BEEBE TOWN LIBRARY WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be signed by any resi- dent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians.


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re- questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which it is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified .at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.


The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

Meeting called to order at 7.45 o'clock P. M., by Moderator Clemons, who read the call for meeting.


On Motion of F. H. Emerson.


Voted: That further reading of the warrant with the exception of the Con- stables' return be omitted.

Article 1. To act upon the reports of town officers as published.


On Motion by Thomas Hickey that reports of town officers as published be accepted.


Amendment by F. J. Henkel, that the portion of the town report, relating to the Municipal Light Plant be laid upon the table. Amendment was voted and original motion as amended was then voted.


Article 2. To choose all town officers not required to be chosen by ballot.


Voted: That a committee of five be appointed by the moderator to choose all town officers not required to be chosen by ballot.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1920, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year. On Motion of A. H. Boardman.


Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1920, in an- ticipation of the revenue of the financial year beginning January 1, 1920, and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1920.


Article 4. To determine how much money the town will raise and approp- riate for General Government, Protection of Persons and Property. Health and Sanitation, Highways, Charities and Soldiers' Benefits, Education, Recreation and Unclassified Public Service Enterprises, Interest and Maturing Debt.

The question of reconsideration of appropriation for Town Accountant De- partment was the business in order.


A motion by Mr. Hackett to reconsider was lost.


HEALTH AND SANITATION


Amendment by Dr. Tyzzer, that the sum of $200. be added to the item of Collection of Garbage, making the same $1,400.00 and total appropriation for Health and Sanitation $9,000.00


Amendment by H. M. Dolbeare that the salary of Inspector of Plumbing be increased $100.00 making the salary $700.00 the increase being taken from the general appropriation. Amendment carried and original motion as amended was then voted.


SCHOOL DEPARTMENT


A Motion by Mr. E. L. Curtis to reconsider the vote relative to the School appropriation was lost.


FIRE DEPARTMENT


Motion by H. M. Dolbeare that vote whereby appropriation was made for Fire Department be reconsidered.


Voted: Amendment by Mr. Dolbeare that the sum of $200.00 be raised and appropriated and added to the salary of the Chief of the Fire Department, making the salary $2,200.00 per year.


Amendment carried and original motion as amended was then voted.


Amendment by W. V. Taylor.


That the vote raising and appropriating money for the Fire Department passed at the Town Meeting March 8, 1920 be corrected by adding the words "and that the pay of the permanent members of the Fire Department be fixed at the rate of $5.00 a day, and that the salary of the call men attached to the Central Fire Station be fixed at $150.00 a year."


Amendment carried and original motion as amended was carried.

HIGHWAY DEPARTMENT


On Motion of F. H. Hackett.


Voted: That vote whereby appropriation was made for Highways be recon- sidered.

Amendment by F. H. Hackett, that the town raise and appropriate the sum of $300.00 in addition to the sum voted at the last meeting so that the salary of the Superintendent of Streets will be $2,500.00


Amendment carried and original motion as amended was then voted. On Motion of F. H. Hackett.


Voted: That vote whereby appropriations was made for election and regis- tration be reconsidered.

That the town faise and appfopriate the sum of $1,825.00 for electihn and registration, tr fe divided as follows:


Salary of Registrars. $425.00


Department Expenses. 1,400.00 $1,825.00


Amendment carried and original motion as amended was then voted. On motion of J. J. Round.


Voted: That vote whereby appropriation was made for Legal Department be reconsidered.


Amendment by Mr. J. J. Round that the salary of the Town Counsel be in- creased to $1,000.00 and the additional sum of $200.00 be raised and appropriated therefor. Amendment carried and original motion as amended was then voted. On motion of W. V. Taylor ..


Voted: That vote whereby appropriation was made for Town Clerk be recon- sidered.

That the salary of the Town Clerk be increased to $500.00 and that the addi- tional sum of $50.00 be raised and appropriated therefor. Amendment carried and original motion as amended was then voted.

Voted: That vote whereby appropriation was made for Tax Collector be reconsidered.


Amendment by W. V. Taylor.


That the salary of the Tax Collector be increased to $1,000.00 and the additional sum of $200.00 be raised and appropriated therefor.


Amendment carried and original motion as amended was then voted.


A motion to reconsider the appropriation for Town Treasurer was lost.


A motion by W. V. Taylor to reconsider the vote whereby the motion to re- consider the question of salary of Town Accountant was lost. Not carried. "Yes" 109, "No" 112.
