SELECTMEN'S REPORT
To the Inhabitants of Dighton :-
With pleasure we congratulate you that the Town has joined the small number which is free from debt; an achieve- ment resulting from your approval of the Pay-As-You-Go policy, and the appointment of a Finance Committee.
This Committee is required to investigate all financial projects and report their findings for consideration at the Annual Town Meeting, together with their recommendation.
These recommendations the meetings unanimously adopted resulting in cancelling the debt, and reasonably supporting all our Departments, at the end of the year there was a surplus in the Treasury and a tax rate of Twenty-One Dollars and Fifty Cents on a thousand. Jointly with the Department of Public Works, a half of a mile, a section of Wellington Street, has been built, leaving another section to build which we hope our finances will permit, the coming year. We also improved a mile of Williams Street with state help.
GEORGE WASHINGTON
The Massachusetts Bi-centennial Committee offers some practical suggestions relative to celebrating the 200th anni- versary of his birth by civic improvements, such as, protection from forest fires, beautifying our highways by doing away with gasoline filling stations and way-side stands. We hope the Town will adopt fitting measures to commemorate the heroic deeds and war principles he and his noble associates of that generation adopted.

Everyone admires a residential street with beautiful shade trees and woodland roads and enjoys travelling thereon, but

the charm and pleasure is destroyed when there are small ungainly, decaying, dead, falling limbs among them, endan- gering public travel, and being the source of law suits and damages.
Mr. Leroy Latimer, Tree Warden, posted trees and called a Public Hearing at Pleasant Street. Considerable opposition appeared and before approving of cutting, we asked advice of the nation wide known Davey Tree Expert Co. who examined the trees and advised us without cost to the Town, as follows :- Gentlemen :-
This is to confirm our inspection of certain trees in the Town of Dighton, Massachusetts on May 27th, and confirms the unbiased opinions given by Mr. C. H. Bissler from the Home Office of The Davey Tree Expert Company, in company with the writer, manager of the southeastern New England district.
The elm trees in question shall be referred to hereafter by number. Trees 1, 2 and 3 are on Pleasant Street. Tree 4 is on lower Pleasant Street and tree 5 is at the corner of Pleas- ant and Main Streets.
Tree 1 is a large elm, which is a menace to people passing either on sidewalk or road and is in such a low state of vitality that it does not warrant any expenditure whatever in an effort to retain the tree.
Tree 2 has a dead area which extends over half way around its base, is very badly decayed, has a heavy top and is a dis- tinct menace to all traffic.
Tree 3 is what remains of a formerly splendid tree. The top is so far dead that if it were pruned there would be nothing left and the tree would be a distinct eye-sore to the community. It does not warrant any expenditure.
Tree 4 is a large elm which is totally invaded by cankerous fungi which will rapidly kill the remaining portions of the tree that are now alive. It has a number of large decayed areas at its base and is not worth pruning.
Tree 5 has a large decayed area at its base which has ex- tended so far that it has only two and one-half inches of good wood to support the entire tree, so that it constitutes a serious

menace. It is overtopped by larger trees nearby and in time will be shaded out. It sets out in the road. All the above trees in the opinions of Mr. Bissler and Mr. Hill should be removed at an early date.

REPORT OF THE BOARD OF HEALTH
To the Inhabitants of Dighton :-
The State Vital Statistics report 49,503 deaths in the State during 1930, a small decrease over former years.
Pneumonia caused 4,043 of that number, Tuberculosis, 2,734, Cerebral Hemorrhage, 4,108, Cancer and Malignant Tumors 5,813, Diabetes 1,021, Bright's Disease and Nephri- tis 3,485, Diphtheria and Croup 182, with only a few cases of Typhoid Fever.
There has been no local epidemic during the year. The usual health problems have been met and have received prompt and efficient care.
We are indebted to our School Physician and Community Nurse for advice and successful health work and the co- operation of parents, teachers and the general public.
The number of deaths recorded are 31: Marriages 31: births 81.
Appropriation for Health for the year $2,800.00
Expenditures for Health for the year 2,707.24

REPORT OF THE BOARD OF PUBLIC WELFARE
To the Inhabitants of Dighton :-
Demands for assistance have largely increased during the latter part of the present financial year, and a gloomy pros- pect of future needed aid is evident.
We are reaping a harvest produced by the World War, causing extreme calamity and economic conditions.
To avert further disaster and secure recovery, we all must suffer, help and act wisely.
Paid in 1931 for Welfare Assistance $10,786.24
The Annual Appropriation 11,000.00
Appropriation for 1930 aid 1,509.63
One hundred. and forty-five (145) persons living in Town have been assisted. A number having a settlement in Town have been aided by the Town where they resided which we have paid.
Beginning early in the winter, families not able to secure employment, have been given work cutting bushes and clean- ing out rubbish on the public highways, a much needed im- provement.

REPORT OF TOWN NURSE 1931
Board of Health, Board of Selectmen Dighton, Massachusetts.
Gentlemen :
The past year of 1931 has found our town more free of con- tagious diseases than the previous year.
There were a number of cases of whooping cough, about one-half of which were among children of Pre-School age. There was also several cases of Chicken Pox, a few Cases of Scarlet Fever, and cases of Diphtheria.
A greater number this year have taken advantage of the Visiting Nurse Service afforded by the John Hancock and the Metropolitan Insurance Companies, who are affiliated with your Board of Health for this purpose.
As in past years, the Social Welfare Work has taken up much time, but time very profitably spent. Under the country- wide existing conditions, this work has been somewhat in- creased.
I wish to thank at this time the Dighton Rock Grange for money given at Christmas time that was used to fill baskets, the community for clothing and food they have given, the Mount Hope Finishing Company for cloth. These contribu- tions have all been given to worthy and needy families, for which they have been very grateful. I wish also to express my appreciation to the town officials and all others who have kindly aided with willing service.
