REPORT OF THE SELECTMEN.


The Selectmen of the Town of Weymouth for the year ending March 16, 1868, respectfully submit the following Report, with the the annexed schedule of receipts and expenditures :


For the first time within the experience of either of the undersigned, it has, during the past year, fallen to our lot to lose by death, one of our board. On the eighteenth day of September last, Oliver Loud, Esq., departed this life. The suddenness of the summons which called him away added poignancy to the sorrow which his loss under other circum- stances would have caused. Commencing his term of service with fairer prospects for long life than either of his colleagues, when it was scarcely half spent, and with but the briefest warning, he was removed from this scene of his varied duties and labors to a higher sphere of duty and of service.


In common with all his townsmen, and a widely extended circle of acquaintances, we mourn the loss of a wise, faithful, energetic officer ; a patriotic and public-spirited citizen ; an honest and Christian man ;- but we also grieve for the sunder- ing of those intimate ties of fellowship and fraternal regard which long association with our friend had twined about our hearts.


Of the appropriation of twelve thousand dollars made by the Town at their last annual meeting, for the purpose of erecting suitable monuments or other memorials in honor of those resi- dents of Weymouth who died in the military and naval service of the United States during the late war, no part has, as yet, been paid out of the treasury ; but a committee of the citizens of the First and Second School Districts have contracted for the erection, during the present season, of a such a monument,

to be located near North Street, within the grounds of the North Weymouth Cemetery Association, and the contract for that purpose has been approved by this board. No other section of the Town has submitted to us any proposition for the erection of such memorial, and we are not aware that any measures to that end are in progress.


The condition of our streets during the past year has been such as to justly cause much complaint; and, although we have expended a considerable sum for repairs in addition to the appropriation of the Town, as appears by the schedule of expenditures, they are still far below the standard at which we had maintained them previously to the war. The great increase in the price of labor has rendered the sums appropri- ated during the last three or four years inadequate for the purpose of repairing the ordinary wear of average seasons ; but the long drouths followed by heavy rains during the years 1865 and 1866, made large additional sums necessary for the repair of these unusual injuries.


Believing that the demands upon the treasury of the Town during the next year will be less than heretofore for other purposes, we recommend the appropriation for the repairs of roads of a sum larger by one thousand dollars than that voted last year ; and we also beg leave to express our decided con- viction that the election of a smaller number of Surveyors of Highways would promote the improvement of our roads.


During the year we have built the extension of Prospect Street at the Landing, and completed the building of Grant Street and of the street heretofore known as Prospect Street, at East Weymouth. And we recommend that the name of the last named street be changed to Shawmut Street.


We have also worked the widenings and straightenings of Commercial Street and of Pleasant Street, at East Weymouth, in accordance with the laying out of the. County Commission- ers, and have worked a portion of alterations in Pond and Pleasant Streets, in the village at South Weymouth. The expense incurred for these purposes appears in the annexed schedule.


On account of the omission of the Weymouth Iron Company to suspend work as usual during the last summer, it was found inconvenient to accomplish the raising and widening of the

bridge on Commercial Street, near the house of Bela French, and we recommend that the subject be referred to the next board of selectmen.


Several new guide-boards have been erected, and the old ones remain substantially the same as last year.


Amos S. White, Esq., has been continued in charge of the Liquor Agency during the year, and has conducted the busi- ness in a proper manner, with the result shown by the annexed Report.

REPORT OF THE OVERSEERS OF THE POOR.


The Overseers of the Poor of the Town of Weymouth for the current year, respectfully submit the following Report :-


Mr. George W. Pratt retired from the position of Superin- tendent of the Almshouse, at the expiration of the year which he had nearly completed at the date of our last report, and Mr. Wilber C. Austin was engaged as his successor, and, with his wife, took charge of the House and Farm on the first day of April, at an annual salary of four hundred and fifty dollars. Both Mr. and Mrs. Austin brought to the discharge of their duties an ample and successful experience in the management of similar institutions, and their administration of affairs since their connection with our Almshouse has been highly satisfac- tory to the Overseers, being characterized by order, industry and a judicious economy, which has neither interfered with the comfort of the inmates or the improvement of the farm; and we regret their determination to retire from the position they low occupy at the close of their present year.
