This Library, established in 1856, is supported by tax- ation and by the income from trust funds, and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges.


APPLICATION BLANKS may be signed by any resi- dent and CALL CARDS will be issued on which shall be recorded the date books taken are "Due" and "Returned."


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which it is taken out.


Books must be returned to the Main Library or Branch from which they were taken.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.

Record of Town Meetings


Meeting of March 12, 1923


Meeting called to order at 7:45 o'clock P. M. by Moderator Eaton who read the call for the meeting. On Motion of F. H. Emerson.


Voted: That further reading of the warrant with the exception of the Constable's return be omitted.


Constable's return then read by the Moderator.


Article. 1. To act upon the reports of town officers as published. On Motion of S. T. Parker.


Voted :.. That the reports of town officers as printed be accepted and laid' upon the table.


Article 2. To choose all town officers not required to be chosen by ballot.


On Motion of F. H. Emerson


Voted: That a committee of three be appointed by the chair to bring in nominations for all town officers not chosen by ballot.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen to borrow money from time to time in antici- pation of the revenue of the financial year, beginning January 1, 1923, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Voted: That the Town Treasurer with the approval of the Select- men, be and hereby is authorized to borrow money on and after January 1, 1923, in anticipation of the revenue of the financial year beginning January 1, 1923 and to issue a note or notes therefor payable within one

To see if the town will authorize the Board of Water and Sewer Commissioners to re-lay the water mains in Main Street from Pearl street northerly about 5200 feet, and raise and appropriate the sum of $29,000 therefor and authorize the Treasurer with the ap- proyal of the Selectmen to borrow said sum, and issue the notes and bonds of the town to the amount of $29,000 therefor .- H. M. Wheeler and others.

Voted: That the town authorize the Water and Sewerage Board to relay the water mains in Main Street as requested and described in Article 5 and for said purpose appropriates the sum of $29,000.00 of which $7,800.00 be appropriated from Surplus Revenue.

Voted : That the Treasurer for the purposes set forth in Article 5 of the Warrant for the annual meeting A. D. 1923 be and hereby is authorized with the approval of the Selectmen to issue notes or bonds of the town in the aggregate sum of $21,200.00, said notes or bonds to be payable as follows: $2200.00 in the year 1924 and $1000.00 in each of the years 1925 to 1943 both inclusive and to bear interest payable semi- annually, all particulars, as to form, date of issue and sale of said notes or bonds to be determined by the Treasurer, with the approval of the Selectmen, said bonds shall bear on their face the words "Wakefield Water Loan Acts of 1922." To see if the town will authorize the Board of Water and Sewer Commissioners to re-lay the water mains in Water street from Brook Avenue, westerly to Valley Street, approximately 2000 feet, and raise and appropriate the sum of $6000.00 therefor and authorize the Treasurer with the approval of the Selectmen to borrow said sum, and issue notes and bonds of the town to the amount of $6000, therefor. -H. Article 7. To see if the town will authorize the Municipal Light Board to install iron standards for ighting Main Street between West Water street and Bennett street and install the necessary conduits for operating said lights by under ground construction and raise and ap- propriate a sufficient sum of money therefor, or authorize the Treas-

urer to issue with the approval of the Selectmen notes or bonds of the town to the amount voted under this article for the aforesaid purposes. -Board of Selectmen.


Article 8. To see if the town will vote to construct a sewer on Bennentt street from Main street to Herbert street, so-called, and raise and appropriate money therefor or to issue bonds or notes of the town to pay for said sewer .- Ernest E. Tyzzer and others.


Voted: That Articles 6, 7, and 8 be laid upon the table.


Article 9. To see if the town will authorize the Municipal Light Board to expend not exceeding $7500 for extensions to the plant the same to be taken from the receipts of the department .- Marcus Beebe, 2nd and others.


On Motion by Finance Committee.


Voted: That the Town authorize the Light Commissioners to ex- pend not exceeding $7500.00 of its receipts for construction purposes.


Article 10. To see if the town will raise and appropriate $15,000 for the installation of additional conduits, transmission lines, and a sub- station wth necessary electrical apparatus therein, all as an extension to the electrical works of the Municipal Light Plant and authorize the Town Treasurer with the approval of the Selectmen to borrow and issue notes or bonds of theh town to such amount as may be appropriated under this article, to provide money for the purposes aforesaid .- Marcus Beebe, 2nd and others.


Voteds That Article 10 be laid upon the table.


Article 11. To hear and act upon a report of the committee ap- pointed under Article 14 of the warrant for the annual meeting held in 1922.

Voted: That the Town appropriate the sum of $6,000 for the purposes set forth in Article 6 of the Warrant for the annual meeting A. D. 1923 and authorize the Treasurer with the approval of the Sel- ectmen to issue bonds or notes of the Town in the aggregate sum of $6000, said bonds or notes to be payable as follows: $1000, in each of the years 1924 to 1929 both inclusive, all particulars as to form, date of issue and sale of said bonds or notes to be determined by the Treasurer with the approval of the Selectmen, said bonds or notes shall bear on their face the words "Wakefield Water Loan, Acts of 1922."

Article 7. A motion by A. H. Boardman that the town appropriate the sum of $10,000, and issue bonds therefor for the purposes set forth in Article 7 was declared not carried. The necessary two-thirds not being attained. Affirmative 135. Negative 109. After a further explanation of the purposes of this article it was unanimously voted that the action of the Town under the previous vote be reconsidered. It was then
