Article 89.
By adding thereto the following section, to be designated
as Section 17A:
"No structure or vehicle designed for human habita- tion, of the type commonly known as a trailer, shall be permitted to remain on any premises within the town unless a permit therefor has first been obtained from the Building Inspector with the written approval of the Selectmen as set forth in Section 18 of the Zoning By-

Whoever permits such structure or vehicle to remain on any premises after being notified by the Building Inspector to remove the same shall be subject to a penalty of Five Dollars ($5.00) for each day that said structure or vehicle remains on the premises after such notice, the money so received to be paid into the treasury of the Town of Fairhaven."
AMENDMENT TO THE ZONING MAP
Article 90. Voted to amend the Zoning Map by extending an exist- ing business district located at the northwesterly corner of Alden Road and Washington Street, roughly 500 feet westerly and 150 feet northerly, as described.
COMMITTEES
Article 91. Voted that a committee be appointed consisting of four members, one each to be appointed by the Building Inspector, The Planning Board, the Finance Committee Chairman, and the Chairman of the Board of Selectmen, to investigate means of controlling building on unim- proved streets and to report at the next Special or An- nual Town Meeting.
To appropriate $500.00 for Elementary School Com- mittee.

WATER COMMITTEE - Unanimously voted that the Committee be kept in existence and to accept the report of the Committee.
FIRE DEPARTMENT - Voted unanimously to appro- priate a sum of $500.00 for preliminary plans and other expense of the Committee on a Fire Station not to exceed a total cost of $100,000.00 and that this Com- mittee be continued with the addition of the Fire. Chief and the Clerk of the Board of Fire Engineers. Also to accept the report.

RECREATIONAL DEPARTMENT - Voted to accept the report of the Recreational Committee and the con- tinuance of the Committee, and that they oversee and look over various property in Sconticut Neck and make their report at the next Annual or Special Town Meet- ing as to the desirability of a playground in that area.

STREET LIGHTING COMMITTEE - Voted to accept the report of the Street Lighting Committee.
TUBERCULOSIS - The report of the Committee was read, and it was voted to accept the report and that the Committee continue its work for another year.
REMOVAL OF LOAM - Voted that a committee of three (3) be appointed, one each by the Selectmen, Im- provement Association and the Finance Committee, to study the Town's By-Law, relative to the removal of loam, land, gravel, clay, etc., and to present to the next Special Town Meeting for consideration a revision of said By-Law, wherein it provides certain penalties for established violations of said By-Law. Unanimous vote.

Librarian's Report TO THE BOARD OF TRUSTEES OF THE MILLICENT LIBRARY
Even though all our efforts this year seemed to be directed toward planning for, ordering, and equipping our new bookmobile, still to be delivered, we note that a few innovations of reasonable importance were put into effect during 1956.
New Bookcharging System
During the last few years our old bookcharging system had become mechanically imperfect. Repair service was in- creasingly difficult to obtain, the original manufacturer hav- ing gone out of business. With the prospect of acquiring a bookmobile, the method of charging out books became all- important. Our no longer efficient system had to be replaced with a modern, time-saving operation which would be reason- ably inexpensive.
The Gaylord electric bookcharging machine was installed in September, preceded by the many months of groundwork that such a change-over necessitates. The old book cards are still being replaced gradually by new ones which fit into the new machine. Each borrower has had a new library card typed and filed at the library, to be called for by him at his convenience. At the time a new card is issued, the bor- rower must re-register and is then given the card that will be his permanently. Only juvenile borrowers have any changes in prospect : they will receive adult cards when they reach the age of fourteen.
Another Gaylord machine is being installed on the book- mobile, and we know that the hours it has already saved us at the library will increase the efficiency of the service on the road.
New Art and Music Room
With the consent of the Board of Trustees, the Trustees' Room, which was reserved for the Board's monthly meetings

and which houses some of the library's most valuable art objects, has now been coverted to the functions suitable to the setting which it provides : an Art and Music Room.
All the music books and the fine art books previously shelved in the stacks have been moved here. Limited shelving space has forced us to leave the craft books in the old book stacks for the present.
An added attraction made available to the public in December is a small collection of long-playing records that may circulate or be listened to in the Art and Music Room on a hi-fi which has an earphone attachment. The instrument has a loud speaker as well, which was made use of at our Open House during Book Week in November and also during the Christmas season.
The aesthetic beauty of this room can now be appreciated more fully by the public, with good music and an increas- ingly attractive collection of art books to enhance its artistic enjoyment.
Book Supply and Demand
Our book circulation dropped 4 per cent, but the number of borrowers registered increased in 1956 to 1,357, bringing the total of borrowers who currently have library cards to 3,762. This final tally, which represents only 28.1 per cent of the population of Fairhaven, may not look to impressive; however, it represents the largest number of people using our library since 1939 and indicates that more borrowers are making an effort to get to the main library. When the library goes to them in 1957 via our bookmobile, we should see a decided upward swing in our statistics.
1,822 books were added in 1956, and 1,210 withdrawn, making a total of 47,667 volumes in our collection. 1,808 books were cataloged, 167 new titles added to the teen col- lection and 23 to the school collection.
Children's Work
We sent 3,980 books to the elementary school classrooms during 1956. The Librarian and the Children's Librarian visited these schools at the end of the school year in June to publicize the summer program at the library, and in Book Week to talk about new children's books.

In May the seventh-grade classes came to the library for instruction as to how to use the library.
