Record of Town Meetings


Meeting of March 9, 1925 !


Meeting called to order by Moderator Eaton at seven-thirty-eight o'clock P. M. The Town Clerk being absent, the Moderator called for nominations for a Town Clerk Pro Tempore and the name of Harry A. Simonds placed in nomination by Howard A. Jones. No other nomina- tions being made, the meeting thereupon elected Harry A. Simonds as Town Clerk Pro Tempore.


Call for meeting was read by the Moderator and on motion by C. F. Young


Voted: that the reading of the remainder of the Warrants with the exception of the Constables' Return, be dispensed with.

Voted: That the reports of the town officers as published be ac- cepted and laid upon the table.


Article 2. To choose all town officers not required to be Chosen by ballot.

Voted: That a committee of five be appointed to bring nomina- tions for all town officers not required to be chosen by ballot.

Voted: That article 29 be taken up immediately following the dis- posal of articles 45 and 46.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in antici- pation of the revenue of the financial year, beginning January 1, 1925, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Voted: That the Town Treasurer with the approval of the Select- men, be and hereby is authorized to borrow money on and after January 1, 1925, in anticipation of the revenue of the financial year beginning January 1, 1925 and to issue a note or notes therefor payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1925.


Article 4. To determine how much money the town will raise and appropriate for General Government, Protection of Persons and Proper- ty, Health and Sanitation, Highways, Charities and Soldiers' Benefits, Education, Recreation and Unclassified Public Service Enterprises, Int- erest and Maturing Debt.

Article 5. To see if the town will raise and appropriate $10,000.00, for the repairing and rebuilding of New Salem Street from Vernon Street to its junction with Salem Street, and thence Salem Street to Lowell Street. The work to be done under the specifications approved by the Department of Public Works, Division of Highways of the State .- Board of Selectmen.

REPORT OF TOWN CLERK


On motion by Finance Committee as amended by M. E. S. Clemons


Voted: That the town raise and appropriate the sum of $10,000.00, to rebuild the streets named in Article 5 and under the terms therein stated.


Article 6. To see if the town will accept and allow a report of the Selectmen laying out a town way from Greenwood Avenue to Oak Street across the land of Edward E. Lee .- Board of Selectmen.


Article 7. To see if the town will accept as a gift from Edward E. Lee a conveyance of a triangular lot of land at the junction of Oak Street, Green Street and Greenwood Avenue, and name the same,- Board of Selectmen.

Voted: That the subject matter of these articles be laid upon the table for one week.


Article 8. To see if the town will raise and appropriate $13,000 for the installation of the Gamewell Police Signal System, or authorize the Treasurer to borrow any part of said sum for said purpose and issue the bonds of the town therefor .- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $13,000.00, to carry out the purpose of Article 8.


Article 9. To see if the town will raise and appropriate a sum of money for the purchase of land for Highway Department purposes .- Board of Selectmen.


On motion by Finance Committee


Voted: That the subject matter of this article be indefinitely post- poned.


Article 10. To see if the town will vote to purchase land to protect its water supply on the southeasterly end of Crystal Lake now owned by Mrs. Tingley and others and raise and appropriate the sum of $2,000. to pay for same .- Board of Selectmen.

Voted: That the town raise and appropriate the sum of $2,000, to carry out the purposes of Article 10.

TOWN OF WAKEFIELD


Article 11. To see if the town will accept a conveyance of land on Wave Avenue from Alice M. Emerson .- Board of Selectmen.


On motion of M. E. S. Clemons


Voted: That the town accept a conveyance of land on Wave Avenue consisting of a strip on the north side of said' Wave Avenue between the Elks Home and land of Campbell and extend a note of thanks to Mrs. Emerson.


Article 12. To see if the town will authorize the Water and Sewer- age Board to relay the water mains on Main Street, from Nahant Street, southerly about 3200 feet and raise and appropriate the sum of $24,000 therefor or authorize the Treasurer with the approval of the Selectmen to borrow said sum and issue the notes of the town to the amount of $24,000 therefor .- Water and Sewerage Board.


The Finance Committee recommends that the town raise by bond issue the sum of $24,000, to carry out the purposes of Article 12.


On motion by A. H. Boardman


Voted : That the Water and Sewerage Commissioners relay the water mains on Main Street from Nahant Street southerly about 3200 feet and to provide for relaying the said mains there is hereby appro- priated the sum of $24,000, and to meet the said appropriation the Treas- urer with the approval of the Selectmen is hereby authoirzed to issue bonds of the town to the amount of $24,000; said bonds to be payable as follows: $2,000 in each of the years 1926 to 1930 both inclusive and $1,000 in each of the years 1931 to 1944 both inclusive, said bonds shall bear on their face the words "Wakefield Water Loan, Act of 1922". Unanimous Vote.


Article 13. To see if the town will authorize the Water and Sewer- age Commissioners to extend the water mains in the following streets : Merriam Street from Forest Street northerly about 800 feet; Green Street from Shady Avenue southerly about 800 feet and raise and ap- propriate the sum of $4,000 therefor or authorize the Treasurer with the approval of the Selectmen to. borrow said sum and issue the notes and bond's of the town to the amount of $4,000 .- Water and Sewerage Board.


The Finance Committee recommends that the town raise by bond is- sue the sum of $4,000 to carry out the purposes of Article 13.

northerly about 800 feet; Green Street from Shady Avenue southerly about 800 feet and to make the said extensions on the water mains there is hereby appropriated the sum of $4,000, and to meet the said appropria- tion the Treasurer with the approval of the Selectmen is hereby authoriz- ed to issue bonds of the town to the amount of $4,000. to be denominated Water Mains Extension Bonds, pursuant to the General Laws Chapter 44, section 8. Unanimous Vote.


Article 14. To see if the town will authorize the Water and Sewer- age Commissioners to extend the water mains in the following' streets: Main Street from Humphrey Street northerly about 300 feet; Humphrey Street from Main Street to Renwick Road about 900 feet; Morgan Ave- nue from Renwick Road southerly to Tamworth Hill Avenue, about 370 feet; Tamworth Hill Avenue from Morgan Avenue easterly about 425 feet; Pine Ridge Road from Renwick Road easterly about 800 feet, and raise and appropriate the sum of $10,000 therefor, or authorize the Treas- urer with the approval of the Selectmen to borrow said sum and issue notes and bonds of the town to the amount of $10,000 therefor .- Water and Sewerage Board.
