GENERAL INFORMATION


The office of the Board of Selectmen, Welfare and Health is open Monday through Friday from 8:30 to 4:00 P. M. ; office also open from 12:00 to 1:00 P.M. The members of these boards meet weekly at 7:30 P. M. on Wednesday in the Select- men's office at town hall.


The office of the Town Clerk, Town Collector, and Treas -: urer is open on the same schedule as the office of the Board of Selectmen except that Wednesday evenings the hours are 6:30 P. M. to 8:00 P. M.


The Board of Assessors meet weekly at 8:00 P. M. on Wednesday in the Assessor's Office. The office is open the same hours as the above offices.


The School Committee meetings are held once a month on the third Thursday of the month at 7:30 P. M. in the: School Committee room.

ANNUAL REPORT REPORT OF THE FINANCE COMMITTEE


To the Board of Selectmen:


Gentlemen :


The Town Finance Committee was organized by the Chair- man of the Board of Selectmen on June 19, 1957 for the year 1957-1958. The same men were appointed by the Moderator who served the previous year.


At this time the Town Finance Committee members would like to take this opportunity to pay tribute to the late Mr. Elliott D. Cole who served many years as a committeeman.


On October 23, 1957, Mr. Clarence J. Eliason was appointed as a successor to the late Mr. Cole, by the Finance Committee.


To date since being organized, the Finance Committee has met five times with the request of the Chairman of the Board of Selectmen regarding town finances.


All financial transactions contained in the Town auditor's report had prior approval of the Finance Committee.

SELECTMEN'S REPORT


To the Citizens and Taxpayers of Dighton :


The organizational meeting of the Board was held after the Annual Town Meeting. For the second consecutive year the chairmanships were divided with Mr. Atwood chosen as Chairman of the Selectmen, Mr. Benevides, for the Board of Public Welfare, Mr. Smith, for the Board of Health, and Mr. Benevides was chosen to serve as recording clerk of the three Boards.


Fifty one weekly and twenty three special meetings were held with three vacation absences and one leave of absence for an official reason. The Board met jointly on four occasions with the School Committee, School Needs and Regional School Planning Committees for discussion of school building needs and policy. Three meetings were held with the newly elected Recreation and Playground Board for purposes of guidance and assistance in establishing methods and policies to be practiced.


Necessary hearings were held upon applications received for the various licenses requiring same. Board members have attended all County Association meetings and several meetings were attended as guests of the Southeastern Massachusetts Police Chiefs' Association. The Chairman was delegated to represent the Town's interest at hearings on the several Chapter 90 and Public Works projects.


The Board granted authority to the Chairman to accept the invitation of the U. S. Army to join the party of public officials of the Providence Area to tour the Nike Training and Firing Ranges at Fort Bliss in Texas and Red Canyon Range in New Mexico. The Chairman has appeared before several civic groups and shown slides of the operation as well as giving a description and explanation of the Nike system.

All appointments of Town officers and committees have been recorded with the Town Clerk together with the juror's list and are contained in the Clerk's annual report. Annual reports of the various Town officers and departments are contained in this 1957 Annual Town Report. Any attempt to publish in complete detail the various performances of duties within these is understandably prohibitive. Therefore, only the reports of official transactions and business of major and important concern shall be attempted as in the best interest of economy.


The Board of Selectmen has endeavored to provide all of the services to the public as is necessarily required and within the limits of the various appropriations. It is and has been our main purpose to coordinate the various departments and agencies into a complete and united organization, working efficiently and in harmony for the public interest.


Three committees were established at the 1955 Town meeting to study and make recommendations relative to different phases of Town government; namely,


1. Compensation and insurance of Town officers and em- ployees.


2. Change of duties of certain officers and adoption of modern statutory methods.


3. Town office needs.


These committees have met several times over the two year period. Although there are many changes which could be made and many facilities to be acquired which could provide more efficient and economical services, any consideration there- on should be postponed until such time as the school building needs have been adequately and permanently decided.


With the general unrest and uncertainty as to the economic future, the taxpayer on all governmental levels: local, county, state and national, is faced with a most uncertain future. Wages, salaries, materials and services are continu- ing to rise; thus the cost of public service is ever-increasing.

The financial outlook is not a bright one for the taxpayer. However, the financial condition of the Town of Dighton is sound and enviable, and the taxpayers are again urged to study the Town's financial balance sheet as published in the Auditor's report.


Any further commentary on public policy and services will not be continued in this report. However, we list the following accomplishments and transactions as worthy of your consideration and interest:


1. Appropriation by the Town of $6,000.00 for phase #1 of a tax mapping program contracted for by the Board of Assessors with the Ainsworth Associates.


2. Playground and Recreation Commission established by vote of the Town which should enable the adoption of a suitable program for the benefit of our youth.


3. Completion of the new Spring Street bridge and ap- proaches, a $79,000. project at a direct cost to Dighton of $9,000.


4. Completion of the new $29,000. bridge over the Segreganset River at Elm Street at no cost to Dighton tax- payers.


5. Allocations of $25,000 for phase #1 of the Richmond Hill and bridge project obtained under Chapter 90. Like amounts requested for 1958 and construction is scheduled to commence in the Spring.


6. Purchase of a 1700 gal. tank and pumps mounted on a 1952 Reo chassis made by the Board of Selectmen acting under the provision of the Emergency Act. This provides an efficient method of transporting water to the outlying areas for fire fighting purposes. Many families received water deliveries during the severe drought of 1957 through the generosity of members of the Fire Department who vol- unteered their services.


7. Purchase by the Town of 10 acres of land and several

shed type buildings for use of the Street Department for housing equipment and future development and construction of a Town garage which will provide a large saving to the taxpayer.


8. Installation of necessary equipment in the two Fire stations for adaption of generators in emergencies. Also, the purchase of three radio-telephones from the Town of Somer- set and their installation in public safety vehicles to be used in emergencies. The costs of these installations and the maintenance thereon were charged to the appropriation for Civilian Defense Equipment.


9. Construction of a suitable tower atop Veterans' Hall completed and dedicated for use of the Ground Observor Corps.


10. Major and extensive improvements to the South Dighton dumps completed under the terms of agreement with the Town of Somerset whereby the facilities were under lease. Lease, however, has terminated, and the facilities are now restored to regulations adopted and posted by the Selectmen.


11. Over 325 dead and diseased shade trees removed from Town ways offering improvement to the appearance as well as removing a potential danger to travel and public utility wires and cables.


12. A Shade Tree Program established with 50 new settings made under the direction of the Town Tree Warden.


13. A three months' leave of absence granted to Chief of Police, Charles A. Carlstrom, who subsequently resigned from the office and Lt. Charles Mason appointed to the vacan- су.


14. Meetings called with School Authorities, Playground Commission, Chief of Police and Selectmen to formulate plans to aid in establishing a recreation program for the youth of our Town.


15. Equipment and apparatus for the operation of a Fire Alarm System in the North Fire Station obtained as provided

under a contract with the New England Telephone & Telegraph Co. whose employees are beginning installation as this is being compiled.


16. The needs of expansion and facilities in the Town Office stressed to the School Needs and Regional Planning Committees. Committees appointed for study of insurance of employees, revision of duties and modification of Town office organization resolved to postpone all recommendations pending decision on school building needs.


17. Accelerated program of Street Department continued with the following having been accomplished :


A. Drainage facilities installed and improvements made on Prospect, Williams, Summer, Elm, Main, Center and Horton Streets and Lincoln Ave.


B. Gravel Roads surfaced as follows: Horton Street, 2400 feet; Oak Street, 2000 feet; Muddy Cove Lane, 650 feet; Baylies Street, 1000 feet.


C. Elm Street widened for a distance of one mile from Chase Ave. to Main Street.


D. Williams Street widened and rebuilt from Center Street south for 1500 feet under Chapter 90 funds.


E. Gravel roads rebuilt as follows: Pine Street, 900 feet ; Milk Street, 1000 feet; Brook Street, 2500 feet. These roads to be surfaced in 1958 with Chapter 81 funds.


F. The 1958 schedule calls for extensive improvements to Oak, Smith, Wheeler, Walker, Maple and Hart Streets under the Gravel Roads Program.


The Town was grieved and saddened on five occasions during the year by the death of Town officers:


On January 26, 1957-Mr. Roy F. Walker, a member of the Board of Assessors and former member of the School Committee for over 20 years, served as chairman for nearly 15 years.

On May 21, 1957-Miss Agnes Murray, an election officer for many years and a W. P. A. agent for the Town in 1935 - 1938.


On June 8, 1957-John Cash, Deputy Chief of the Dighton Fire Department in command of the South Station, Civilian Defense Director and former Boy Scout leader and citizen of many civic interests.


On July 16, 1957-J. W. LeRoy Latimer, a Police Officer of long standing and former Superintendent of Streets.


On August 9, 1957-Elliot D. Cole, a member of the Town Finance Committee for nearly 20 years, former Commissioner of the Water Board and former Electric Light Commissioner.


The Selectmen, in behalf of the Town and its citizens, extend to the families of the deceased their sincere sympathy.


We wish to express our appreciation to all boards, com- mittees, town officers, employees and citizens who by their cooperation have made possible the various services to the community. In behalf of the citizens, we extend to the manage- ments of the Dighton Industries, Mr. Edgar Fain; Arnold Hoffman & Co., Mr. Charles Miller; and the Taunton Grey- hound Assoc., Mr. Joseph Lindsey ; our gratitude for the many services and benefits rendered.


Again we report that the Town Officials are aware of the ever-changing conditions within our Town and of the whole nation, and only by continued cooperation and coordination of all Town agencies will Dighton be allowed to efficiently provide the required public services.

TOWN CLERK'S REPORT


1957


The regular Annual Town Meeting for the Election of Officers for the Town of Dighton was held on March 4, 1957 on warrant dated February 20, 1957. The meeting was called to order at twelve Noon by Stafford H. Hambly, Moderator. The balloting was under the supervision of the following election officers : Elaine Varley, Ruth Leeming, Caroline Tripp, Anna C. Simmons, Catherine Sherman, Selma Wall, Cora Bar- ry, Hazel Reed, George W. Rose, Irene S. Goulart and Percy B. Simmons, Town Clerk.


The polls were closed at 8:00 P. M. The total number of votes cast was 1142. The ballots having been assorted and counted, the result was declared as follows:

The regular Annual Town Meeting was held in the Town Hall, March 11, 1957 and was called to order at 7:30 by Stafford H. Hambly. Following the invocation by Rev. Warren C. Campbell, Mr. Hambly welcomed the guests from Attleboro High School.


VOTED: To omit the reading of the articles and refer to them by number and content.


VOTED: That the assembly consider adjournment at 10:30 P. M.


VOTED: That when the meeting adjourns, it be to 7:30 P. M. on May 6, 1957.


(2) VOTED: On motion of Gordon Spinney that the reports of the Town Officers as printed and published in the 1956 Annual Town Report be accepted.


(3) VOTED: On motion of Milton Horton that the Board of Selectmen be authorized to appoint all necessary Town Officers and Committees not otherwise provided for by statute.


(4) VOTED: On motion of William Benevides that the Town Treasurer be bonded in the amount of $32,000 and the Town Collector be bonded in the amount of $43,900 to satisfy the provisions of Section 13 of Chapter 60 of the General Laws.


(5) VOTED UNANIMOUSLY : On motion of Clayton Atwood that we take up Article 5 after Article 6.

(7) VOTED: On motion of Gordon Spinney that the Town appropriate and transfer the sum of $5,000 from the Reserve Fund (Overlay Surplus) to Reserve Account Appropriated, in accordance with Chapter 40, Section 6, General Laws.


(8) VOTED: On motion of Clayton Atwood that the Town appropriate $3,500.00 of which $2,500.00 be transferred from the Machinery Fund and $1,000.00 be transferred from Sur- plus Revenue to the Road Machinery Account, for purposes of operating and purchasing miscellaneous highway equip- ment.


(9) VOTED: On motion of Lawrence Mendoza that the Town appropriate the Dog Tax Refund in the amount of $595.76 for the use of the Elementary School Library Account.


(10) VOTED: On motion of Clayton Atwood that the Town authorize the transfer of unappropriated available funds in the Treasury in the sum of $16,875.00 to Highway Revenue in anticipation of reimbursement from the State and County for Chapter 81 and Chapter 90 Highway Maintenance.

ANNUAL REPORT


Selectmen,to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1957, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
