The annual town report of the administrative boards of the Town of Fairhaven for the year Ending December 31, 1931 is herewith submitted.


Report of the Selectmen and Board of Public Welfare


Your Board of Selectmen organized February 2, 1931 as follows: Isaac N. Babbitt, Chairman, William Tallman, Clerk.


The Board of Public Welfare organized with Isaac N. Babbitt, Chairman and Miss Claudia Schiller, Secretary.


Thomas W. Whitfield was appointed Superintendent of Highways in accordance with the town meeting vote Febru- ary 14, 1931, and the report of his activities will be found under the Report of the Highway Department.


The limited representative form of town meeting has now been in force one year and has proven, by the intense interest displayed by the Town Meeting Members in the transaction of town business, most successful.


The Welfare Department continues to reflect the busi- ness depression and, while we are endeavoring to supply the needy, we are also exerting our utmost efforts to keep our expenditures within reasonable bounds by thorough investi- gation of each individual case.


Owing to the uncertainty of the duration of the present unparalleled depression we are compelled to ask for an in- creased amount for Public Welfare practically equalling the amount expended during 1931. We find from attendance at meetings of both County and State Selectmen's Associa-

tions that the subject of Public Welfare was of paramount importance and that every town in the Commonwealth had expended large sums in addition to the original appropriation. We also found that every town has had its trouble with the Old Age Assistance Act and on a vote taken at the State Association Meeting, every town voted as not being in favor of the Act as it now stands. We are in hopes that the Act will be amended so as to allow cities and towns to accept or reject it and to make appropriations for the care of their own people.


We find that it will be impossible to meet the require- ment demanded in the report of the New England Insurance Exchange owing to the enormous increase in the cost of Fire Department operations.


Owing to the increase in the State Tax and the decrease in the Corporation Income Tax and the increase in the ap- propriation for the Welfare Department, we are urging the utmost economy in the making of appropriations in order that the tax may be held to the present rate.


The sooner cities and towns adjust their expenditures to correspond with their deflated income, the sooner confidence will be restored. In the warrant we are recommending ad- justment of expenditures to compare with our deflated in- come and ask your co-operation in order to maintain Fair- haven's enviable financial position.
