The Selectmen's Message


The Board of Selectmen and the Board of Public Wel- fare were organized with Albert E. Stanton as chairman, Walter Silveira as clerk, and Charles W. Knowlton as a member of the joint Boards. Albert E. Stanton continued to serve as Veterans' Agent during the year.


The members, either individually or collectively, are serving on the Recreation Committee, Board of Trustees of the Millicent Library, the Committee on the Advisability of Taking Over the Fairhaven Water Company and The Fire Station Committee.


Financial


The State Department of Corporations and Taxation made its annual audit of the town accounts and also a second audit of the books of the Town Collector, Thomas J. McDermott, following his decease, at which time Miss Helen Westgate was appointed as Temporary Collector. The com- plete reports may be found in another section of this re- port. Free cash of $158,469.14 was certified by the Commis- sioner at the close of the year.


Improvements


Efforts of the Board have been directed to various im- provements and repairs to the town hall building. The ex- terior wood and metallic surfaces received two coats of paint and new sound-proof ceiling was installed in the Assessors' Office. Base heating was installed in the office of the Town Treasurer to remedy a deficiency of long standing. One hallway on the lower floor was refinished and three powder rooms received attention. The boiler room was com- pletely divorced from the rest of the building by a solid cinder-block wall and underwriter's label fire-proof door. A high-powered induced draft in the heating system elimi- nated the smoke and soot nuisance to the neighborhood. Re- conditioning of the floors in various offices is contemplated next year.

Continued and extended use of West Island Town Beach was made possible this past season by improvements to the beach itself and by installation of life-line equipment. Sani- tary facilities were built and flood-lighting installed in the tower.


Recommendations


Major improvements recommended for the coming year include the widening of Main street on the east side by tak- ing two feet from the sidewalk on the east side from Center street to Spring street in order to alleviate a hazardous and inconvenient condition, and also the reconstruction of Wash- ington street from Madison Square to Egypt Lane. These two projects could be financed from funds provided by the State Department under Chapter 718 of the Acts of 1956.


In Memoriam


We regret to report the passing of Manuel Moniz, who had been a faithful employee of the Highway Department for a number of years.


In conclusion we wish to thank the heads of the other town departments for their cooperation during this past year.
