Annual Town Meeting
MARCH 10, 1947
With an attendance of approximately one thousand voters, at 7.30 P. M., just previous to the calling of the meeting, Herbert D. Anderson, outgoing chairman of the Board of Selectmen, took the platform and stated that, with the indulgence of the voters for a few minutes, he desired to perform a pleasant duty. Noting that the town has a new moderator, an event which he said only occurs in this town every four or five decades, he said it did not seem fitting that we should permit the retiring moderator to terminate his services without proper recognition. He said a group of interested citizens have caused to be inscribed a suitable scroll which he desired to present to Thomas G. O'Connell, the retiring moderator, who has served as such for most of the time for the past forty-eight years.
The scroll, handsomely engraved, colored, and framed, was received by the Town Clerk for Mr. O'Connell. It was inscribed as follows:

BE IT RESOLVED that the undersigned members of the Board of Selectmen, acting in behalf of all the citizens of the Town of Wakefield, do hereby express our apprecia- tion for the excellent services given; and to extend to you the best wishes of all said citizens for the years to come.

The Town Clerk then administered the qualifying oath to the new moderator, Loring P. Jordan, Jr., who called the meeting to order at 7.38 P. M., and read the call for the meeting.
On motion by Patrick H. Tenney :
Voted: That further reading of the warrant, with the exception of the constable's return, be dispensed with.
Constable's return read by the moderator.
ARTICLE 1
To act upon the reports of Town Officers as published.
On motion by Charles C. Cox:
Voted: That the reports of Town Officers, as published, be accepted.
ARTICLE 2
To choose all Town Officers not required to be chosen by ballot. On motion by Patrick H. Tenney:
Voted: That the moderator appoint a committee of five to submit nominations for all town officers not required to be chosen by ballot, and submit same before the adjournment of this meeting.

ARTICLE 3
To see if the town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in an- ticipation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to re- new any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws. - John I. Preston and others.
On motion by Frederick W. Bliss, for the Finance Committee:
Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money from time to time in antici- pation of the revenue of the financial year beginning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.
ARTICLE 4
To see if the town will vote to authorize various departments to pur- chase new equipment at net costs not exceeding amounts specified below, exchanging similar equipment therefor, where now owned, the net cost of such new equipment to be expended from the appropriations voted for such departments.

The hand vote on Mr. Lindsay's amendment being questioned by seven voters, the moderator called for a count of the vote and appointed the fol- lowing tellers: Patrick H. Tenney and William J. Lee for the north section, Charles C. Cox and Frank N. McIntire for the centre, John I. Preston and Peter Y. Myhre for the South, William R. Lindsay, Raymond P. Dower and William G. Dill for the balconies.
Result of the Vote: 435 persons yoted in the affirmative, and 214 per- sons voted in the negative, and the moderator declared the amendment carried.
