Adjourned Annual Town Meeting Tuesday, March 27, 1951
In accordance with the adjournment of Monday, March 19, 1951, the Town Meeting Members were called to order at 7:50 P.M., the necessary quorum being present (144).
Loring P. Wilkins, Minister of the First United Church, offered an Invocation.
The warrant with the return thereon was read by Malcolm F. MacLean, Jr., Town Clerk.

Voted: That the reading of the records of the last meeting be omitted.
Voted: Article 2: That action on this article be indefinitely postponed.
Voted: Article 3. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the report of the Committee appointed to plan for the town's observance of the 100th Anniversary of its incorporation be accepted; that the Committee be continued, and that the sum of $500.00 be appropriated therefor.
Voted: That Articles 4 and 5 be considered together.
Voted: Articles 4 and 5. To accept the report of the Finance Committee and adopt their recommendations as follows:
That the town make permanent the current $2.00 a week cost- of-living bonus granted to full-time employees at the previous Town Meeting; and that the town appropriate a sum of money for the purpose of granting to each full-time employee of the various depart- ments, except teachers and officials in the School Department, a

salary increase of 10 per cent effective April 1, 1951, said increase to be computed on the total of the base pay plus the cost-of-living bonus. The appropriatons necessary to provide this compensation are recommended in the budgets of the various departments under Article 7.

That the town authorize the Board of Public Welfare to appoint one of its own members as agent and investigating officer and fix the salary of such appointee at $572.00 as provided by Sec. 4A of Chap. 41 of the General Laws, effective April 1, 1951. The salary from January 1, 1951 to April 1, 1951 remains at the 1950 rate. The appropriation necessary for the purpose of this Article has been recommended in the Budget under Article 7.
Voted: Article 10. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town authorize the Bureau of Old Age Assistance to appoint one of its own members as Agent and investigating officer and fix the salary of such appointee at $2,932.27 as provided by Sec. 4A Chap. 41, G. L., effective April 1, 1951. The salary from January 1, 1951 to April 1, 1951 remains at the 1950 rate. The ap- propriation necessary for the purpose of this article has been recommended in the Budget under Article 7.

Voted: Article 11. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town authorize the Board of Assessors, the Board of Park Commissioners and the Planning Board each to appoint a member of such boards to act as secretary thereof and that the salary of such incumbents be fixed at $50.00 each per year, as pro- vided by Sec. 4A, Chap. 41, G.L. The appropriations necessary to pay these salaries have been provided for under Article 7.
Voted: Article 12. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town appropriate the sum of $58.24 to the Account of Unpaid Bills for the purpose of settling all bills contracted prior to January 1st., 1951 and remaining unpaid at the time of closing of the Town's books for the year 1950, according to the records of the Town Accountant in conformity with the provisions of Sec. 64, Chap. 44, G. L. The unpaid bills are as follows :

That the town transfer from the Excess and Deficiency Account to the Current Revenue Account such sum of money as the Board of Assessors may deem advisable, said sum to be used and applied by the Board of Assessors in reduction of the tax levy for 1951.
Voted: Article 14. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town authorize the Board of Selectmen to make the necessary repairs to the old Town Hall and that the sum of $11,- 325.00 be appropriated therefor from the Excess and Deficiency Fund.
Voted: Article 15. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town authorize the Board of Selectmen to make the necessary repairs to the Phillips Beach Engine House and that the sum of $1,625.00 be appropriated therefor from the Excess and Deficiency Fund.
Voted: Article 16. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town authorize the Board of Selectmen to increase the sum paid under the town's lease agreement with the Leon E. Abbott Post 57 American Legion Building Association from $1,- 350.00 to $1,750.00 for the year beginning April 10, 1951. Funds necessary for this purpose have been included in the 1951 Budget under the item entitled "Legion Lease."
Voted: Article 17. That the town accept as a gift from Louis Gutterman and the Homesites Realty Company for park purposes the land hereinafter described: Beginning at the intersection of the Northerly side of a road to the Town Standpipe property and the Northerly property line of land owned by the Town of Swampscott, thence running Northeasterly in several courses by land now of the Town of Swampscott and land now or formerly of John P. Palmer Heirs, for a distance of about seven hundred sixty-eight and five- tenths (768.5) feet plus or minus; thence running Northwesterly by land now or formerly of Frank W. Atkins in two courses, for a dis- tance of about two hundred fifty-six (256.00) feet plus or minus,

thence running Southwest by land now or formerly of the Homesite Realty for a distance of about five hundred ninety-four (594.00) feet plus or minus; thence curving to the southwest with a radius of about one hundred and four feet (104.00) feet plus or minus for a distance of about two hundred fifteen (215.00) feet plus or minus to the North side of a road to the Town Standpipe property; thence curving Southeasterly along the Northerly side of said road for a distance of ninety-six and fifty one-hundredths (96.50) feet to the point of beginning.
Said plan is shown as proposed park area containing 178,000 square feet of land, more or less drawn by Howard L. Hamill, Town Engineer, dated February 1, 1951.
Voted: Article 18. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the town authorize the Board of Selectmen to purchase or take by eminent domain the whole or any portion of the premises shown as Plate 13, Lots 200 and 210 of the Assessors Plans of the Town of Swampscott for cemetery purposes and that the sum of $1.00 be appropriated for said land purchase or taking. Unanimous.

That the town purchase an automobile to be used as a patrol car for the Police Department, authorize the Board of Selectmen to trade a 1948 Desoto on account of the purchase price and that the sum of $1,200.00 be appropriated for the purpose of this article from the Excess and Deficiency Fund.

That the town authorize the Board of Selectmen to purchase a new four wheel drive jeep for the Cemetery Department and to sell or trade on account of the purchase price thereof the 1946 Ford one-half ton pick-up truck now in use, and that the sum of $1.920.00 be appropriated therefor from the Excess and Deficiency Fund.

That this article be adopted and that a committee of five be appointed by the Moderator, two of whom shall be registered professional engineers, one a registered architect, one a licensed master plumber and one a member of the Board of Health to study, revise and submit to the next Annual Town Meeting a new Plumbing Code based on modern engineering practice. That the town authorize the Board of Park Commissioners to purchase a 112 ton dump truck for the use of the Park Department and that the sum of $2,744.40 be appropriated therefor from the Excess and Deficiency Fund.
