REPORT OF THE SELECTMEN.


THE Selectmen of the town of Weymouth respectfully submit the following report for the year ending Dec. 31, 1883 : -


The town, at their last annual meeting, appropriated for high- way purposes the sum of $14,000. As will be seen from the accom- panying statement of highway expenses, this amount has been ex- ceeded something over $3,000. Most of this excess was caused by the paving of gutters and by setting curbstones furnished by abutters. Paving has been done on Jackson Square, Broad, near Middle Street, Washington Square, and on Washington Street, from the Square and up to and a short distance around the corner of Richmond Street. The larger part of the expenditure, how- ever, was on Washington Street.


The working of the widening and straightening of this street southward from the Square had been ordered by the County Com- missioners, and as we were obliged to do this, it was thought best to make the work thorough and complete by extending the pave- ment to Richmond Street.


Norton and Summer Streets, the building of which was under contract last year, have been completed and accepted.


The widening and straightening of Neck Street, as laid out and accepted by the town in 1881, has been worked and accepted. Grant Street has also been widened, and the grade reduced. A contract has been made with Mr. James Moore for working the widening, straightening, and change of grade of Middle Street from near the Town House to land of Samuel Estes, in accordance with the plan accepted by the town, for the sum of $1,550, the work to be completed the 1st of October, 1884.


A road machine was purchased early in the summer, but there

being some delay in getting it from the manufacturer, the ground became too dry and hard to give it as thorough a trial as could have been wished ; enough was seen, however, to satisfy us that it would accomplish all that was claimed for it by the maker, and we would recommend its use on our highways.


At the last annual meeting of the town, surveyors were chosen, but the whole of the appropriation for highway purposes placed in the hands of the selectmen. We feel fully satisfied that the method is not economical, or for the best interest of the town, and would therefore recommend that it be discontinued. If surveyors are to be chosen. there should be a certain sum voted to them ; but- if the whole appropriation is to be placed under the control of the selectmen, as road commissioners, there appears to us no necessity for choosing surveyors.


Two suits have been brought against the town for damages claimed to have been sustained by defective highways ; but in both cases the parties making the complaint have been nonsuited. The town, however, was subjected to considerable expense thereby.


As will be seen by the statement, a settlement has been made with Mr. Oran White, of the old account with him as collector and treasurer. The account covered a period extending from 1874 to 1880, and involved an amount exceeding $1,090,000.


At the last annual meeting the town appropriated $1,000 for the suppression of the illegal sale of intoxicating liquors. Under this appropriation we engaged the services of F. W. Lewis, Esq., as prosecuting attorney, and those of Nelson W. Gardner, as special police officer. Their labors thus far have been successful and satis- factory to us.


In accordance with the will of the late Quincy Tufts, Esq., - a fund having been left by him for that purpose, - a course of lec" tures have been given at the Landing the past season. The lec- tures were well attended and appeared to give general satisfaction.


We are happy to report a reduction of nearly $8,000 in the town debt during the past year, as will appear from the statement of the treasurer.


The guide-boards throughout the town have been examined and found to be in good condition.

The change adopted the present year in the method of keeping the accounts of the selectmen and overseers, we trust, will meet the approval of the town.
