BEEBE TOWN LIBRARY


WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be. signed by any resi- dent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which it is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.


The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

Meeting called to order at 7.40 o'clock by Moderator Eaton who read call for meeting.

Voted: That further reading of the warrant with the exception of the Constable's Return be dispensed with.

Article 1. To act upon the reports of town officers as published. On Motion of S. T. Parker.


Voted: That the reports of town officers as published be accepted and laid upon the table.


Article 2. To choose all town officers not required to be chosen by ballot.


On Motion of S. T. Parker.


Voted: That a committee of five be appointed by the Moderator to bring in a list of town officers not required to be chosen by ballot and report at an adjournment of this meeting.

Article 3. Voted: That the sum of $6,000 is hereby appropriated for the purpose mentioned in Article 5 and that, for the purpose of providing for the payment for the Macadam Construction of Highways as authorized by vote of the town under Article 5 of the Warrant for the town meeting of March 13, 1916, the Treasurer, be and hereby is authorized, with the approval of the Selectmen, to issue bonds or

notes of the town of the aggregate sum of $6,000; said bonds or notes to be payable in one year from date of issue; all of said bonds or notes to be dated April 26, 1916, and bear interest payable semi- annually; all particulars as to form, issuance and sale of said bonds or notes to be determined by the Treasurer with the approval of the Selectmen. To see if the town will raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street, as ordered by the County Commissioners, provided, that only an amount equal to the total amount contributed for. said purpose by the State, shall be ex- pended from said $2,000 .- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $2,000 to be spent in rebuilding Lowell Street as ordered by the County Commissioners, provided, that only an amount equal to the total amount contributed for said purpose by the State shall be expended from the said $2,000.


Article 8. To see if the town will authorize the Selectmen to expend the sum of $4,000 in the permanent rebuilding of Lowell Street, or what they will do about it .- Board of Selectmen.


On Motion of Mr. Taylor for Finance Committee.


Voted: That the town expend the sum of $4,000 for the Ma- cadam Construction of Lowell Street under the specifications ap- proved by the Massachusetts Highway Commission.


Article 9. To see if the town will raise and appropriate the sum of $4,000 for the purpose outlined in the last preceding article, or to see if the town will authorize the Treasurer, with the approval of the Selectmen, to issue bonds, notes or scrip of the town to an amount not exceeding $4,000 to provide necessary funds for carrying out any action voted under the preceding article, or what they will do about it .- Board of Selectmen.

Article 10. To see if the town will raise and appropriate a sufficient sum of money, estimated at $269.50, to pay awards of County Commissioners in decree of Dec. 8th, 1896, for damages from widening and relocating of Oak Street .- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $269.50 for the purpose outlined in Article 10.


Article 11. To see if the town will raise and appropriate $100 to pay award of that amount for land damages to Viola Slocumb, occasioned by the laying out of a new way between Salem and Lowell Streets, and being the amount awarded by the County Com- missioners. Board of Selectmen.

Voted: That the town raise and appropriate the sum of $100 for the purpose outlined in Article 11.


Article 12. To hear and act on the report of the Board of Selectmen as to the illumination of the town clock and the placing of the Paul Revere Bell in the tower .- Board of Selectmen.


Chairman Round of the Selectmen offered a written report under Article 12 and on motion of M. E. S. Clemons it was


Voted: That the report as read be accepted and the action of Selectmen towards having clock dials illuminated be ratified.


Article 13. To see if the town will transfer control of the lot of land on the northerly side of Nahant Street, containing a gravel pit, from the Overseers of the Poor to the Board of Selectmen .---- Board of Selectmen.

Voted: That the town transfer control the lot of land on the northerly side of Nahant Street, containing a gravel pit, from the Overseers of the Poor to the Board of Selectmen.


Article 14. To see if the town will authorize the Board of Selectmen to employ counsel for the defence of James J. Pollard and Fred J. Black in any action now pending or which may be brought in the nature of tort, for false arrest brought by George H. Cheever, and raise and appropriate a sufficient sum of money there- for .- Board of Selectmen.


Motion by Mr. Taylor for Finance Committee.


That the town authorize the Board of Selectmen to employ the Town Counsel to defend Chief of Police James J. Pollard and Patrol- man Fred J. Black, in suits brought by George H. Cheever for false arrest.

Article 15. To see if the town will authorize the Board of Selectmen to sell the land known as the Old Franklin Schoolhouse Lot, on Franklin Street .- Board of Selectmen.

Voted: That the Board of Selectmen be authorized to sell the land known as the Old Franklin Schoolhouse Lot on Franklin Street, for the best offer obtainable.


Article 16. To see if the town will vote to purchase, or erect, and equip a two-room portable school building to be used in con- nection with the Lincoln School, and raise and appropriate money therefor, and issue notes or bonds of the town for the purposes of this article, or see what the town will do about it .- Arthur H. Boardman and others.


Motion by W. V. Taylor for Finance Committee.


That the town raise and appropriate the sum of $2769.76 for the purpose outlined in Article 16,

Voted: That Article 16 be laid upon the table.


On Motion of F. J. Henkel.


Voted: That when this meeting adjourn it be at 10.30 o'clock. Article 17. To determine the compensation of enginemen for the ensuing year.


On Motion of W. V. Taylor for Finance Committee.


Voted: That the compensation for enginemen be the same as last year, namely :


$100 each for Engine No. 1, Ladder No. 1, Volunteers No. 2. $ 75 each for Greenwood Hose No. 3, and Montrose Hose No. 4.


Article 18. To see if the town will vote to make the pay of the , permanent men of the Fire Department $21 per week .- W. P. Oliver and others.


A Motion by Finance Committee to indefinitely postpone was lost.


On Motion of J. A. Meloney.


Voted: That the pay of the permanent men of the Fire Depart- ment be $21 per week.


Article 4


On Motion of C. Donovan.


Voted: That Article 4 be taken up.


Voted: That the town raise and appropriate the sum of $432.14 in addition to the amount already appropriated for fire department purpose.

Article 19. To see if the town will vote to install a fire alarm box at or near the corner of Pitman and Harrison Avenues, raise and appropriate money for the same, or what they will do about it .- Albert E. Phelps and others.


On Motion of Mr. Taylor for Finance Committee.


Voted: That the town raise and appropriate the sum of $110 for the purpose outlined in Article 19 and that the amount appro- priated be added to the Fire Alarm Account of the Light Department.


Article 20. To see if the town will vote to accept Chapter 795, Acts 1914, an act to provide for the "Better Prevention of Fires Throughout the Metropolitan District."-William E. Cade.
