REPORT OF TOWN CLERK


SPECIAL TOWN MEETING, JANUARY 7, 1911


Alfred H. Litchfield was chosen Moderator.


Charles F. Clapp and Percival S. Brown were appointed by the Moderator as Registrars to check the names of voters on the voting list, before depositing their ballots in the ballot box.


Charles H. Waterman, Henry E. Damon and William W. Wade were appointed Tellers.


ARTICLE 2


To see if the town will rescind the vote of January 4, 1908, whereby it accepted Section 339 of Chapter 11, Revised Laws, and voted to elect its Selectmen and Overseers of the Poor, one for three years, one for two years and one for one year.


Voted, Not to rescind.


ARTICLE 3


Voted, That the town do authorize its Selectmen to advertise in the town or local paper before the date of holding any special town meeting.


Voted, To dissolve the meeting.

Selectman E. Parker Welch was appointed by the Moder- ator to attend to the Ballot Box, when the official count of votes commenced.


These officers were sworn to the faithful performance of their duties by the Town Clerk.


The meeting was promptly opened at 6.30 o'clock by the Town Clerk, who read the Warrant, and then took charge of the meeting.


Article 1 was taken up and Henry T. Bailey was chosen Moderator by ballot, and then had charge of the meeting, being the Presiding Election Officer of the voting on the official ballot. The polls were declared closed at 12.30 o'clock.


The ballot box registered 483, the same number having been checked on each of the voting lists.

Voted, That the rate of wages for removing snow be twenty-five cents per hour.


ARTICLE 6


Voted, That the town do authorize its Overseers of the Poor to contract at their discretion for the support of the town's poor.


ARTICLE 7 1


Voted, That the town do authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the municipal year beginning March 7, 1911, in anticipation of the collection of taxes of said year, such sums of money as may be necessary for the current expenses of the town, but not exceeding the total tax levy for said year, giving the notes of the town therefor, payable within one year from the dates thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.


ARTICLE 8


To hear the report of any Committee heretofore chosen, etc.


Report of Scituate Advisory Board submitted and placed on file, relating to financial questions on the articles in the warrant.


ARTICLE 9


Voted, That the town do authorize the Selectmen to prosecute, compromise or defend any suit or suits within the Commonwealth in the name of the town.

Voted, That the town do authorize the Selectmen to transfer, at their discretion, unexpended balances of previous years to current appropriations.


ARTICLE 11


Voted, That the taxes be collected in the same way and manner as last year.


A discount of five per cent. to be allowed on all taxes paid on or before Oct. 1, 1911.


A discount of four per cent. to be allowed on all taxes paid on or before Nov. 1, 1911.


A discount of three per cent. to be allowed on all taxes paid on or before Dec. 1, 1911.

Voted, That the town do raise and appropriate the sum of five hundred dollars ($500) for the purchase of a new hose wagon for Hose No. 4, No. Scituate Beach.

To see if the town will raise and appropriate the sum of eight thousand dollars ($8,000) to be expended in altering

and rebuilding the present High School house - or act thereon.


Voted, That the town raise and appropriate the sum of seven hundred fifty dollars ($750) to be spent under the direc- tion of the School Committee for the purpose of equipping and changing the basement, or a part of it, for the courses in Chemistry and Physics, and to install the necessary heating apparatus to take the place of the present furnace now heating the three class-rooms and also to furnish heat for that portion of the basement where the courses may be given.

Voted, That a Committee of twenty-one, consisting of the Selectmen, the School Committee, the Park Commis- sioners, the Town Clerk, the Treasurer, the Collector and the Advisory Committee, be appointed to consider the whole subject of the location, the planning and the equipment of a new High School and a new Town Hall, and also to consider our financial condition and recommend such methods of carrying the plan into operation, as in their opinion is best for the welfare of the town.


ARTICLE 24


Voted, That the town do raise and appropriate the sum of two hundred and fifty dollars ($250) for School Committee's services (in estimated expenses).


ARTICLE 25


Voted, That the town accept the layout of the Selectmen to extend the present Sand Hills road northerly from the junction of Turner Avenue, and raise and appropriate the sum of five hundred dollars ($500) for the purpose.


To be finished by May 1, 1911.

ARTICLE 26


Voted, That the town do accept the layout of the Select- men to make Cleveland Avenue at Minot a town way, and raise and appropriate the sum of $250 for the purpose.


ARTICLE 27


Will the town accept the layout by the Selectmen to widen Booth Hill road, etc.


Voted, to pass over.


ARTICLE 28


Voted, That the town raise and appropriate the sum of two thousand dollars ($2,000) to macadam Main Street, beginning at the drinking trough at Greenbush, and running south as far as the appropriation will allow.


ARTICLE 29


Voted, That the town raise and appropriate the sum of two thousand dollars ($2,000) to continue the building of macadam road on Union Street, beginning at the junction of Central Street, and continuing south toward the macadam road near the residence of John T. Fitts.


ARTICLE 30


Voted, That the town raise and appropriate the sum of two thousand dollars ($2,000) to macadam and drain Gan- nett Street from Main Street to the residence of H. G. Dick.


ARTICLE 31


Voted, That the town raise and appropriate the sum of twenty-five hundred dollars ($2,500) to build macadam road from the turn in Beach Street, opposite land of L. W. Sumner estate, to Minot Post Office, and to improve Surfside Road and Bailey's Causeway.

ARTICLE 32


Voted, That the town raise and appropriate the sum of one thousand dollars ($1,000) to connect the two sections of macadam road at Scituate Centre, on Central and Branch Streets.


ARTICLE 33


Voted, That the town do adopt By-laws under Chapter 130 of the Acts of 1910, providing for a permanent Advisory Board as proposed by the Town Advisory Committee in their printed report.


ARTICLE 34


Voted, That the town do continue its Advisory Com- mittee of non-office-holding taxpayers, who shall serve without pay, whose duty it shall be to investigate and consider all financial propositions or articles to be brought before the town and to report or advise thereof in open town meeting before action thereon by the town.


ARTICLE 35


Voted, That the town do rescind its vote of March 7, 1910, whereby it voted to change that part of Blossom Street, from Konihasset Hall to Gannett's Corner, to Booth Hill Road.


ARTICLE 36


Voted, To pass over "calling for $100 for the purpose of restoring and caring for the old Pound at Scituate Centre."


ARTICLE 37


To see if the town will rescind its vote of Jan. 4, 1908, whereby it accepted Section 339 of Chapter 11, Revised Laws, and elected its Selectmen and Overseers of the Poor,

one for three years, one for two years and one for one year, and go back to the old method of electing them for one year.

ARTICLE 38


To see what action the town will take concerning the petition of Philander Bates and others, House Bill 154, to change the boundary line between Cohasset and Scituate.
