To the Citizens of Swampscott:


The following report is submitted for your information and consideration. Space does not allow a detailed outline of the many problems and routine matters which confronted the Board through the year. Therefore, this report can deal only with major concerns and outstanding developments during 1960 and refer to some long range policies we consider to be of importance, and to certain undertakings now under way which, we expect, will be successfully completed in the months ahead.


PHYSICAL PROGRESS


Early in 1960 the new Swampscott Post Office was opened for the con- venience of our citizens and for the improvement of service in the Town. In this connection we should pay tribute to retiring Postmaster Thomas Wilkin- son, whose persistent efforts over the years, and assistance to the Post Office Committee, established in 1956, were so important in providing this facility.


Also in 1960, the Town's new Central Fire Station was completed. This attractive colonial brick building, on the site of the Old Town Hall, was con- structed under the direction of Chairman George Burke, Dane Chandler, and Chester Bond, of the Building Committee, at a saving of $100,000 over prior proposals. This project was initiated by the Board in previous years and pro- vides the same facilities offered by previous, more expensive plans.


Pier facilities were completed in late 1960 to complement the Town's newly dredged harbor.


These final steps in a major construction program to meet long-standing needs, initiated by the completion of the Town's seven hundred student Junior High School in 1959, leave additions to two existing school buildings as the only proposed capital expenditures remaining under consideration by the Town.


Private construction should provide a broader tax base in 1961 as in 1960.


Three new buildings at the Shopping Center and important improvements at the New Ocean House should aid substantially in our balanced program of providing new revenues to offset rising costs of Town government and of necessary capital improvements.


CONTINUED ATTENTION TO REVENUES AND EXPENDITURES


During 1960 there was no relaxation of the Board's effort to deal con- structively with the vexing problem of rising taxes.


It can be expected that, excepting only the School Department with its own special problems, all town departments have managed to hold the line. Thus, the costs of General Government have again remained relatively stable.


Efforts initiated by your Selectmen in past years through the Economy Planning Committee and Tax Revenue Study Committee, and maintained in continuing cooperation with the Finance Committee and other Town depart- ments, aided in a 1960 tax rate decrease of $1.00, in spite of a state wide average rate increase of $5.00. Economies and revenues resulting from zon- ing and subdivision regulation changes, and strict attention to economy and efficiency, have contributed to this decrease in the taxpayers' burden.

As before, we must effect every possible economy on the local level and continue to seek prudent revenue-producing land use changes to reduce the home owner's share of the real estate tax.


POLICE DEPARTMENT


The officers and men of the Police Department are to be commended for their fine work during 1960. Annual traffic load increases have added prob- lems, but the department has maintained an excellent record showing a con- tinuing decline in accidents. The department again received a safety award for its record.


Department cooperation with our Citizens' Traffic Safety Committee and the Massachusetts Safety Council has continued. The Council has called Swampscott's work on this vital problem second to none in the State since 1956, and during the year the Town received a plaque commending our traffic program.


First class police vehicles, ambulance, ambulettes, and motorcycles, have been maintained. The Board, in an article, asked the 1960 Town Meeting for the latest three-way transistor radio setup for the vehicles to replace the out- moded leased equipment, in accordance with F.C.C. regulations. This is now in operation, adding to the promptness and efficiency of police coverage of the Town.


The Board recently surveyed the Police Station and is asking for repairs and replacements in certain appointments in place since 1936.


Due to recent and impending retirements, the Board initiated a review of departmental organization inherited from years ago. A primary objective of this review is to provide a superior officer to head each of the three div- isions at all times. Initial suggestions involved possible replacement of the three Captain setup with three or more ranking officers of lower grade, under the Chief and a Captain.


The Board regretfully has been faced with the retirement of two loyal members of the department: Captain James Warren Doherty, dedicated Patrol- man, Inspector, and Captain of thirty years outstanding service to his town, and Patrolman Thomas Cahill, a valued and capable veteran of the force.


FIRE DEPARTMENT


High standards of performance in providing alert, efficient fire protection for our citizens were continued by the officers and men throughout 1960. First rate equipment has aided their excellent personal efforts in behalf of the Town.


In 1958 the Town Meeting authorized construction of a new Central Fire Station on the site of the Old Town Hall, in accordance with the previous recommendations of the Study Committee, appointed by the Board in 1957. This committee had also repaired the old station for use by the Auxiliary Fire Department and for other town requirements.


The Building Committee, appointed in 1958 by the Moderator and the Selectmen, completed the project in 1960 at a saving of $100,000 over previous proposals.


Personnel changes included the retirement of Alfred L. Stover, and the apointment of Charles E. Fall and Charles E. Snow, Jr., as permanent Fire Fighters. and of Joseph E. Ryan, Jr., and Donald Stinson as permanent inter- mittant Fire Fighters.

STREET LIGHTING


The Street Lighting program, laid out in 1955, and commended in the press as it subsequently has been effectuated, is now virtually completed. Future action undoubtedly will be taken to up-grade lighting on secondary streets as the need arises.


In 1960, Atlantic Avenue, bearing an increasing through traffic load, was relighted. The remainder of Puritan Road is scheduled to be done in con- junction with the reconstruction of that street.


STREETS AND SIDEWALKS


The long range priority program of street reconstruction, recommended by the Economy Planning Committee in 1957, and sponsored by the Boards of Selectmen and Public Works, is continuing. All citizens in all sections of town are thereby better informed as to the scheduling of major and minor repairs to streets and sidewalks. This procedure should prove to be more orderly and economical over the years.


INSURANCE


The Town has assumed fifty percent of the cost of prolonged illness cov- erage in its employee group insurance program, as required by statute. Other parts of this plan were brought into line with 1960 medical costs.


Insurance coverages have been maintained consistent with current re- placement values. Increasing amounts of coverage have been placed with mutual companies as an economy measure. The new Central Fire Station caused a slight increase in necessary coverage.


GENERAL


Inter-municipal cooperation was continued in 1960, particularly in our efforts to arrange a joint incinerator project to reduce future costs of waste disposal. Federally financed standby plans for a Town facility also are under way to be available in the event of an emergency.


Attendance at regular and weekly meetings again was excellent in 1960.


Our sincere thanks go to the citizens and officials who have provided such fine assistance and cooperation during 1960. All have a share in the town's continuing progress.


The high level of interest and participation by many people speaks well for the future improvement of our fine community.
