GENERAL INFORMATION


The office of the Board of Selectmen, Welfare and Health is open Monday through Friday from 8:30 to 12 Noon and 1:00 to 4:30 P. M. The members of these boards meet weekly at 7:30 P. M. on Wednesday in the Selectmen's office at town hall.


The office of the Town Clerk, Town Collector, and Treas- urer is open on the same schedule as the office of the Board of Selectmen except that Wednesday evenings the hours are 6:30 P.M. to 8:00 P.M.


The Board of Assessors meet weekly at 8:00 P. M. on Wednesday in the Assessors' Office. The office is open the same hours as the above offices.


The School Committee meetings are held once a month on the third Thursday of the month at 7:30 P.M. in the School Committee room.

REPORT OF THE FINANCE COMMITTEE


To the Board of Selectmen:


The Finance Committee conducted several meetings with the Selectmen in preparation of the 1956 budget, and also were represented at several meetings for Town Officials.


As previously stated in the Town Report, one of the functions and duties of a Finance Committee is to consider and advise as to the future. This past year the Committee members took a tour of the Town and considered several items, which already have been acted upon by the towns- people, namely: school department buildings, police depart- ment cruiser, and the recreational needs of the Town.


We should like to stress the point to the townspeople that the Finance Committee members are appointed and act strictly in an advisory capacity. The final decision is up to the townspeople.

SELECTMEN'S REPORT


1956


To the Citizens and Taxpayers of Dighton :


The organizational meeting of the Board was held after the Annual Town Meeting, and it was voted to continue the practice of dividing the chairmanships of the three Boards. Mr. Atwood was chosen as Chairman of the Selectmen, Mr. Benevides for the Board of Public Walfare, Mr. Smith for the Board of Health, and Mr .Smith was chosen to serve as the recording clerk of all the Boards.


Fifty-two weekly and nineteen special meetings were held with one absence. The Board met on three occasions with all Town Officers for discussion and action on various matters of mutual interest. Board members attended meetings of the County and the State Selectmen's Associations. Members also attended several meetings of the Southeastern Massachusetts, and Massachusetts Police Chiefs Association. The Chairman represented the Board at two conferences relative to Massa- chusetts Industrial Development Commission programs. The Chairman was also delegated to represent the Town's interest at hearings on several Chapter 90 and Public Works projects. Much good for the Town has been gained and knowledge acquired from attendance at all of these meetings.


All appointments of Town Officers and Committees have been recorded with the Town Clerk together with the Juror's list and are contained in the Clerk's annual report. Annual reports of the various Town Officers and departments are contained in this 1956 Annual Town Report. Any attempt to publish in complete detail the various performances of duties within these reports is understandably prohibitive. Therefore, only the reports of official transactions and business of major concern shall be attempted as in the best interest of economy.

ANNUAL REPORT


The duties and function of the Board of Selectmen has been fulfilled as completely as is possible under the present system. We have endeavored to provide all of the services to the public as is necessarily required and within the scope of the various appropriations. It has been our purpose to coordinate the various departments and agencies into a complete organizational unit to function in harmony for the public interest. This, we believe, has been done. The record would so indicate. Although there are many changes which could be made and many facilities to be acquired to provide more services, we feel that only the most needed essentials should be considered for the immediate future.


The Town has voted instructions to the Finance Committee to study and report upon the capitol needs of outlay for the next five year period. The Selectmen are fully aware of these needs and will continue to exercise our sworn and statuatory duties in dealing with them as well as all official Town prob- lems and policies.


All public and municipal agencies are faced with increas- ing cost of providing public services. Wages, salaries, and materials are continuing to rise. The financial outlook is not a bright one for the taxpayer. However, the Town's financial condition is as favorable as in the past, and the taxpayers are urged to study the Town's financial balance sheet as pub- lished in the Auditor's report.


Any continued or further commentary on public policy and services will not be attempted in this report. However, we list the following as being accomplished within the year:


1. Easement obtained for storm water drainage from New York, New Haven and Hartford Railroad Co. at the Center Street Railroad Bridge. System of drainage installed.


2. Decree obtained from Bristol County Commissioners and Massachusetts Dept. of Public Utilities authorizing the layout of Muddy Cove Lane across the railroad tracks. Layout accepted by the Town and the crossing opened and constructed.

3. Acquisition of Flood Relief Funds for the replacement of the Elm Street Bridge over the Segreganset River. Project is 90% complete at this time.


4. Contract entered into with the County of Bristol, Massachusetts Dept. of Public Works and Flood Relief for the construction of a new bridge, widening roadway, and new approaches over the Three Mile River at Spring Street and Lincoln Ave. The temporary auxiliary bridge is underway as this is being compiled.


5. Elementary School Drainage System completed and $395.97 balance of account returned to Surplus Revenue.


6. Purchased 1956 Chevrolet Dump truck for the use of the Highway Department, together with snow plowing equip- ment.


7. Obtained and installed additional radio equipment for the Fire Department with Civilian Defense Matching Funds.


8. Commissioned two 10 K.W. mobile motor generator sets from surplus agencies for use of the Fire Department.


9. Contracted for the delivery of a 1957 Plymouth Station Wagon for the use of the Police Department as a cruiser.


10. Constructed storm water drainage systems on Center Street, Baylies Street, Main Street and Williams Street.


11. Completed resurfacing and improvement of two miles of Gravel Roads on Cedar and Tremont Streets.


12. Undertook extensive road improvements on Horton, Oak, Pine, Milk and Brook Streets.


13. Completed preliminary work with the Assessors and Planning Board for the providing of a Town Mapping Project.


14. Provided for the appointment of several committees to study and meet the required needs of change of Town Officers, health and hospital insurance for Town employees, and a Town Office Committee to act at such time as needed.

15. Established Traffic Rules and Orders to better cope with and control traffic and parking methods.


16. Contracted for the provision of equipment and appara- tus by the N. E. Tel. & Tel. Co. for a fire alarm system at the North Station of the Fire Department.


17. Initiated the necessary action whereby the Town accepted provisions of the statute for the establishment of a playground and recreational commission to be elected at the next annual meeting.


On June 7, 1956, Walter D. Pilling, one of our elected Town Officials, passed away. Mr. Pilling was serving the Town as a Trustee of the Public Library and his untimely death was a decided loss. The Selectmen and other Trustees of the Public Library, in joint session, chose Mr. Joseph Hathaway of Hart Street as Mr. Pilling's successor to hold office until the next election.


Again we report that Town Officials are aware of the ever-changing conditions within our Town and only by con- tinued cooperation and coordination of all Town agencies and services will Dighton be allowed to efficiently provide the required public services.

TOWN CLERK'S REPORT


A special town meeting was held in the Town Hall, January 9, 1956 and was called to order by Stafford H. Hambly, moderator, at 8:01 P. M. The warrant was read by Mr. Ham- bly.


(1) VOTED UNANIMOUSLY: On motion of William Bene- vides that the Town appropriate and transfer from the Excess and Deficiency account (Surplus Revenue) to the Civil Defense Account, $1,406.66 for the purpose of purchasing radio equip- ment in conjunction with the Civilian Defense Program.


(2) VOTED UNANIMOUSLY: On motion of Charles Harris that the Town, upon recommendation of the Town Finance Committee, transfer $856.74 from the 1955 Public Welfare Account to the 1955 Disability Assistance Account.


(3) DEFEATED: Motion made by Herbert Holt and duly seconded that the Town reduce the number of members of the Dighton School Committee to five, the same to be ac- complished in the following manner:


1 member to be elected in 1956 for a 3 year term


2 members to be elected in 1957 for a 3 year term


2 members to be elected in 1958 for a 3 year term


and this procedure of election to be followed in the same order thereafter. An amendment to this motion, made by Mr. Woodward and seconded, that the number of school committee members in the Town of Dighton beginning in 1956 be seven members, was withdrawn. A standing vote was then taken on the original motion with the following results: Yes 18, No 26. Motion defeated.


VOTED: On motion of Harold Woodward that the Town increase the number of members of the Dighton School Com- mittee to seven, the same to be accomplished in the following manner:

2 members to be elected in 1958 for a 3 year term.


and this procedure of election to be followed in the same order thereafter.


(4) VOTED UNANIMOUSLY : On motion of Clayton Atwood that the Town abandon bulletin boards at the foot of Hart Street and at the corner of Main and Williams Sts., and that the Warrant for Town meetings and legal notices shall be published in local newspapers on two occasions seven days prior to holding of said meetings.


Voted to adjourn at 8:26 P. M.


The regular Annual Town Meeting for the Election of Officers for the Town of Dighton was held on March 5, 1956 at Town Hall. The meeting was called to order at 12 Noon by Stafford H. Hambly, Moderator. The ballotting was under the supervision of the following election officers: Elaine Var- ley, Catherine Sherman, Anna Simmons, Hazel Reed, Elaine O'Connell, Ruth Leeming, Florence Perry, Mary Allie, Lillian Deslauriers, George W. Rose, and Percy B. Simmons, Town Clerk.


The polls were closed at 8:00 P. M. Total number of votes was 812. The ballots having been assorted and counted, the result was declared as follows:

The regular annual Town Meeting was held in the Town Hall on March 12, 1956. Town Clerk, Percy B. Simmons, called the meeting to order at 7:30 P. M. It was voted to recess the meeting to await the arrival of the moderator.


The meeting was again called to order at 7:37 by Stafford H. Hambly, Moderator.


VOTED: On motion of Clayton Atwood to dispense with the reading of the warrant.


Unanimous consent was given the moderator to omit the reading of the articles and to refer to them by number.


VOTED: On motion of Clayton Atwood that at 10:30 we consider adjournment.


(2) VOTED: On motion of Charles Harris that the reports of the Town Officers as printed and published in the 1955 Annual Town Report be accepted.


(3) VOTED: On motion of Louis Constantine that the Board of Selectmen be authorized to appoint all necessary Town Officers and Committees not otherwise provided for by statute.


(4) VOTED: On motion of William Benevides that the Town Treasurer be bonded in the amount of $39,200. to satisfy the provisions of Section 13 of Chapter 60 of the General Laws.

(7) VOTED: On motion of Charles Harris that the Town appropriate and transfer the sum of $5,000. from the Reserve Fund (Overlay Surplus) to Reserve Account Appropriated, in accordance with Chapter 40, Section 6, General Laws.


(8) VOTED: On motion of Clayton Atwood that the Town appropriate and transfer the sum of $2585. from the Road Machinery Fund to the Road Machinery Account, of which $2,000 will be for Maintenance expense of Town Owned High- way equipment and $585. for the purchase of new equipment.


(9) VOTED: On motion of William Benevides that the Town appropriate the Dog Tax Refund in the amount of $570.28 for the use of the Elementary School Library Account.


VOTED: On motion of Clayton Atwood that Article 24 be taken up next. (Unanimous)


(24) VOTED: On motion of Clayton Atwood that the Town authorize the Board of Selectmen to execute and deliver a bond of indemnity to the Commonwealth of Massachusetts for all damages that may be incurred by work to be per- formed by the Department of Public Works of Massachusetts in the manner provided by Section 29 of Chapter 91 of the General Laws as amended by Chapters 516 and 524, Acts of 1950.

(25) VOTED: On motion of Clayton Atwood that the Town appropriate and transfer from the Surplus Revenue Account, $3,500. to construct new approaches to the proposed bridge on Spring Street at Lincoln Avenue as provided under Chapter 90 Road Construction Program for the year 1956.

(11) VOTED: On motion of William Benevides that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1956, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.


(12) VOTED: On motion of William Benevides that the Town authorize the Town Treasurer, with the approval of the Selectmen, to sell at public auction or private sale, all proper- ties which the Town has legally acquired by Tax Title.


(13) VOTED: On motion of Clayton Atwood that the Town make changes in grade, take land by purchase or eminent domain, and to settle damages for land taken in conjunction with the 1956 Highway Program under Chapter 81 and Chapter 90.


(14) VOTED: On motion of Clayton Atwood that the Town establish the compensation of laborers employed by the Town in the Highway Department at $1.25 per hour and $1.60 per hour for the Superintendent of Streets.


(15) VOTED: On motion of Clayton Atwood that the Town appropriate and transfer from the Surplus Revenue Account, the sum of $12,500; for the purpose of gravelling and improv- ing Town roads.


(16) VOTED: On motion of Clayton Atwood that the Town appropriate and transfer from the Surplus Revenue Account, $2,500. for the purchase of apparatus and equipment for emergency purposes, as provided under the Civilian Defense Agency matching funds program.
