott, quali- fled to vote in Elections and in Town affairs. to assemble in the Town Hall in said Swampscott, on Monday, the seventeenth day of February, at 6 A. M., then and there to act on the following articles, viz .:


Article 1. To choose a Moderator for one (1) year. To choose a Town Clerk for one (1) year.


To choose three members of the Board of Selectmen for one (1) year.


To choose one member of the Board of Assessors for three (3) years.


To choose a Town Treasurer for one (1) year.


To choose one member of the Board of Trustees of the Public Library for three (3) years.


To choose one member of the School Committee for three (3) years.


To choose one member of the Overseers of the Poor for three (3) years.


To choose one member of the Board of Health for three (3) years.


To choose three Constables for one (1) year.


To choose one Park Commissioner for three (3) years. To choose one member of the Water and Sewerage Board for three (3) years.


To choose one Tree Warden for one (1) year.


To choose three members of the Board of Commis- sioners of Trust Funds, one for the term of one year, one for the term of two years, and one for the term of three years, in accordance with the provisions of of Chapter 282 of the Acts of 1915, as petitioned for by Forrest E. Beal and others.


All to be chosen on one ballot.


Article 2. To vote by ballot "Yes" or "No" upon the question: "Shall licenses be granted for the sale of intoxicating liquors in this town"?""


Article 3. To see if the town will vote to accept Section 73 of Part 2 of Chapter 344 of the Acts of 1917, an Act to establish a building line in the town.


Article 4. To see if the town will vote to accept Chapter 186 of the Acts of 1907, entitled "An act to authorize the payment of pen- sions to widows or children of members of Police and Fire Depart- ments in towns," as petitioned for by George W. Baldwin and others.

To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1919, and to issue a note or notes therefor, payable within one year, the debt or debts incurred thereby to be paid from the revenue of said financial year.


Article 13. To see what action the town will take in relation to the recommendations in the report of the School Committee, as contained in the Annual Report, dated December 31, 1918, on pages 74, 75, 79, 84, 85, 86.


Article 14. To see what action the town will take in relation to the recommendations in the report of the Water and Sewerage Board, as contained in the Annual Report. dated December 31, 1918, on pages 103 and 106.

Article 29. To see if the town will vote to appropriate the sum of four thousand dollars to be used in celebrating and welcoming the return of soldiers and sailors from the Great War, as recommended by the Victory Committee.


Article 30. To see if the town will vote to authorize the Board of Selectmen to confer with the Massachusetts Highway Commission and the County Commissioners of Essex County, to devise some plan for the elimination of the "S" curve, so-called, at the junction of the State road and Burrill and New Ocean streets, as recommended by the Board of Selectmen.


Article 31. To see if the town will vote to extend the sewer on Bertha street for the distance of 150 feet and to appropriate money for the same, as petitioned for by Charles H. Thomas and others.

Article 33. To see if the town will vote to continue the eastern intercepting sewer a distance of 2,000 feet, as petitioned for by Walter W. Johnson and others, and appropriate money for the same.


Article 34. To see if the town will vote to lay a 6-inch water main in Orchard road for the distance of 450 feet and appropriate money for the same, as petitioned for by Lowell E. Sprague and others.


Article 35. To see if the town will vote to lay a 6-inch water main in Palmer avenue for the distance of 750 feet and appropriate money for the same, as petitioned for by Lowell E. Sprague and others.


Article 36. To see if the town will authorize the Water and Sewer- age Board to lease the property on New Ocean street, known as the Pumping Station, for a term of five (5) years, as recommended by the Water and Sewerage Board.


Article 37. To see if the town will vote to accept Bristol avenue, so-called, as laid out by the Board of Selectmen, shown on a plan drawn by W. W. Pratt, Town Engineer, dated May, 1918, reported to the town at this meeting, as soon as waivers are signed, and ap- propriate money for the same.


Article 38. To see if the town will vote to accept Banks terrace, so-called, as laid out by the Board of Selectmen, shown on a plan drawn by W. W. Pratt, Town Engineer, dated May, 1918, reported to the town at this meeting, as soon as waivers are signed, and appro- priate money for the same.


Article 39. To see if the town will vote to grade and resurface Greenwood avenue from Redington strect to King street, as recom- mended by the Surveyor of Highways, and appropriate money for the same.


Article 10. To see if the town will vote to remove ledge and resur- face Belmont avenue from Minerva street, as recommended by the Surveyor of Highways, and appropriate money for the same.


Article 41. To see if the town will vote to replace broken corner curb stones on Humphrey street, and appropriate money for the same, as recommended by the Surveyor of Highways.


Article 42. To see if the town will vote to construct a drain from Thomas road to the park land, a distance of 350 feet, and appropriate money for the same, as recommended by the Surveyor of Highways.
