BEEBE TOWN LIBRARY WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be signed by any resi- dent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians.


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re- questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which it is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.


The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

Voted: That further reading of the Warrant with the exception of the Constable's Return be dispensed with.

Article 1. To see if the town will raise and appropriate for each of the several departments of the town, including an appro- priation for the Miscellaneous Fund, the Soldiers' Relief and Military Aid, sufficient money to provide for the running or said departments until the annual meeting, or what they will do about it.

To see if the town will authorize its Treasurer with the approval of the Selectmen, to borrow on or after January 5th, 1914 in anticipation of revenue of 1914, such additional sums of money as may be necessary to meet the current expenses of the town previous to its annual town meeting, giving the note or notes of the town therefor.

TOWN MEETING MARCH 9, 1914


Meeting called to order at 7.40 o'clock p.m., by Moderator O'Connell.


The Town Clerk being absent, Assistant Town Clerk, Charles E. Walton officiated as Town Clerk.


Call for meeting was read by Moderator O'Connell.'


Voted: That reading of the Warrant be dispensed with with the exception of the Constable's Return.

Voted: That Articles 16, 17, 18, 19, 21, 22, 23, 24 be taken up. "Yes" 39. "No" 6.


Voted: That Articles 16, 17, 18, 19, 21, 22, 23, 24 be laid upon the table until two weeks from tonight (March 23), at eight o'clock.


Article 1. To act upon the reports of town officers as published.


Voted: That the reports of town officers as published be accepted and laid upon the table.


Art. 2. To choose all town officers not required to be chosen by ballot.


Voted: That a committee of five be appointed to bring in a list of town officers not required to be chosen by ballot and report at an adjournment of this meeting.


Art. 3. To see if the town will authorize the Treasurer with the approval of the Selectmen, to borrow during the current year beginning January 1, 1914, in anticipation of revenue for said financial year, such sums of money as may be necessary to meet the current expenses of the town, giving the note or notes of the town therefor.

Voted: That the Selectmen be and hereby are authorized to expend the sum of $18,000, for the Macadam Construction of Main Street under Specifications approved by the Massa- chusetts Highway Commission and said sum of $18,000 is hereby appropriated.


Art. 6. To see if the town will raise and appropriate the sum of $18,000 for the purpose outlined in the preceding article, or to see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue the bonds, notes or scrip of the town to an amount not exceeding $18,000, to provide necessary funds for carrying out any action voted under the preceding article, or what they will do about it.


Voted: To take up Article 6. Unanimous Vote.


Voted: That for the purpose of providing for the payment for the Macadam Construction of Main Street, as authorized by vote of the town under Article 5 of the Warrant for the town meeting of March 9, 1914, the Treasurer be and is hereby authorized, with the approval of the Selectmen, to

issue bonds or notes of the town of the aggregate sum of $18,000.00; said bonds or notes to be payable $6,000.00 annually in each of the years 1915 to 1917, both inclusive; all of said bonds or notes to be dated May 1, 1914 and bear interest at a rate not exceeding 4 per cent per annum, payable semi-annually; all particulars as to form, issuance and sale of said bonds or notes to be determined by the Treasurer, with the approval of the Selectmen. Article 32. To see if the town will vote to increase the pay of the Chief of Police to fifteen hundred dollars per year and raise and appropriate a sufficient sum of money for pay- ment of same, or what they will do about it.

A Motion to reconsider vote of March 9, under Article 32 was lost. "Yes" 208. "No" 235.


Voted : That Articles 32, 33, 34, 35 be taken up in connection with Article 4. "Yes" 114. "No" 6.


Art. 34. To see if the town will increase the salary of the Tax Collector from $650 to $1000, and raise and appropriate money therefor, or what they will do about it.


Voted : That the subject matter of this Article be indefinitely postponed.

Art. 33. To see if the town will increase the salary of the Town Clerk from $200 to $400 and raise and appropriate money therefor, or what they will do about it.


Voted: That the subject matter of this article be indefinitely postponed.


Article 4


Voted: That the town raise and appropriate the sum of $275, to be divided as follows:


Salary of Town Clerk $200.00


Department Expenses 75.00


Voted: That the vote whereby the town voted to raise and appropriate $750, for the salary of Town Counsel be reconsidered.


Voted: That the town raise and appropriate the sum of $500, as salary of Town Counsel


A motion to reconsider vote regarding salary of Town Treasurer was lost.


Voted: That the town raise and appropriate the sum of $200, for salary of the Inspector of Animals.


Moderator appointed the following committee under Article 2: Arthur S. Hill, William W. Greenough, Edward J. Connolly, Harry Clemons, Joseph Harrington.


Voted: That this meeting stand adjourned to Monday evening, March 23, at 7.30 o'clock.
