On Motion by Robbins, for Finance Committee.


Voted: That the town raise and appropriate the sum of $13,200.00 for the purpose called for in Article 2.


Article 3. To see if the town will authorize the High School Building Com- mittee to purchase the lot of land on Armory street connecting with the High School Lot known as the Mullen property, and raise and appropriate $1,050.00 for that purpose .- John J. Round and others.


On Motion by Robbins for Finance Committee.


Voted: That the town raise and appropriate the sum of $1,050.00 for the purchase of a lot of land containing 5000 square feet as called for in Article 3.


Article 4. To hear and act upon the report of the War Memorial Committee .- Harry I. Thayer.

TOWN OF WAKEFIELD


The report of the War Memorial Committee was read by Mr. H. I. Thayer. On Motion of H. M. Dolbeare.


Voted: That the report as read be accepted as a report of progress and placed on file.


Article 5. To see if the town will raise and appropriate the sum of $750.00 to be used for the erection of a Memorial Tablet, as a tribute to the Wakefield men who served and who lost their lives in the World War, the money to be ex- pended under the direction of the War Memorial Committee .- Harry I. Thayer and others.


On Motion of Mr. Robbins for Finance Committee.


Voted: That the town raise and appropriate the sum of $750.00 for the pur- poses called for in Article 5.


Article 6. To see if the town will authorize the Selectmen to transfer from its Miscellaneous Fund, the sum of $250.00, the same to be added to the salary of the Town Accountant for 1920 .- Harris M. Dolbeare and others.


A motion by the Finance Committee to indefinitely postpone was lost. On Motion of H. M. Dolbeare.


Voted: That the town authorize the Selectmen to transfer from its Miscel- laneous Fund, the sum of $250.00 the same to be added to the salary of the Town Accountant for 1920.


Article 7. To see if the town will raise and appropriate twenty thousand dollars ($20,000.00) for the School Department, for necessary repairs for the High School, or what they will do about it .- J. Lowe McMahone and others. On Motion of Mr. Robbins for Finance Committee.


Voted: That the town raise and appropriate the sum of $16,000.00 for the purposes called for in Article 7. On Motion by G. A. Cowdrey.


Voted: That this meeting be dissolved

Town Meeting, December 13, 1920


Meeting called to order at 7.45 P. M., by Moderator Clemons. The call for the town meeting was read by the Town Clerk. On Motion of Theodore Eaton.


Voted: That further reading of the warrant, with the exception of the Con- stables' Return be omitted. Constables' return was then read.


Article 1. To hear and act upon a report of the committee appointed under Article 28 of the warrant for the annual town meeting for the year 1919, relative to the Municipal Light Plant.


Report of the committee presented to the town and read by Moderator Clemons. · On Motion by W. C. Robbins.


Voted: That the report be accepted as a report of progress and that it be laid upon the table, until action is taken under Article two.


Article 2. To see if the town will vote to sell its municipal lighting plant, or what they will do about it .- Board of Selectmen. On Motion of Finance Committee.


That the town sell its Municipal Light Plant, provided that a reasonable price can be obtained for the same.


A Motion by J. J. Round to have vote taken at certain time was withdrawn. After a discussion of the question lasting until 9.35


On Motion of S. T. Parker it was voted to proceed to ballot. On Motion of Theodore Eaton.


Voted: That at the close of balloting, and announcement of vote, the meet- ing stand adjourned until Monday evening, December 20th, at 7.30 o'clock P. M


After the appointment by the Moderator of sufficient number of persons to take charge of ballot box and check list the vote was taken by a "Yes" and "No" printed ballot.


Polls were closed at 10.05 and the votes were counted with the following result.


· Total number of votes cast 521, necessary for choice 348, "Yes" 310, "No" 211, and the motion was declared not carried.

Adjourned Town Meeting, Dec. 20, 1920


Meeting called to order at 7.45 o'clock P. M.


Article 2.


Motion by H. E. Clemons.


That the vote under Article 2 whereby the town voted not to sell the Municipal Light Plant be reconsidered.


After a short discussion Mr. Ells moved the previous question.


The vote on the question "Shall the main question be now put" being in the affirmative, the motion of Mr. Clemons was voted upon and declared carried.


The motion of the Finance Committee which is as follows:


That the town sell its Municipal Light Plant, provided that a reasonable price can be obtained for the same.


Mr. Robbins for Finance Commission asked permission of the meeting to withdraw that portion of the motion reading as follows:


"Provided that a reasonable price can be obtained for the same."


Objection being made, Mr. Robbins offered as an amendment that the words "provided that a reasonable price can be obtained for the same," be stricken from the motion.


Amendment voted in the affirmative.


Motion by S. T. Parker.


That the meeting proceed to ballot.


During discussion, Mr. Dean speaking to the subject, the previous question was moved by Mr. Brown.


Voted on the previous question was declared not carried. Vote was doubted.


Mr. Brown's motion was then withdrawn by consent of the meeting. On motion of Mr. Butler.


Voted: That the speaking time of Mr. Dean be extended ten minutes. The motion of Mr. Parker to proceed to ballot was voted in the affirmative. On Motion of Loring Jordan.


Voted: That at the close of balloting this meeting stand adjourned to Tues- day evening, December 21, 1920 at 7.30 o'clock P. M.


After the appointment by the Moderator of sufficient number of persons to take charge of ballot box and check list, the vote was taken by a "Yes" and "No" printed ballot.


Polls were opened at 9.05 and closed at 10.35.


Total number of votes cast 1168. Necessary two thirds, 779.

REPORT OF TOWN CLERK


Adjourned Town Meeting, Dec. 21, 1920


Meeting called to order at 7.55 o'clock P. M. by Moderator Clemons, Article 3 being in order.


Article 3. To see if the town will vote to petition the General Court for legis- lation to permit the town to accept bonds of any company it may sell its munici- pal lighting plant to in payment therefor .- Board of Selectmen.


On Motion of Mr. Jordan for Finance Committee.


Voted: That the subject matter of Article 3 be indefinitely postponed.


Article 4. To see if the town will vote to purchase the whole or part of the gas necessary for distribution in the town, in lieu of manufacturing the same, or what they will do about it .- Board of Selectmen. Motion by Finance Committee


That the Municipal Light Commissioners be authorized to purchase gas for distribution in town at their discretion.


On Motion by Mr. Dean.


Voted: That the subject matter of Article 4 be indefinitely postponed.


Article 5. To see if the town will vote to purchase and install additional ap- paratus for the gas plant and raise and appropiate money therefor, or authorize the Treasurer with the approval of the Selectmen to borrow money therefor and issue the bonds, notes or scrip of the town therefor, and determine the number and amount of same .- Board of Selectmen.


A Motion by Finance Committee to indefinitely postpone was lost. On Motion by Mr. Dean.


Voted: That the sum of $25,000.00 is hereby appropriated for the purposes set forth in Article 5 of this warrant, and the purchase and installation of the apparatus therein referred to is hereby authorized. On Motion by Mr. Dean.


Voted: That the Treasurer, for the purposes set forth in Article 5 of this warrant, be and hereby is authorized with the approval of the Selectmen, to issue bonds or notes of the town of the aggregate sum of $25,000.00; said bonds or notes to be payable $1,500.00 in each of the years 1921 to 1930 both inclusive, and $1,000.00 payable in each of the years 1931 to 1940 both inclusive and to bear interest payable semi-annually; all particulars as to form, date of issue and sale of said bonds or notes to be determined by the Treasurer with the approval of the Selectmen. TOWN OF WAKEFIELD


Article 6. To see if the town will vote to have a new gas main laid from the lighting plant to the Stoneham town line at Albion street, and raise and approp- riate money therefor, or to issue bonds therefor, or what they will do about it .- Board of Selectmen.

Voted: That subject matter of this Article be indefinitely postponed.


Article 1.

Voted: That the report of committee made under Article 1 be taken from the table.


On Motion of C. A. Dean.


Voted: That the report of committee be accepted.


Article 7. To see if the town will authorize the Town Treasurer to execute and deliver a bond in the name to the town to the United States, in the sum required by said United States, conditioned in substance upon the return in good order of all military equipment furnished by said United States to the School Department for use in the High School .- Board of Selectmen. On Motion by F. J. Henkel.


Voted: That the town treasurer be authorized to execute and deliver a bond as called for in Article 7.


Voted unanimously.


Article 8. To see if the town will vote to appoint a committee to investigate, consider and report on a change in form of the government of the town, or what they will do about it .- Board of Selectmen.


On Motion by F. H. Hackett.


Voted: That a committee of ten be appointed by the Moderator to investi- gate, consider and report on a change in form of the government of the town. 1


Article 9. To see if the town will authorize and direct the Light Board to extend street lights through that part of Montrose avenue not now lighted .- Charles O. Wanamaker.

Voted: That the subject matter of this article be indefinitely postponed.


Article 10. To see if the town will accept the bequest in the sixth clause of the will of Mary H. Pratt, late of Wakefield, which reads as follows: "Sixth. To the Town of Wakefield, Massachusetts, the sum of two hundred dollars, the income only to be used for the benefit of the town library."-Theodore Eaton. On Motion by Theodore Eaton.

Voted: That the town accept the bequest of $200.00 under the sixth clause of the will of Mary H. Pratt, late of Wakefield, the income only to be used for the benefit of the town library.


Article 11. To see if the town will convey to Lucy A. Pendleton of Wake- field, for a nominal consideration, the land on Oak street, Greenwood, formerly occupied by the Greenwood Hose House, being lot 365 on a plan recorded in Middlesex South District Registry of Deeds, book of plans 60 Plan No. 48, and bounded northerly by Oak street thirty (30) feet; easterly by lot 366 on said plan one hundred (100) feet; southerly by land formerly of Wood, Harmon et al thirty (30) feet; and westerly by lot No. 364 on said plan one hundred (100) feet; being the same premises described in a deed from Albert W. Flint, Treasurer of the Town of Wakefield, to John C. Roberson, dated August, 1903, and recorded with Middlesex South District Deeds, book 3052, page 53, and by said Roberson conveyed by mesne conveyances to said Lucy A. Pendleton .- Theodore Eaton.
