LIBRARY TRUSTEES


BEEBE TOWN LIBRARY WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be signed by any resi- dent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians.


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re- questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which it is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.


The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

RECORD OF TOWN MEETINGS


TOWN MEETING, MARCH 8, 1915


Meeting called to order by Moderator Eaton at 7.40 o'clock p.m., who read the call for meeting.


On Motion of F. H. Emerson


Voted: That further reading of the warrant with the exception of the Constable's Return be dispensed with.


Constable's Return read by Moderator.


Article 1. To act upon the reports of town officers as published.


Motion by J. C. Hartshorne, That the report of the Treasurer be laid on the table and that the Selectmen be and hereby are requested to ask the Town Counsel for an opinion as to whether the several certificates of deposit representing nine-tenths of all the trust funds held by the town are legal investments under the provisions of Statutes of 1913 and that they report to the town before the final adjournment of this meeting.


Amendment by A. D. Moran.


That this motion be laid upon the table until next Monday evening at eight o'clock and that the Town Counsel render his opinion in writing at that time.


Amendment declared carried and original motion as amended was then voted.


On Motion of M. E. Clemons.


Voted: That reports of remaining town officers as published be accepted and laid upon the table.


Article 2. To choose all town officers not required to be chosen by ballot.

Voted: That a committee of five be appointed to bring in a list of town officers not required to be chosen by ballot and report at an adjournment of this meeting.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1st, 1915, and to issue a note or notes therefor, payable within one

Article 6. To see if the town will raise and appropriate the sum of $236.66 to reimburse the Treasury for this amount paid in settle- ment of judgment in the so-called Bement case, as required by law .- Board of Selectmen.

Article 7. To see if the town will authorize the Selectmen to expend the sum of $6,000 in the permanent rebuilding of Highways, or what they will do about it .- Board of Selectmen.

Voted: That the Selectmen be and are hereby authorized to ex- pend the sum of $6,000 for the Macadam Construction of Highways under specifications approved by the Massachusetts Highway Com- mission.

To see if the town will raise and appropriate the sum of $6,000 for the purpose outlined in the preceding article, or to see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue the bonds, notes or scrip of the town to an amount not exceeding $6,000 to provide necessary funds for carry- ing out any action voted under the preceding article, or what they will do about it .- Board of Selectmen.

Voted: That the sum of $6,000 is hereby appropriated for the purpose mentioned in Article 7, and that to provide for the payment for the Macadam Construction of Highways, as authorized by vote of the town under Article 7 of the Warrant for the town meeting of March 8, 1915, the Treasurer be and is hereby authorized, with the approval of the Selectmen, to issue bonds or notes of the town of the aggregate sum of $6,000; said bonds or notes to be payable in one year from the date of their issue; all of said bonds or notes to be dated May 6, 1915, and bear interest payable semi-annually; all particulars as to form, issuance and sale of said bonds or notes to be determined by the Treasurer, with the approval of the Selectmen. Article 9. To see if the town will raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street, as ordered by the County Commissioners, provided, that only an amount equal to the total amount contributed for said purpose by the State, shall be ex- pended from said $2,000 .- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street, as ordered by the County Commissioners provided, that only an amount equal to the total amount contributed for said purpose by the State shall be expended from said $2,000 as asked for in Article 9.


Article 10. To see if the town will authorize the Selectmen to expend the sum of $4,000 in the permanent rebuilding of Lowell Street, or what they will do about it .- Board of Selectmen.

Article 14. To see if the town will vote to issue bonds, notes or scrip to provide funds to meet any expense involved by any action the town may take under the last preceding article, and to determine the amount and other details thereof .- Charles A. Dean and others.

Article 15. To see if the town will raise and appropriate an amount equal to the surplus of the Water Department for the year 1914, to meet unpaid bills of the department and interest chargeable to the water department bonds .- Charles A. Dean and others.

Voted: That subject matter of this article be indefinitely postponed.


Article 16. To see if the town will vote to become a part of the Metropolitan Water District and authorize the Board of Select- men to make, in the name of the town, application to the Metropolitan Water and Sewerage Board to admit the Town of Wakefield into the Metropolitan Water District, and furnish the town with water, or what they will do about it .- Lauren L. On Motion of W. V. Taylor.


Voted: That the subject matter of Article 16 be laid upon the table until Monday evening, March 22nd, at eight o'clock, and that it be the first business in order.


Article 17. To see if the town will vote to issue bonds, notes or scrip for the purpose of providing funds to meet any payment or obligation necessary under any action the town may take under the last preceding article, determine the amount and other details thereof, or what they will do about it .- Lauren L. McMaster and others.


Voted: That the subject matter of Article 17 be laid upon the table until Monday evening, March 22nd, at eight o'clock.


Article 18. To see if the town will vote to allow the Municipal Light Board to overdraw the General Account by an amount equal to the "Guarantee Deposit Account" for gas and electric meters, and so instruct the Treasurer and Town Accountant to this effect .- Edwin C. Miller, chairman.

Article 19. To see if the town will raise and appropriate the sum of $1,404 to be set aside as a trust fund, said sum being the amount of gas and electric meter deposits outstanding on Jan. 1st, 1915 .- Edwin C. Miller and others.
