ANNUAL REPORTS TOWN of FAIRHAVEN, MASSACHUSETTS 1952


THOMAS A. TRIPP 1857 - 1953


Fairhaven suffered the loss of one of its outstanding citizens on January 6, 1953, when Thomas A. Tripp, who had been active in local affairs for nearly a century, suffered fatal injuries in an accident at the age of 95. Mr. Tripp, in addition to being a leader in finance, commerce and industry in this area for more than the life span of most men, had served the town of Fairhaven in several official capacities in former years, and, as its senior citizen, as an adviser in many activities in his later years.


A native and life-long resident of Fairhaven, Mr. Tripp was the son of the late Arnold Gifford Tripp and Susan T. (Swift) Tripp. His father was a prominent resident of this town, a con- tractor and builder who erected a number of the town's finer business buildings and residences, many of which are still standing. Mr. Tripp was graduated from the Fairhaven high school in 1875, and at the time of his death was its oldest living alumnus. He later was graduated from the Friends' school, now Moses Brown school, in Providence, R. I.


Mr. Tripp became associated with the glass manufacturing industry in New Bedford immediately after completing school, and won rapid advancement, serving as an executive of the Mt. Washington Glass Co. and the Pairpoint Co. In 1895 Mr. Tripp was instrumental in effecting a merger of the companies as the Pairpoint Corp., and served as general manager of the latter concern until his retirement in 1932, after being active in the growth of the industry over a 54-year period.


Mr. Tripp's financial and banking activities extended over a great span of years, and at the time of his death he was president of the Fairhaven Institution for Savings, which he had served 50 years as president and more than 65 years as a director, and a director of the First National Bank of New Bedford, which he had served in that capacity for 60 years. He served many years as a director of the National Bank of Fairhaven.


Despite his manifold commercial interests, Mr. Tripp found time for civic interests as well. He was a member of the Fairhaven school committee from 1890 to 1893, and again from 1900 to 1918, for 16 years of which period he was chairman of the committee. He served as town moderator for five years, starting in 1932. While

The Selectmen's Message


The Board of Selectmen and the Board of Public Wel- fare organized with Walter Silveira as chairman and Dr. Harold E. Kerwin as clerk. Dr. Kerwin, who served for two years previous as Veterans' Agent consented to con- tinue in that capacity. The third member, Mr. Charles W. Knowlton, to serve on both Boards.


Financial Condition


The financial Balance Sheet on December 31, 1952 shows Surplus Revenue, or free cash, of $135,503.27. Votes of the Annual and Special Town Meetings drew from the surplus fund for Reconstruction of Roads, Fire Ladder Truck, the Millicent Library, Civil Defense and the Fire Department. A total of $20,889.32 was added to it at the close of business from unexpended appropriation balances. Bonded debt was increased by a net of $30,000.00 due to the school building program.


School Building


Greatest expenditure this year was for school build- ing, as additions to both Oxford and East Fairhaven schools were completed, thereby adding to our educational institu- tions two very fine examples of architecture and workman- ship, and alleviating for the time being overcrowded con- ditions in the elementary schools. Land adiacent to the Oxford School was transferred to the jurisdiction of the School Committee. The town will vote on the purchase of land for the purpose of erecting a junior high school at the Annual Town Meeting of 1953.


Road Construction


The widening and reconstruction program on Sconticut Neck Road was continued from Manhattan Avenue north to the curve approaching the railroad bridge. The ques- tion of abandonment of the railroad is expected to be set- tled during the coming year, which will make possible work from Washington Street south to the curve. Main Street from Wood Street north to Coggeshall has been recon- structed and has greatly improved this section, which has been poor for a good many years.

Town Hall


The Town Hall was repaired on the front exterior above the arches by removal and replacement of brickwork to eliminate a bulge caused by seepage from drain pipes within the wall. The contract was awarded to Sullivan & Foster, who completed the job in a first-class manner. Necessary roof repairs were made by J. H. Duggan & Son Roofing Company.


Complete redecoration of the auditorium and first and second floor hallways was carried out under con- tract to Mr. George DeFelice, an artist-painter of renown. This has been done in a fine manner and he has done far more than the contract called for. Members of the Fair- haven Improvement Association inspected the work and in their annual report noted "In July we inspected the restoration inside of the Town Hall and suggested chan- ges and improvements - wonderful art-work by a com- petent artist". The opinion of Mr. William Tallman, arch- itect, is set forth in his report to the Board as follows: "Con- sidering that the overall obligation of the contractor was to design as well as to do all work from repairs to complete finish, I believe the town has little or no ground for com- plaint as to quality, and certainly none as to quantity".


A new lighting circuit of proper voltage is contem- plated for the building in the coming year to replace the 50-year old circuit which is overloaded.


Reorganization of Departments


Evidence of the continued growth of the town is borne out by the volume of business carried on in the Town Hall each day. This is particularly true in the office in which both the Selectmen's and Public Welfare work has been conducted for years. No longer is it feasible for these department to be combined. The increase in the Public Welfare, both in case-load and administrative detail, make mandatory more personnel if all requirements of the Fed- eral and State Governments are to be met. Failure to con- form could result in withholding of Federal reimbursement. Approximately forty percent of adminstrative costs are re- imbursed the town, a factor which must be considered in increasing the staff. We propose to reorganize and to find separate quarters for the Public Welfare Department. To

do this it will be necessary to hire three additional persons, one for the Selectmen's Department and two for the Public Welfare. It is our considered opinion that the best inter- ests of the town can be served thereby.


Town Accountant


The Annual Town Meeting voted to accept the law which empowered the Selectmen to employ a Town Ac- countant. Mrs. Irva M. Bushnell was appointed in May on a part-time basis and has discharged her duties in a cap- able manner from her office built into the banquet hall.


Traffic Regulations


After long negotiations with the Department of Public Works of Massachusetts traffic signal lights were installed at Middle Street.
