SELECTMEN'S REPORT.
THE Selectmen of the Town of Weymouth for the year ending March 13, 1854, submit the following Report :
Contrary to the custom for several years past, we have deferred the completion and printing of the schedule of expenses until after the annual meeting, from the conviction, resulting from our own experi- ence, and corroborated by the opinions of many gentlemen in different sections of the town, with whom we consulted, that such delay would best subserve the purposes for which the town has ordered its publica- tion. The total expenditure reported will therefore be increased by the addition of more than $1,300 for the expenses of the previous year, while no corresponding balance of the expenses of the year just closed will be left unreported.
The Committee appointed for the purpose, at a meeting of the town held on the 15th of December, 1852, let out at public auction, early in 1853, the work of repairing Washington Street, in sections, and it has been completed, with the exception of a few rods, and paid for according to the schedule annexed.
In pursuance of instructions from the town to cause the road laid out by the County Commissioners from Perez Loud's to Braintree, to be built in April last, we contracted with Mr. Samuel Penniman, of Braintree, to, grade and gravel the whole of said road, excepting four rods at the rail- road crossing, according to the specifications of said commissioners, for the sum of two dollars and fifty cents per rod. He has made considera- ble progress, and we hope will be able to complete his job soon after the expiration of the time specified in the contract. No payment has yet been made him. We also agreed with Messrs. Pratt & Vining to con- struct the abutments for the Railroad Bridge, and to build the bridge across the river. The price of the abutments to be two dollars and forty cents a perch, and of the bridge at the river, one hundred and fifty-six dollars, or in proportion, if either more or less stone should be required than the amount specified in the agreement. The abutments and most of the bridge are finished, and the contractors have received eight hun-
4
dred and fifty dollars ($850) in payment. The whole cost of the road when completed will probably be near twenty-three hundred dollars ($2,300.) A bridge has been constructed across Phillips' Creek, and Pearl Street continued to Phillips' Lane. The stone work was done by Mr. William Rice at two dollars ($2) a perch, and the grading and part of filling, by Mr. Josiah B. Spear. The remainder of the filling and the gravelling by Mr. Litchfield, the Superintendent of the Almshouse.
The subject of repairs on Winter Street having been referred to the selectmen by a vote of the town, passed last autumn, we have widened and straightened the same by taking land of Mr. David Richards, for which we paid him ten dollars ; and have also agreed with Mr. Gillegan to build a travel path, sixteen feet in width, exclusive of the gutters, for the whole length of the street, at one dollar and twenty-five cents a rod. He has performed nearly one-third of his job, and is expected to resume work as soon as the state of the ground will admit. The whole expense is estimated at two hundred dollars.
Previous to the "Encampment of the Militia" at Abington, the Se- lectmen of that town informed us that they had organized a strong police force, and were taking other efficient measures to prevent those viola- tions of law which have usually attended similar gatherings, and they invited our co-operation to prevent the retreat of the gamblers and liquor sellers from the vicinity of the muster-field to our side of the line, there to establish themselves with impunity. Feeling that the honor of the town, as well as the good order and protection of the community were involved in our decision, we at once, determined to employ such force as should be necessary to keep the peace and to deter from open viola- tions of law, and for that purpose called to our aid the Deputy Sheriff and Constables, with such other assistants as the exigencies of the . occasion seemed to demand.
A complaint having been made by citizens of the town, and warrants issued against Messrs. Pool and Loud for violations of the Liquor Law, the officers to whom said warrants were committed asked the assistance of the town authorities in their execution, which was granted to the extent required.
The agencies for the sale of Spirituous Liquors have been continued through the past year under the same regulations as the previous year, and at the same salary, one dollar per week each, to the agents, except in the case of Mr. Thayer, who has not recently received the full amount on account of not having kept a supply of all the kinds usually sold. The rate of profit has been about thirty-three per cent. on the cost price, which, we judge from the experience of the past year, will cover the ex- penses.
