Selectmen's Report
To the Citizens of the Town of Swampscott:
The Board of Selectmen submits herewith its annual report for the year 1951.
CENTENNIAL YEAR
In preparing our report to be included in the One-Hundredth Annual Town Report we are pleased, as your Board of Selectmen, to call attention formally to the approaching Centennial of the town's incorporation which will be observed during May and June of 1952.
Swampscott in common with all the world has changed greatly in the past century. However, we feel that as a community it still retains that distinctive "New England Town" atmosphere that marks those communities that have functioned in the finest traditions associated with the American way of life.
It is our hope that all of our citizens will participate actively in the various functions connected with the Centennial observance. The Centennial Committee has worked for three years preparing a pro- gram of events that we believe will be a fitting memorial to our first century as a town.
WASHINGTON SQUARE
The straightening of the S-curve by the Commonwealth was com- pleted in the spring and on July 4, 1951 the square formed by the intersection of Burrill Street, New Ocean Street and Paradise Road was officially named Washington Square at a dedicatory ceremony. This name for the square was suggested to the Board of Selectmen by Mr. Robert B. Hegarty.

OLD TOWN HALL
Under Article 14 of the Annual Town Meeting of 1951 the Board of Selectmen was authorized to spend $11,325.00 for the renovation of the Old Town Hall. During the year work has been let out for bid and completed :
It was found necessary to condemn the tower because of struc- tural weakness. The bell was sold at public sale for a total of $225.00. Except for the annex on the side, the Old Town Hall now looks as it did when it was built in 1861. The tower clock had been added by gift of interested citizens in 1885. At the time the tower was taken down and at the request of many citizens, a committee was appointed by the Board to consider the matter of relocating the fire whistle which had stood on the tower since 1908.
Until action upon the report of this committee as to a relocation site, the whistle has been temporarily placed on the roof of the Old Town Hall.
We have also voted that beginning January 1, 1952, the Old Town Hall would no longer be available for commercial purposes. This eliminates auctions, dancing school and other business enterprises and leaves the hall for philanthropic, civil and municipal affairs. The building will, of course, continue to house the Veterans of Foreign Wars.
CIVIL DEFENSE
On November 19, 1951, Mr. Harold S. Walker our first Director of Civil Defense appointed under Chapter 639 of the Statutes of 1950, resigned to accept employment with the Federal government .. Mr. Walker held the position of Civil Defense Director a year and a month. We are indebted to him for setting up a strong civil defense organization. Tangible evidence of his initial work includes our very active auxiliary fire and police departments.
On November 1, 1951, the Selectmen voted to make the Civil Defense Director's position part time, and on the recommendation of Mr. Walker appointed Mr. Robert O'Neill the new director.
PEDESTRIAN LIGHTS
During the year, pedestrian lights were placed on Humphrey Street near the Kings Beach Garage, to be in operation from about May to October. Traffic lights were installed by the Commonwealth at the intersection formed by the elimination of the S-curve.
During the year we have observed that the various departments of the town are not in accord as to what constitute paid holidays for town employees. For example, several departments take days which are normally only holidays in Suffolk County. To overcome this con- fusion we have placed in the warrant for the Annual Town Meeting a request that the Town Meeting designate what days shall be holi- days for all town employees.
