of Technology, Mount Holyoke College, Smith College, Well- esley College, Radcliffe College are the only New England colleges that require pupils to take examinations for entrance. Harvard University admits the first seventh in rank of the boys of the graduating class without examination. Because most of our pupils enter college by certificate it is necessary to be extremely careful that this privilege is not in any way jeopardized. A certificate privilege is lost when the pupils of a high school fail in subjects pursued during the first half year in college. In case of one pupil failing in one subject the school is warned ; in case of a second pupil failing in one subject the school is put on probation for one year and a third failure means the loss of the certificate privilege for three years. This rule applies, however, only to the colleges of the New England College Entrance Examination Board. The members of this board are: Amherst College, Bates College, Boston University, Bowdoin College, Brown Uni- versity, Clark College, Colby College, Massachusetts Agricul- tural College, Middlebury College, Tufts College, Wesleyan University and Williams College. However, many of the colleges that do not belong to this board accept the certificate from schools approved by the Board in addition to issuing a certificate privilege of their own and follow the rules of the Board for certificate revocation. Fairhaven High School has never lost its certificate privilege.
The problem of college preparation is difficult at Fairhaven High School. As yet, the school is not large enough to separate college preparatory recitation sections in all college preparatory subjects. For this reason these pupils are re- citing in sections with those who are not preparing for college and who do not need to maintain the high standard of scholarship required now for college entrance. As a result, in these classes many of these latter pupils are inter- ested simply in getting a passing mark and getting through high school. They do only a minimum amount of work. The influence of all this on the pupils who are preparing

for college is not always wholesome and it is with extreme difficulty in some cases that the work for college entrance is accomplished. However, as the school increases in number and faculty it will be possible to organize more college pre- paratory sections.
I wish to express appreciation on the behalf of the faculty and myself for the hearty support you and the school com- mittee have given us during the past year.
Respectfully submitted,
GEORGE C. DICKEY, Principal.
HEALTH
The report of the School Nurse and Dental Clinic follow :
SCHOOL NURSE
The schools are visited on regular days each week.
Physical charts are kept for each elementary school child.
The weighing of pupils has been attended to in all of the schools. Milk has been given to under-weight children, and also sold to any school child at three and one-half cents per jar.
Toxin Antitoxin was given in the spring to 247 children.
This fall the Schick Test was given to all children who had the Diphtheria Toxin Antitoxin.
31
The Taunton Traveling Clinic examined thirty-six children. All mothers cooperated in answering the necessary questions.
The State Chadwick Clinic for testing children for Tuber- culosis has been started for examining children in all grades. Mothers can also bring pre-school children on examining days, if they so desire.

The following quotations, the first from an editorial in the New York Times, the second from an unknown writer in the Journal of the National Education Association, express sentiments worth the attention and careful consideration of parents and taxpayers.
"There is one debt for which no moratorium can with safety be declared. It is the one to which the Minister of Education in England referred in the midst of the World War, 'the eternal debt of matu- rity to childhood and youth'-education. After health and physical safety it is the first obligation of the State."
33
"The depression has reached the final psychologi- cal stage. Recovery is a matter of faith. We can hoard our money, starve our fellows, reduce sala- ries, lower standards of living, and paralyze those vital marginal industries that depend on generous buying power or we can recognize frankly that our real treasure is human life and set about to con- serve and strengthen the vital values. We can put children first and keep them first, knowing that it is they who must carry the torch tomorrow if civ- ilization is to march forward. Of course, this will mean sacrifice, but sacrifice in order that children may have educational opportunity is no new thing in America. Most of the men and women who to- day are the backbone of our republic hold their present places because farsighted parents knew that children came first, and had the grace and courage to do without, that sons and daughters might have a better life than theirs had been. That is the real American spirit. In that spirit let us keep the schools at their best. Our great national treasure is the children. Let's keep the Children First."
CLOSING
It is fitting to express in this report sincere appreciation of the fine cooperative spirit manifested by principals and teachers during the year. They are giving freely of their best in order that the schools may minister effectively to children in these trying times.
Respectfully submitted,
CHARLES F. PRIOR,
Superintendent of Schools.
