HE WAS A MEMBER OF THE BOARD OF SELECTMEN, ASSESSORS, AND OVERSEERS OF THE POOR FROM 1885 TO 1889 INCLUSIVE, BEING CHAIRMAN IN 1887. HE WAS APPOINTED ON THE BOARD OF REGISTRARS IN 1890, WHICH PLACE HE HELD UNTIL HIS DEATH. HIS EARLY LIFE WAS SPENT ON THE FARM, WHICH HE LEFT TO LEARN THE SHIP JOINER'S TRADE WITH THOMAS MANSON & CO., IN EAST BOSTON. SOON AFTER THE DISCOVERY OF GOLD IN CALI- FORNIA HE LEFT FOR THAT LAND, WHERE HE SPENT MANY YEARS IN THE ROUGHNESS OF A
MINER'S LIFE. RETURNING TO SCITUATE, HE ENGAGED IN THE STAGECOACH AND EXPRESS BUSINESS, DRIVING TO COHASSET. REPORT OF THE SELECTMEN
Your board of last year, realizing the extent of the damage done to our shores by the storms of the winter, prepared a petition to the Legislature asking for an appropriation from the State of $30,000 and from the County of $20,000, to be expended in conjunction with the $10,000 raised by us at the meeting last March. It was decided that the State should do nothing, but the County was authorized to expend $15,000 in conjunction with us, the County Commissioners and Selectmen forming a joint board for the purpose.
At the first meeting of the board it was decided to ask the Harbor and Land Commission, into whose hands the State had put $100,000 for this purpose, to assist us in the work. This they did not see fit to do, for reasons known only to themselves, and the time lost in waiting was a serious handicap in prosecuting the work. Advertising for bids was done while our engineer, Mr. W. L. Sprague of Marshfield, was making plans and specifications, and the matter was pushed as rapidly as possible.
Mr. James H. Ferguson of Dorchester was awarded the work at Beach Street, Mr. William H. Connor the work at Surfside, and Mr. William H. Gowell that at Sand Hills. Both Mr. Ferguson and Mr. Connor asked the privilege of stopping the work on account of the severe cold about the middle of December. Mr. Gowell, on the other hand, waited over the few cold days and prosecuted the work with all despatch as soon as milder weather came, with the result that the Sand Hills wall was completed about the 24th of January. It is expected that the work on the walls at North Scituate will be renewed about the first of March and pushed to com- pletion.
The new walls are both deeper and higher than the old, and it is confidently expected that they will serve the purpose

for which they were intended. In all cases where private property comes between the wall and the street, the abutters pay one-half of the cost of the wall.
The Trustees of Fore River Bridge have presented a petition to the Legislature asking for permission to widen the draw to one hundred and twenty-five feet. This, with the repairs on the bridge, will cost upward of $60,000, of which Scituate will be required to pay two per cent.
Feeling not only that the town should be relieved of this expense of widening, but also of the entire apportionment for maintenance, we have joined with Marshfield, which now pays one per cent., Cohasset which pays six per cent., Hingham which pays eleven per cent., and Hull whose share is two per cent., and petitioned that we be relieved entirely from the direct apportionment, and that a new Commission be appointed to consider a new apportionment, requiring the Fore River Ship and Engine Company, for whose sole benefit the widening is asked, and on whose account a large part of the operating expense is incurred, to pay some part of the cost of building and operating the bridge.
The Government has also ordered the construction of the Back River Bridge at a cost of $100,000, and should the present apportionment continue, there is probability that we will be compelled to pay two per cent. of that amount also.
A third matter coming up for Legislative action is the boundary between Cohasset and Scituate. This time they ask for that. portion of meadow, woodland and beach lying between Bailey's Creek and Briggs' Harbor. The claim made is that this strip of shore known as Bassing's Beach is needed to enable them properly to police the harbor.
We are glad the tax rate is less than last year, but whether it continues lower is entirely in the hands of the voters at the Annual Meeting.
