The Clinic for children crippled with Infantile Paralysis was dis- continued in September on account of the small number of cases and the chronic stage of the disease.

Towards the end of the past year, scarlet fever increased to the pro- portion of a mild epidemic. No evidence has been found that the cases were derived from any common source of infection, but evidently arose for the most part, from association with unrecognized cases of the dis- ease. The isolation of suspectecd cases and the prompt reporting of recognized cases is of utmost importance in checking the spread of the disease. The increase in the number of pupils congregated in single school buildings doubtless multiplies the opportunities for the trans- mission of various infections. There have been few cases of diphtheria notwithstanding the non adoption of measures providing for artificial immunization.
The establishment of public dumps and their supervision by this Board has with the cooperation of the public resulted in notable im- provement.
A matter of considerable importance to the town is the conserva- tion of its natural features such as woodlands, ponds and streams. The ideal community is not one entirely given over to paved streets and buildings, nor do supervised playgrounds fully meet the recreaton re- quirements of the developing child. A certain degree of spontaneity and initiative is quite as important in recreation as in the more serious activities of life. The pollution of ponds and streams, often of little moment in sparsely settled territory, with increasing population tends to transform such bodies of water into foul smelling quagmire and open sewers. That natural features may be developed for the welfare and health of the community is ilustrated in improvements that have been effected in neighboring towns. Our streams are not only unattractive but their continued pollution, especially by manufacturing concerns constitutes a menace to health, while the custom of dumping rubbish of all sorts into streams also renders them foul and unsightly. This Board on occasions, has cleaned out certain streams but such improvements are only temporary unless supported by public sentiment. As streams be- come more and more foul it becomes necessary to conduct them under ground in pipes at least in the more thickly settled areas. This treat- ment is however undesirable, for not only do we abolish a natural attrac- tion but increase the rate of "run off" in times of heavy rainfall with consequent flooding of town areas. The condition of one of our streams should improve on the installation of the low level sewer which it is hoped the town will see fit to construct in the near future.
During the late summer and autumn of the past year, and unusually abundant growth of green algea, a minute form of plant life, appeared

in Lake Quannapowitt, which accumulated in large quantities on the lake shore, especially near the outlet and there underwent decomposition. Later on the fish of the lake commenced to die in great numbers irres- pective of species or size. Whether this mortality was brought about by poisonous substance originating from natural fermentation processes or by poisonous material introduced into the water has not been deter- mined, although it is clear that it was not due to any infectious disease among the fish. The gradual disappearance of fish from our brooks and ponds should not be disregarded, for it probably accounts largely for the increasing mosquito nuisance of late years. It will not be sur- prising if the loss of fish from our larger lakes is followed by a further increase of these pests.
The natural features of the town are assets of inestimable value and public interests as well as property rights should be considered in matters pertaining to them. Something has already been accomplished by public spirited individuals endowed with vision for future condi- tions, but the town as a whole should support a constructive policy in the conservation of woodland parks, lakes and water ways, and might well effect an extension of the powers and activities of the Boards under whose jurisdiction they come.
Public Health has to do with the general welfare of the community as well as the combatting of communicable disease. The so called "up- lift" movements do not ordinarily succeed because growth must be from within and not external to the body politic. Outdoor sports in which people young and old may participate should be encouraged, especially during the winter months when resistence to infection tends to be low- ered by indoor life and sudden change of temperature.
It is the opinion of this Board that the lack of adequate means of sewerage disposal in the region of the east of the town should be re- medied as soon as feasible by the extension of the present system of sew- ers, involving the installation of a pumping plant. This appears to be · the most important permanent improvement now essential to the proper development of the town.

Report of the Milk Inspector
To the Members of the Board of Health Town of Wakefield, Massachusetts.

Gentlemen:
The following is my report of the inspection of the milk supply for the Town of Wakefield for the year 1925.
The inspection for this year has not varied in many respects from that conducted in previous years. It has consisted of the licensing of all dealers, stores and restaurants selling milk in the town; the collec- tions and analysis of the milk for the butter fat and total contents and in the inspection of the premises upon which the milk has been produced and the conditions under which it is handled and bottled. Also several complaints have been investigated and I am pleased to report that sug- gestions offered for the remedy of unsanitary conditions found have in the majority of cases been immediately complied with. I can report at this time that the local milk supply has maintained a very fair average of butter fat and total solids content for this year.
I would like to call to your attention and to the attention of all in- terested mothers and fathers of small children a bill that will shortly be introduced to the Legislature, to the effect that all milk drawn from a cow unless such cow has been tested within a period of one year by the tuberculin test and has been found not to react thereto, must be pasteu- rized. This to my mind is a worthy measure and merits the support of all interested people.
