In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in Town affairs to meet in the hall of the Weymouth High School on


MONDAY, THE SIXTH DAY OF MARCH, 1944


at seven o'clock and thirty minutes in the evening, then and there to act upon the following article, namely :-


ARTICLE 1. (By Petition). To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways or any of them, to wit :-


(a) Sagamore Road from the northerly line of War Housing Project Mass. 19052 (Wessagussett Hill) to northerly line of Peddock Road


(b) Bursley Road from a point in the southerly line of Blackstone Road to a point in the northerly line of Peddock Road


(c) Blackstone Road from a point in the easterly line of Sagamore Road to a point in the northerly line of Bridge Street


(d) Peddock Road from a point in the easterly line of Sea Street to a point in the westerly line of Black- stone Road


or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisition of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be

ARTICLE 2. To see what action the Town will take on salaries and wages of officials and employees.


ARTICLE 3. To see what sum of money the Town will vote to raise and appropriate for the purposes of the Commit- tee on Public Safety or take any other action in relation thereto.


COMMITTEE REPORTS


ARTICLE 4. (By Direction of Selectmen). To take any action the Town may desire upon the reports of the several Town Boards and Committees and to appoint or change any Committee that the Town may think proper.


TOWN FINANCES


ARTICLE 5. (By Direction of Selectmen). To see if the Town will vote to authorize its Treasurer with the ap- proval of the Selectmen, on and after January 1, 1945, to borrow in anticipation of the revenue of the year 1945.


ARTICLE 6. (By Direction of Selectmen). To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1944 or take any other action in relation thereto.

ARTICLE 7. (By Direction of Selectmen). To see if the Town will vote to authorize the Selectmen to sell or other- wise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal property in its possession and to determine the manner, or conditions of such sales, or take any other action in relation thereto.


ARTICLE 8. (By Direction of Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal prop- erty belonging to persons receiving relief from the Town and to dispose of said property in the manner they may judge for the Town's best interest and to authorize them to discharge any encumbrances on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.


STREETS AND SIDEWALKS


ARTICLE 9. (On Petition and by Direction of Select- men). To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following desig- nated private ways and parts of ways or any of them, to wit:


(a) Judson Road


(b) Brewster Road


(c) Raleigh Road


(d) Rucille Avenue


(e) Raycroft Avenue


(f) Extension of Edgeworth Street from Section 28-50


(g) Hitchings Street (Cottage Lane) from Homestead Avenue to a dead end

(h) Clematis Avenue from Pleasantview Avenue east- erly to Idlewell Boulevard


(i) Kingman Street extension to Front Street

ARTICLE 10. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appro- priate for resurfacing, repairing or reconstruction by the Street Department or under the provisions of General Laws (Ter. Ed.) Chapter 90 for maintaining, repairing and improv- ing the following streets or any portion thereof:


Commercial Street - from Middle Street to Commer- cial Square .


Front Street - from Washington Street to Federal Street


Pleasant Street - from Washington Street to Pine Street


or if deemed advisable by the Massachusetts Department of Public Works, any other street in the Town, or take any other action in relation thereto.


ARTICLE 11. (By Direction of Selectmen). To see if the Town will take any action upon the report of the Com- mittee on the widening of Broad Street, made in the Town Report of the year 1931, and to see what sum of money the Town will vote to raise and appropriate for the purpose of widening Broad Street or any portion thereof.


GOVERNMENTAL AND ADMINISTRATIVE CHANGES


ARTICLE 12. (On Petition of Chalke and others). To see if the Town will vote to instruct the moderator to appoint a committee of three to petition the General Court for an amendment to Chapter 61, Acts of 1921 as amended by strik- ing out in Section three, wherever it occurs, the words, "Mem- bers of the Appropriation Committee" and inserting therefor the words, "The Chairman of the Appropriation Committee."


ARTICLE 13. (At request of Planning Board). To see if the Town will vote to amend its by-laws by striking out Section 303 of Article 3 and inserting therefor the following:


Section 303. The Planning Board is hereby re'-es- tablished under the provisions of General Laws (Ter. Ed.) Chapter 41, Sections 81A to 81J inclusive. The Board shall consist of seven members. At the next annual meeting after this amendment has become effective, two of the members shall be elected for five years, two for four years and one member each for the terms of three years, two years and one year respectively. At each annual meeting thereafter the terms expiring shall be filled for a term of five years or take any other action in relation thereto.

ARTICLE 14. (By Direction of Selectmen). To see if the Town will vote to adopt the following proposed by-law:


Section 613. No person shall ride any animal or drive any coach, cart, wagon or vehicle upon any sidewalk in the Town. Whoever violates the pro- visions of this section shall forfeit and pay a sum not less than one dollar nor more then ten dollars for each offense.


ARTICLE 15. (By Direction of Selectmen). To see if the Town will vote to amend Section 703 of the by-laws so as to read as follows:


Section 703. The Inspector of Buildings shall grant permits for the erection, or alteration, re- moval, or tearing down of buildings, and no struc- ture or foundations shall be built, altered, or torn down without such a permit, but no such permit shall be issued until the inspector has carefully. examined the plans and specifications of the pro- posed building or alteration, and ascertained that the building has sufficient strength, that the means of ingress and egress are sufficient, and that the building conforms to the requirements of these by- laws.

ARTICLE 16. (By Direction of Selectmen). To see if the Town will vote to amend Section 798 of the by-laws, so as to read as follows:


Section 798. Permits for alterations, substantial repairs, tearing down of buildings, which require a permit, the erection of sheds, poultry houses and like small buildings valued at not exceeding one thousand dollars and not intended or used for human habita- tion - $1.00.

SCHOOLS


ARTICLE 17. (By Direction of Selectmen). To see if the Town will vote to instruct the Board of Selectmen to transfer to the control and supervision of the School Com- mittee whatever interest the Town has in Lot 234 on Loch- mere Avenue (Town of Weymouth Tax Title - containing 7308 square feet) or take any other action in relation thereto.


MISCELLANEOUS


ARTICLE 18. (By Direction of Selectmen). To see if the Town will vote to authorize the Board of Selectmen on its behalf to accept as a gift from Mary Fifield King two steel engravings to be placed in the Town Hall or take any other action in relation thereto.

ARTICLE 19. (By Direction of Selectmen). To see if the Town will vote to instruct the Board of. Selectmen on its behalf to accept a bill of sale from the Steel Recovery Cor- poration reconveying to the Town approximately six hundred lineal feet of rail, together with track fastenings and other metallic track material appurtenant thereto, which shall be left undisturbed in Washington Square, Weymouth Landing in accordance with an agreement submitted by War Materials Inc. to the Board of Selectmen or take any other action in relation thereto.


ARTICLE 20. (At request of Town Honor Roll Com- mittee). To see what sum of money the Town will vote to raise and appropriate for a suitable Honor Roll containing all names of residents of the Town serving in the military and naval services of the Country or take any other action in relation thereto.


ARTICLE 21. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appro- priate for the erection of a section of a sea wall along Wessa- gusset Beach between station o + o and 4+ o as shown on plan of Russell H. Whiting, Town Engineer, and dated Sep- tember 23, 1935, entitled "Plan and profile for proposed Sea and Retaining Wall," or take any other action in relation thereto.


ARTICLE 22. (On Petition of Weymouth Post No. 79) . To see what sum of money the Town will vote to raise and appropriate for the observance of Armistice Day or take any other action in relation thereto.


ARTICLE 23. (On Petition of Weymouth Post No. 79.) To see what sum of money the Town will vote to raise and appropriate for the rental of the Legion Hall basement for the use and occupancy of the 14th Company of the Massa- chusetts State Guard Reserve, or take any other action in relation thereto.


ARTICLE 24. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for the purchase of war bonds or other bonds that are legal investments for savings banks for Post War work, in order to establish a post war rehabilitation fund, in accordance with the provisions of Chapter 5, Acts of 1943.


ARTICLE 25. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $10,000.00 for use of the Committee on Post War work to

be used for legal and engineering advice, or take any other action in relation thereto.


ARTICLE 26. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appro- priate for the Veterans Rehabilitation Plan and Soldiers Relief or take any other action in relation thereto.


ARTICLE 27. (By Direction of Selectmen). To see if the Town will vote to instruct the moderator to appoint a committee of five to petition the General Court for legislation authorizing the Town. to construct and maintain a system of sewers or take any other action in relation thereto.


ARTICLE 28. (By Direction of Selectmen). To see what action the Town will take in allotting or disposing of such sums as have been or may be secured by the Weymouth Salvage Committee.


ARTICLE 29. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $550.00 for the purpose of maintaining during the ensuing year the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the pro- visions of Chapter 112, Acts of 1931, or take any other action in relation thereto.


ARTICLE 30. (On Petition of Merchant and others). To see what sum of money the Town will vote to raise and appropriate for a reprinting of the pamphlet entitled "An Act to Provide for precinct voting, representative town meetings, town meeting members, a referendum, and an annual moder- ator in the Town of Weymouth (Chapter 61, Acts of 1921)" or take any other action in relation thereto.


ARTICLE 31. (On Petition of Manning and others). To see if the Town will vote to raise and appropriate the sum of $200.00 to be expended under the direction of the Board of Selectmen for the purpose of stocking the ponds and inland waters, located within the Town limits with fish, and of liber- ating game all in accordance with General Laws (Ter. Ed.) Chapter 40, Section 5, Clause 41 or take any other action in relation thereto.


ARTICLE 32. To see what sum of money the Town will vote to raise and appropriate for the purpose of reprinting the Town's By-Laws or take any other action in relation thereto.

You are hereby required to notify and warn said inhab- itants of Weymouth qualified to vote in Town affairs, in case all the articles in the fore-going Warrant shall not have been acted upon at the meeting called for the sixth day of March, to meet in adjourned session at the hall of the Weymouth School on


WEDNESDAY, THE EIGHTH DAY OF MARCH, 1944 at seven o'clock and forty-five minutes in the evening then and there to act upon such of the fore-going articles as shall not have been acted upon on March sixth or action upon which may at said meeting of March sixth have been deferred until said adjourned session.


You are further required to notify and warn the inhab- itants of Weymouth qualified to vote in elections to meet at the polling places of their respective precincts, to wit :- :


In Precinct 1 in the Bicknell School Hall;


In Precinct 2 in the G.A.R. Hall on Commercial Street; In Precinct 3 in the Hunt School Gymnasium Hall, on Broad Street;


In Precinct 4 in the building of the Citizens' Association, Inc., on Front Street;


In Precinct 5 in the building of the Pond School, Pond Street;


In Precinct 6 in the building of the Veterans of Foreign Wars, Wessagusset Post No. 1399, southerly side of Broad Street;


In Precinct 7 in the Lovells Corner Improvement Asso- ciation Building on Washington Street;


In Precinct 8 in the Weymouth Heights Club Building on North Street;


In Precinct 9 in the Nevin School Building, Main and Columbian Streets.
