REPORT OF THE SELECTMEN.
THE Selectmen of the town of Weymouth respectfully submit the following report of their doings for the year ending Dec. 31, 1881 : -
During the past year we have worked the following town ways : In Ward One, the widening of Pearl Street, as accepted by the town at the last annual meeting. In Ward Two we have completed the extension of Hill Street, and the widening and straightening of Pleasant Street, as laid out by the county commissioners. We have also worked Station Street. In Ward Three we have completed the extension of Keith Street, and also Sterling Street. In Ward Four we have completed Mill Street, with the exception of some railings. In Ward Five we have completed the building of Derby Street. Extra repairs have been made in Broad Street, Ward Two, occasioned by need of drainage ; a sidewalk has also been built from Middle to Essex Street, except a short distance against the estate owned by Joseph Totman, which in our opinion should be completed. We have also caused the same to be railed a portion of the way. Wash- ington Street, in Ward Four, from the Town House to Sunken Hole, which has been out of repair for some years, has also been worked and railed. In accordance with a vote of the town, we have caused the drain on Pleasant Street to be rebuilt. We have also caused Columbia Square, in Ward Five, to be repaired, and trust its condition will be much improved.
The heavy rains in the spring and summer rendered necessary repairs in different sections of the town. In connection with these repairs the matter of drainage was prominently brought to our attention ; our experience is that the town is in need of a system of
1
4
drainage, which shall embrace especially our villages. In connec- tion with this will come the question of betterments. We have contracted with Peter Haggerty to build a portion of Norton Street, in Ward One, at an expense of $315; with Samuel Thompson to build a drain in Green Street, in Ward One ; with Michael Flynn to build a portion of the widening and straightening of Summer Street, in Ward Three, at an expense of $8.50 per rod. We have notice from the county commissioners of a widening of Commer- cial Street, in Ward Two, from Station to Broad Street ; also that they have concluded to establish the lines of Washington Street, from Braintree line to Middle Street, and of Main Street from Washington Street to Abington line; also the lines against the Tufts Library property and estate of J. J. Williams, in Washington Square.
We would congratulate the town on the excellent condition of our Fire Department, the promptness with which they have responded on all occasions, and the excellent judgment used to extinguish the flames, especially at the large fire at the Landing ; also the fires in Ward Two (Tirrell and Sherman) should not pass without our praise. At the suggestion of the engineers, we were pleased to grant them funds sufficient to pay the expenses of the parade of the department on the completion of the new engine house in Ward Five; and we think the appearance they made fully justifies the appropriation. This item will be found in our report. We have attended to the guide boards, which we think are in good condition and a credit to the town.
We would congratulate the town as to its financial position. In our report last year we stated that there was in the treasury, in- cluding unpaid taxes, $37,080.48. We informed you at the annual March meeting that there was an error; the amount we did not state. We were satisfied that in the accounts of former years a large deficiency had occurred. It was explained, as you well know, in town meeting by past town officers, that it must have occurred in the way the accounts were formerly kept with the State, - money paid for soldiers' aid which had never been refunded. As to how it occurred, we do not know and will express no opinion ; but we are happy to now show you just how you stand. The present amount
5
of indebtedness outstanding is $34,942, and your assets are $22,058.42, making a net indebtedness of $12,883.58. The defi- ciency as per report, you will see, not accounted for, is $5,688.56. We have charged off the loss to the town, of Bates and Alba, as $1,007.07 ; and show you a clean balance in the treasury of $8,053.60.
THOMAS H. HUMPHREY, WILLIAM NASH, AUGUSTUS J. RICHARDS, JACOB BAKER, J. R. ORCUTT,
Selectmen of Weymouth.
