REPORT OF THE SELECTMEN.
THE selectmen of Weymouth respectfully submit the following report of their doings for the year ending Dec. 31, 1880 : At the annual meeting, in March, in the report then made to the town, it was said that all roads previously laid out and accepted by the town had been worked, except a short distance on Middle Street, near the Town Hall. This was an error, for almost immediately after the meeting it was brought to the attention of the selectmen that a former board had laid out a new street in Ward 1 known as Lovell Street; and parties called for the working of the same, which has been worked in part during the past year, and the expense of which was not considered at the March meeting. We have also worked in Ward 1 the roads accepted by the town last March, as follows : Curtis Street, Newton Street, and Pratt Place. There still remains Norton Street, which was accepted by the town last March. In Ward 2 our expenses have been much heavier than was expected. At our last March meeting you accepted the laying out of an extension of Hill Street, also Cain's Avenue, Cowing's Avenue, and Broad Street Place. We have completed the working of Cowing's Avenue, Broad Street Place, also of Cain's Avenue, except against the estate of D. J. McGrath, who was not willing to accept the award made for land damages ; which we have agreed to refer to parties for adjustment rather than to have a lawsuit.
We have contracted with Michael Flynn to work the extension of Hill Street for the sum of $350. This road is not yet completed, but will be as soon as the weather is favorable. We have paid him $100 on account for the same. Our expenses have been heavy on Station Street, which we did not expect last March. Early in July the Old Colony Railroad Company made a proposition that if the town would do a certain widening, they, the railroad company, would do as much or more. After considering the matter, it being

so public a place, it was thought proper to accept the offer ; and our report will show how much has been expended. The repairs and grading around Jackson Square and Pleasant Street have been made, and we think the result is a great improvement. We were also called to Cedar Street. which we found in such bad condition that is was thought necessary to work it, the expense of which will be found in the report. On Commercial Street, opposite the resi- dence of Peter W. French, Esq., he having furnished edgestones, and requested the town to set the same, we found it necessary to raise the grade, the expense of which you will see in the report. We have built a wall on Pleasant Street against the property of the Weymouth Iron Company, which was left in a very unsatisfactory condition at the time the street was worked some years since. We have also built a wall and fence on Middle Street, near the manu- factory of John Carroll, the place being considered dangerous, and liable to accidents. In Ward 3, at the last March meeting, you accepted the laying out of King's Avenue and Phillips Street, which we have caused to be worked, and are completed. The extension of Vine Street has also been worked. We were also called upon to make an extra expenditure on Washington Street and Square, by reason of the raising of the Weymouth bank, and the furnishing of edgestones on Washington Street, by Mrs. Weston, C. S. Williams, A. G. Nye, and Miss Cowing, the expense of which you will find in its appropriate place. In Ward 4 we have made a large expen- diture on Middle Street, working the first section, as we call it. This has been done by Mr. James Moore, and we hope it will meet your approval. There still remains in this ward to be worked the balance of Middle Street and Mill Street. In Ward 5 we have placed under contract the building of Derby Street, with Mr. C. H. Baldwin, who has worke I a portion of the same, and will finish it as soon as the weather will permit. We have also built a railing on Main Street, which was considered too dangerous to remain longer exposed to accidents, as heretofore. We have also repaired Torrey Street and Columbian Square. We have reduced the rates of inter- est, as you will see in the report, on town notes, and liave nego- tiated three notes of $5,000 each, running three, four, and five years, at four per cent interest.
At the last March meeting the town appropriated the sum of $200 for the purpose of repairs of the selectinen's room, which has been done, and in connection with the same the doors have all been made to swing out as the law requires for public buildings, an ante, or committee room has also been made by partitioning off a portion of

the entry. These changes, we think, will meet the approval of the town, the expense of which has been charged to Town House.
The suit of Weymouth v. Brigham has been settled, and the counsel employed by the committee has received the funds from Mr. Brigham. The guide-boards throughout the town have been looked after, and are in good repair. A report of the Tufts Library will be found in the schedule.

FEB. 4, 1881.
IN compliance with the request of the Overseers of the Poor, we have appraised the personal property at the Town Farm, and esti- mated its value as appears in the inventory herewith printed.
We have examined the accounts of the town Treasurer, who is also collector of taxes, and found them properly vouched and rightly cast.

RECOMMENDATIONS.
In view of the large amount of uncollected taxes now due, nearly or quite all of which ought to have been paid or remitted. before this time, we respectfully recommend that on future taxes no interest shall be charged, whenever paid ; for the reason that those who can afford to pay the interest might as well in some way pro- vide means to pay their taxes, and those who cannot afford it, ought not to be required to do so; and also for the reason that collecting interest greatly increases the labor and vexation of both paying and collecting the taxes, and also of keeping the tax account correctly.
We also recommend that in future the usual discount of four per cent be made on taxes paid before Oct. 10, and that all taxes shall become fully due and payable Nov. 20, and that such taxes as are not paid before Dec. 1 shall then be placed in the hands of such constables as are approved by the selectmen for immediate collection, with costs, unless abated by the assessors.
Regarding the deposit of $1,017.07 with Bates & Albree, we recommend that Oran White, Esq., Treasurer, be relieved from any further accountability therefor by vote of the town.
