Report of Selectmen and Board of Public Welfare


To the Citizens of the Town of Fairhaven:


The Board organized on February 6, 1935 as follows: Board of Selectmen, F. Eben Brown, chairman, Charles W. Knowlton, clerk. Board of Public Welfare, F. Eben Brown, chairman, Miss Claudia I. Schiller, secretary.


Many problems have made it a strenuous year, especially in Public Welfare and Treasurer's Departments.


In accordance with the requirements of Chapter 42 of the General Laws, the boundaries of the town were perambulated with the officials of the City of New Bedford, Town of Acushnet and Town of Mattapoisett. Attached to the report you will find the list of Jurors.


By vote of the town at Special Town Meetings held in April and August, and with the approval of the Emergency Finance Committee, the sum of $56,000 was borrowed from the Com- monwealth under Chapter 49 of the Acts of 1933 to relieve the taxpayers of the tremendous burden occasioned by the demands of Public Welfare. This amount added to a previous loan of $50,000 borrowed in 1933 made a total loan on tax titles held by the town of $106,000. Tax title redemptions in 1935 amounted to $30,173.92, as compared to $13,990.62 in 1934. At the close of the year our books show a balance due the Com- monwealth of $65,142.95, less receipts on hand of more than $4,000.


In connection with tax titles and under authority of the town by-laws two pieces of property were put up for sale by the Selectmen. One piece was sold and the other bid in for the town. Buildings on this property were razed and the land cleared by E. R. A. labor.


A suit to determine the legality of the right of the Selectmen to lease Union Wharf was brought against the town by the Hathaway-Braley Wharf Company, D. N. Kelley & Son and Peirce & Kilburn. The case was heard in New Bedford before an Auditor and referred to the Supreme Court for final decision.


Liquor licenses were granted as follows: Druggist's one, Clubs two, Retail All Alcoholic three, Common Victualler All Alco- holic five, Common Victualler Malt and Wines three. The revenue to the town totalled $2,200.

We would call your attention to the report of Mr. Edward W. Sanders, E. R. A. administrator, and appointed by the Board as Sponsor's Agent under W. P. A., of the work accomplished as E. R. A. and W. P. A. projects.


In view of the large amount of money expended by the Gov- ernment for labor in this town under E. R. A. we had hoped for decreased expenditures in the Public Welfare Department, but due to restrictions imposed under E. R. A. and to the unsatis- factory operation of W. P. A., such was not the case. On the con- trary expenditures increased by $18,170.29 making a total for 1935 of $71,109.58. Unless some changes are made in the present method of bi-monthly payrolls by the Government we fear con- ditions will be even worse next year.


There was an expenditure of $21,613.76 for Old Age Assist- ance cases, one third to be reimbursed by the Commonwealth. On January 1, 1935, 60 cases were being aided, 5 have been closed and 32 new cases opened, making a total of 87 at the close of the year. If changes are made in the present law to conform with the Federal Social Security Act we anticipate an unprecedented increase in applications in 1936.


The Board wishes to thank the officials of the various town departments and the Community Nurse for valuable cooperation during the year.
