Selectmen's Report.
To the Inhabitants of Dighton :- -
The organization of the Board of Selectmen, Overseers of the Poor and Board of Health for 1908 was perfected by the choice of Charles S. Chace, Chairman and Secretary.
Our people who are largely engaged in agricultural pursuits have been severely affected by the business depress- ion prevailing the past year, and more than usual it has been a hardship to pay the taxes.
Such condition ought to impress on our voters to exercise great care in making the appropriations for the several departments the coming year.
The matter of the tax rate is very largely in the hands of the people in a Town government, no official has any right to exceed the appropriation unless for an emergency.
The State and County tax has increased, but the State has assumed the maintenance of the insane, costing them more than the extra payment.
Our own tax rate has decreased one dollar on a thousand and we have made a material decrease in the town debt, and we expect a further decrease next year.
It is a fact that very few Towns in the State and County can show a decrease.

Received from the Street Railway Tax, $929.56 an increase of $109.09-Corporation Tax $255.91 an increase of $85.99- Excise Tax $1,291.30 an increase of $7.11-Bank Tax $646.30 an increase of $9.76.
A section of State Highway has been built from near the Green farm to the residence of J. P. Ashley.
We expect another section to be built next year, as the policy of the commission is to complete thoroughfares connec- ting large cities as soon as possible.
We have particularly noticed a section of road graveled by Commissioner Briggs in March in the mud, which made a compact and nice road, demonstrating that most of the money should be spent early in the Spring.
STATE AID.
The payments for State Aid is as follows: Dec. 1907, $91; Jan. 1908, $91; Feb. $91; March, $87; April, $87. May, $87; June, $87; July, $87; August, #87; Sept. $87; Oct. $91; Nov. $81.
Two recipients have died during the year; Eugene F. Rose and Hodijah Baylies. Mr. Baylies in his last sickness, in addition received Soldiers' Relief amounting to $36.
FIRE PROTECTION.
This question has been brought before our people by the recent fires in the south part of the Town. The splendid demonstration made by the Anchor Color and Gum Works Co.'s fire apparatus in extinguishing the fire on Daniel D. Andrews premises and protecting surrounding property has awakened much interest favorable to securing, by the Town, something in the line.
A fire district might be formed, but if adequate protection was secured the outlay we are pursuaded would be more than the tax paying of the district would feel able to bear.

In 1897 a water company was chartered by the Legislature to furnish water to the inhabitants of Dighton and Somerset.
The large increase of buildings in lower Somerset and at North Dighton, and the prospects in South Dighton, calls for some such enterprise, and it is regretable that causes developed that defeated the project.

We regret to report that the Town Farm is as usual not able to meet its expenditures. Such conditions have existed for years, and some method should be adopted to eliminate this undesirable element.
The loss runs from one to four hundred dollars a year.
It seems to be too much each year to pay to prevent the abuse of pauper demands which might occur in the absence of a place to commit such applicants.

Then at any time we are liable to have expensive cases that would be very much cheaper to handle in a home of our own. Therefore, we find we cannot altogether dispense with a Town Asylum.
We feel that it would be wise for several Towns to join in forming a pauper district, and thereby maintain a home very much cheaper and with better facilities to accomplish the purposes for which institutions are established.
With such an end in view we have communicated with the Overseers of the Poor of the Town of Berkley, and find that they consider it a wise proposition, and are to bring this matter before their people at the next annual meeting.
We have also decided to put articles in the next annual Town Meeting warrant, so that the Town may have a chance to determine the best course to pursue.
Fortunately our interests are such that we can combine another source of expense to both Towns with our Pauper Department at a great saving.
We refer to the care of Berkley and Dighton Draw Bridge.
We propose to sell our Town Farm and join with the Town of Berkley in securing a small but adequate place near the bridge'as a Town Home, and the Superintendent attend- to the bridge.
A suitable place, we are advised can be secured at a moderate outlay.
