Report of the Selectmen


The Board organized on February 10, 1942, as follows: Board of Selectmen, Harold E. Kerwin, Chairman, Thomas W. Whitfield, Clerk, Claudia I. Schiller, Secretary to Board and Ac- counting officer.


We have continued our quarterly meetings with the heads of the various departments and in addition this year have asked the finance committee to sit in also. We believe these meetings have brought out in discussion many problems and questions which have proven a benefit to all.


Bids for blanket insurance coverage of all town owned proper- ty were received and the results were published in newspapers at that time. Nothing further could be done on this until an amount of money, practically $6,000, is voted by the Annual Town Meet- ing of 1943.


Due to the war, a War Rationing Board was set up. We know most of you are familiar with the functions of this Board. We would like to express our appreciation for the fine coopera- tion given us by the Assessors; Mr. Birtwistle, Mr. Terry and Mr. Nye and their assistant, Mrs. Vincens, who carried on this work so effectively until the Federal Government set up the present Board. This new Board and their different panels, along with the teachers and other deputies who aided, have done commendable work on what is proving to be a big task - nevertheless, in spite of this is going along in a very efficient and able manner.


The Sconticut Neck Water Project has progressed very slow- ly this year due mainly to the depletion of W. P. A. workers who have found employment in private industry. We believe it is on- ly a question of time, and a short time at that, when Government will, as it has elsewhere, end all W. P. A. work. This job will then have to be carried on in some other manner.


Fairhaven was alert to the need of scrap iron from the first of the year. In the early summer, the town and the Union Street Railway Company removed all street car tracks in town. Our cit-

izens responded splendidly to the scrap drives for needed war materials. These scrap drives were successful because of the ef- forts of a hardworking salvage committee and much credit is due them for our good showing.


Traffic Regulations in Fairhaven have been a much discussed subject for some few years but nothing definite done which was acceptable to the State Department of Public Works. This year they again requested the adoption of traffic regulations so we drew up rules and submitted them for approval and after a few minor changes they were accepted and approved by the Department on July 20, 1942, and immediately put into effect. The many favor- able comments on these new regulations proves they are satis- factory to the greater number of citizens.


A much needed ambulance was presented to the town by the Fairhaven Police Relief Association. This is a latest type ambu- lance and the Board extends their sincere thanks to the Associa- tion for their civic interest and efforts.


A General Electric F. M. Police Radio of the latest type was ordered, but due to priorities and Government regulations, has not been delivered. No definite date of delivery was prom- ised, so none can be expected.


All departments have been more or less handicapped this year in regard to help. The war has taken a great many of our younger men and industry, with higher wages, has taken many others. Though handicapped, each department has carried on in a satisfactory manner. This problem, will , no doubt, be with us for the duration, therefore we cannot expect the same type of efficient service as heretofore.


By vote of the Town in January, 1942, $27,000 was appro- priated for Civilian Defense expenses and at the same meeting the town meeting members, by unanimous vote, instructed the Selectmen to appoint six men or women to have full control of the appropriation. This special committee, having members from each precinct, was appointed by the Selectmen on January 26, 1942. We feel the town is indeed fortunate in having men of high business experience and successful in their own line to serve on this Special Appropriation Finance Committee. We wish to express our thanks and appreciation to them and call

your attention to a report of their committee found elsewhere" in this book.


Our Civilian Defense set-up is a well working organization under the direction of Mr. John G. Hagberg, a man of much ex- perience. Mr. Hagberg is also Chief Air Raid Warden and under: his guidance and the cooperation of his associates the Defense: set-up is a credit to them and to our town. Both Mr. Steele and' Mr. Parkinson, who carried on this work earlier in the year, should be commended for their part in building up these defense units.


Practically all departments increased wages of employees during the year. This was to be expected and is as it should be due to the increased cost of living and also to the fact that depart- ment cuts in wages put into effect six or seven years ago were never restored. The police, for instance, were working nine hours a day for a seven day week at the rate of 44 cents per hour. This is, of course, a very low rate when you consider the W. P. A. rate is 50 cents per hour. Most departments are now working under a wage scale fairly level with the existing minimum rates paid in surrounding towns.


The Shellfish Committee, appointed at the request of the last Annual Town Meeting, has been very active and with State Officials has made a very exhaustive study of shellfisheries in our area. The Selectmen realize the importance of this industry and what its development means to the town. We are heartily in favor of the recommendation of the Committee and the State in this matter which may be found in the Report of the Shellfish Committee to be found elsewhere in this book. We extend our thanks to this group for their interest and their fine work.


We wish to thank the citizens and all departments, as well as the various committees, for their fine spirit of cooperation and we pledge our further cooperation for our Town and our mutual benefit.

REPORT OF THE ADMINISTRATIVE BOARD OF THE BUREAU OF OLD AGE ASSISTANCE


The actions of this Board in regard to the granting of Old Age Assistance have been as conservative as State Regulations will allow. The increase from a $30.00 to a $40.00 minimum per month on certain cases and the more liberal allowance by the State on budgetary requirements has increased the cost of this department considerably.
