Selectmen's Report.
The undersigned Selectmen respectfully submit the following report :
The Board of Selectmen organized Mar. 4, 1902, Charles S. Chace, chairman and clerk.
Mar. 8, Authorized Charles S. Chace to make applica- tion to the Mass. Highway Commission for an appropria- tion for a state road in Dighton and to appear before the Board and urge its consideration.
An allotment of $5000 was made for the Turnpike route.
Mar. 28, Sealed Proposals were opened that had been filed establishing the salary of Town Physician. The low- est offer was from Dr. Joseph B. Sayles and he was ap- pointed to serve from Apr. 1, 1902 to Mar. 1, 1903. We recommend that a Town Physician be hired for next year and that authority be given the Selectmen to hire one for the year succeeding their term of office.
We have received a letter from Mr. Woods, attorney for Robert R. Vance, objecting to the present drainage and flow of surface water on his land from Somerset Ave. near

his residence. We have inserted an article in the annual town meeting warrant so you can act on the matter.
State Aid has been paid to four additional claimants and an increase to two.
By reference to the report of the Treasurer and re- ports of other departments you will find the financial con- dition good and satisfactory.
With the usual appropriations and no unusual outlay a decrease in our tax rate of from one to two dollars on a thousand may be expected.

Town Meeting.
To be held Monday, March 2, at 8.45 o'clock A. M. in Town Hall to act on the following articles :
First. To choose a Moderator to preside at said meeting.
Second. To raise such sums of money as may be necessary to defray Town charges for the year ensuing, and appropriate the same.
Third. To choose all necessary Town Officers for the year ensuing, and to vote Yes or No, on the question shall license be granted in this Town for the sale of intox- icating liquors.
Fourth. To hear the report of the Town Officers,and act thereon.
Fifth. To hear the report of the Auditor, and act thereon.
Sixth. To see if the Town will accept and approve of the Jurors nominated by the Selectmen and act thereon.
Seventh. To raise and appropriate a sum of money, for highways, townways and bridges and to determine the expenditure of the same.
Eighth. To see if the Town will authorize the Treasurer to hire money under the direction of the Select- men to pay Town charges.
Ninth. To see if the Town will raise and appropriate a sum of money for the support of the public library.

Tenth. To see if the Town will raise and appropriate a sum of money for Memorial day.
Eleventh. To see if the Town will raise and appro- priate a sum of money for the protection of shade trees in the Town, and to determine the expenditure of the same.
Twelfth. To see if the Town will allow a discount to persons making a voluntary payment of their taxes on or before some date that the Town may fix and charge in- terest after a date that the Town may fix.
Thirteenth. To determine the compensation of the Treasurer and Collector of Taxes.
Fourteenth. To see if the Town will instruct the Overseers of the Poor, to hire a Superintendent of the Town Farm for the year succeeding their term of office.
Fifteenth. To choose three Fish Wardens.
Sixteenth. To choose three Oyster Wardens.
Seventeenth. To see if the Town will authorize the Overseers of the Poor, to hire a Town Physician, and for the year succeeding their term of office, and upon such terms as may be agreed upon by that Board.
Eighteenth. To see if the Town will raise and ap- propriate a sum of money to purchase surety for the official bonds of the Town Officers.
Nineteenth. To see what action the Town will take in relation to the claim made by Robert R. Vance that his land is damaged on account of the drainage or flow of water from Somerset Ave. and act thereon.
The polls will open for the election of Town officers at 9 o'clock A. M. and may be closed at 1 o'clock P. M.

Voted that the appropriation for highways and bridges be expended in the same manner as last year, which was, compensation for a man, 15 cents per hour ; for horse 121/2 cents ; for cart, 212 cents ; for yoke of oxen and cart, 20 cents per hour ; for double team of horses, $2.75 per day ; for shoveling snow, 20 cents per hour.
Voted not to allow a discount for the voluntary pay- ment of taxes before any stated time.
Voted that the compensation of Treasurer be $50 per year.
Voted, the compensation of Tax Collector be fixed by public auction, and Albert N. Goff agreed to pay over to the Town on or before Dec. 31, 1902, 98 11-16 per cent. of all legally assessed taxes.
Voted to authorize the Overseers of Poor to hire a Town Physician on such terms as may be satisfactory to said board,

Licenses were granted to sell fireworks to William Walton, Nathaniel R. Lincoln, Fred N. Reed, Charles W. Chase, Albert L. Briggs. Common Victuallers license to George K. Wilbur at Dighton Rock Park.
At the adjourned annual Town meeting, April 5, George B. Perry not having qualified as Selectman and Overseer of Poor, Willard J. Reed was chosen as Select- man and William T. Place as Overseer of Poor.
Voted, to raise and appropriate $150 to purchase the gravel hill of L. J. Wade. The Town to have all the gravel on the lot, and to have five years to remove the same. Voted to adjourn.
The Massachusetts Highway Commission having ap- portioned $5000 for the construction of a State Highway on what is known as Winthrop St., a Town meeting was held on May 21st at two o'clock P. M.
To see if the Town will give their Selectmen author- ity to contract with the Mass. Highway Commission for the construction of a State Highway under the provisions of Sec. 10, Chapter 47 of the Revised Laws or waive said right.
It was voted to choose James N. Paul, Moderator.
Voted, that the Town waive its right to contract with the Mass. Highway Commission for the construction of a piece of the State Highway on Winthrop St.
Voted, not to pay the bill of Elmer Shove for medical attendance, as presented by Dr. J. B. Sayles and to defend a suit at Court, if one should be entered.
Voted, to adjourn to the first Saturday in June at 3 o'clock P. M.
At the adjourned meeting held Saturday, June 1st, at 3 P. M., no business was transacted.

ANNUAL REPORT.
On Monday, June 30, a Town meeting was held. Article 2d was to see if the Town will authorize the Se- lectmen to enter into an agreement to indemnify the Com- monwealth of Mass. against damage which may be caused by the layout and construction of a section of State Highway.
Article 4th. To see if the Town will authorize their Selectmen to obtain, by purchase or otherwise, of the Old Colony St. Railway Co., land for the change in the high- way on the Providence Turnpike in accordance with the plan submitted to the Selectmen by the Mass. Highway Commission and act thereon.
Article 5th. To see what action the Town will take in relation to a proposition made by the family of the late Moses Kimball to erect a drinking fountain near the resi- dence of H. F. Horton on Elm St.
James N. Paul was elected Moderator.
Voted, to authorize the Selectmen to enter into an agreement to indemnify the Commonwealth against dam age caused by building the State Highway on what is known as the Providence Turnpike, agreeable to plans submitted by the State Highway Commission.
Under article 4 it was voted to authorize the Select- men to obtain by purchase or otherwise, the land owned by the Old Colony Street Railway Co., necessary to build the State Highway on the Providence Turnpike.
Voted to accept the offer of Miss Helen Kimball to erect a drinking fountain near the residence of H. F. Hor- ton and to authorize the Selectmen to make such arrange- ments as may be necessary in relation to said fountain.

The Town meeting for the sale of the fishing priv- ileges was held on Nov. 4th, at 3 o'clock P. M., and also to see what action the Town would take in relation to dis- continuing so much of Chestnut street as lies between Walker street and the State Highway, near residence of N. Allen Walker.
Voted, to sell the fishing privileges at public auction. They were sold by Charles S. Chase for $25 each to Albert N. Goff and Edward D. Perry.
Voted, that the Road Commissioners be instructed to hold a hearing on the question of the discontinuance of a part of Chestnut street, after giving all legal notices, and report on the same at an adjourned meeting.
Voted, to adjourn to the first Saturday in December at 3 'clock P. M.
On Nov. 14, 1902, at 12 M., the Town Clerks of Dighton and Berkley met with the City Clerk of Taunton at his office, to examine records of votes for Representa- tive in the 5th Bristol district, and found the result as fol- lows: Whole number of votes, 1184. Dwight F. Lane of Dighton, has 810; James T. Nixon of Taunton, has 279 ; Blanks, 96. Dwight F. Lane was declared elected. Cer- tificates made out and signed as required by law, and adjourned.
At the adjourned meeting of Saturday, Dec. 6, Josiah S. Place was chosen Moderator pro tem, in the absence of James N. Paul.

The Road Commissioners reported as follows :
Dighton, Mass , Dec. 4, 1902.
In pursuance to notices posted in Post Offices at North Dighton, South Dighton and West Dighton and notices left with N. Allen Walker, your Board of Road Commissioners held a public hearing at the house of N. Allen Walker in said Dighton, and whereas it appears to the said Board of Road Commissioners and other inhab- itants of Dighton that that part of Chestnut St. commenc- ing at the house of N. Allen Walker, and running to the State Highway be discontinued, as it appears not to be needed for business or pleasure and whereas no remon- strance was made and no damage asked. Therefore your Board of Road Commissioners recommend to the voters of Dighton that said part of Chestnut St be discontinued.

It was then voted to discontinue so much of Chestnut St. as lies between Walker St. and the State Highway.
Voted, that the Road Commissioners be instructed to hold a Public Hearing and find out if the southeasterly part of Chestnut St. to the Providence Turnpike ought to be discontinued and the part of the Turnpike leading from the State Highway to the State Highway and if the public required a street to be laid out from said Chestnut St. to the State Highway. Voted to adjourn.
