GENERAL INFORMATION


OPEN MEETING LAW-CHAP. 626, ACTS, 1958


Meetings of every district, city and town board, com- mission and school committee shall be open to public and to press (unless in executive session). A notice of such meet- ings must be filed at least twenty-four hours prior with the clerk of the district or town. (A regular schedule of meet- ings filed in advance is permissible.) Accurate records of all meetings shall be maintained setting forth action taken. A summary of all matters voted shall be made available with reasonable promptness after each meeting. The records shall become a public record and available to the public upon being approved. (For information on executive sessions and emer- gencies check law with Town Clerk.)


The town offices are open Monday through Friday from 8:30 A. M. to 4:00 P. M., and the office of the Town Clerk, Treasurer, and Collector is also open Wednesday evenings from 6:30 P.M. to 8:00 P.M.


The Board of Selectmen, Welfare, and Health, and the Assessors meet in their offices Wednesday evenings at 7:30 P. M.


The School Committee meets the third Wednesday of each month at 7:30 P. M. in the School Committee room.

REPORT OF AN AUDIT OF THE ACCOUNTS OF THE TOWN OF DIGHTON MARCH 23, 1960 TO FEBRUARY 6, 1962


Sir :


As directed by you, I have made an audit of the books and accounts of the town of Dighton for the period from March 23, 1960, the date of the previous audit, to February 6, the following report being submitted thereon:


The records of financial transactions of the several de- partments receiving or disbursing money for the town or committing bills for collection were examined and checked with the records of the town accountant and the town treas- urer.


The town account's ledgers were analyzed and checked in detail. The receipts, as recorded, were checked with the town treasurer's books; the recorded paymnts were compared with the treasury warrants and the treasurer's cash book; and the appropriations and transfers were checked with the town clerk's record of votes passed at town meetings, and with the authorizations of the finance committee. A trial balance was taken off, and a balance sheet showing the financial condition of the town on December 31, 1961 was prepared and is appended to this report.


The books and accounts of the town treasurer were examined and checked. The receipts, as recorded, were com- . pared with the records of the records of the several depart- ments collecting money for the town and with other sources from which was paid into the town treasury, and the payments were checked with the warrants of the selectmen authorizing the disbursement of town funds. The cash balance on Febru- ary 6, 1962 was proved by actual count of the cash in the office and by reconciliation of the bank balances with state- ments received from the depositories.

The savings bank books representing the investment of the trust funds in the custody of the town treasurer were examined and listed. The income was proved and the transfers to the town were checked with the treasurer's recorded receipts.


The recorded payments on account of maturing debt and interest were checked with the amounts falling due with the cancelled securities on file.


The records of tax titles and tax possessions held by the town were examined. The amounts transferred to the tax title account were compared with the collector's records; the reported redemption, sales, abatements, disclaimers, and foreclosures were checked; and the tax titles and tax posses- sions on hand were listed, reconciled with the accountant's ledger, and compared with the records at the Registry of Deeds.


The records of employees' payroll deductions during the period of the audit were examined and proved with tthe accountant's ledger controls.


The books and accounts of the tax collector were examined and checked in detail. The town and district taxes, excise, and water liens outstanding at the time of the previous examina- tion, as well as all subsequent commitment lists, were audited and checked with the warrants issued for their collection. The recorded collections were compared with the payments to the town and district treasurers, the recorded abatements were compared with the assessor's records of abatements granted, the amounts transferred to the tax title account were verified, and the outstanding accounts were listed and reconciled with the respective controlling ledger accounts.


The records of departmental accounts receivable were audited. The recorded receipts were checked with the pay- ments to the treasurer, and the outstanding accounts were listed and reconciled with the accountant's ledger.

Further verification of the outstanding accounts was made by mailing notices to a number of persons whose names appeared on the books as owing money to the town and the districts, the replies received thereto indicating that the accounts, as listed, are correct.


The financial records of the town clerk were examined and checked. The records of licenses issued on behalf of the county and of sporting licenses issued for the State were audited, the payments to the town treasurer and to the Division of Fisheries and Game being verified.


The available records of departmental cash collections by the selectmen and the sealer of weights and measures, as well as by the police, health, school, and library departments, and by all other departments in which money was collected for the town were examined and checked, and the recorded collections were compared with the payments to the treasurer.


The surety bonds furnished by the town treasurer, the tax collector, and the town clerk for the faithful performance of their duties were examined and found to be in proper form.


In addition to the balance sheet, there are appended to this report, tables showing a reconciliation of the treasurer's cash, summaries of the tax, excise, tax title, tax possession, and departmental accounts, together with schedules showing the condition and transactions of the trust funds.


For the cooperation extended by the town officials during the progress of the audit, I wish, on behalf of my assistants and for myself, to express appreciation.

SELECTMEN'S REPORT


To the Citizens and Taxpayers of Dighton:


The organizational meeting of the Board was held after the Annual Town Meeting. For the seventh consecutive year, the chairmanshaps were divided with Mr. Atwood chosen as Chairman of the Board of Selectmen, Mr. Benevides for the Board of Public Welfare, Mr. Torres for the Board of Health, and Mr. Benevides to serve as recording clerk of the three Boards.


Fifty-two weekly and sixteen special meetings were held with twelve absentees on sick leave. Several joint meetings were held with the other Town Boards and Committees to discuss and resolve matters of mutual interest.


Necessary hearings were held upon applications received for the various licenses as required. All transactions have been properly recorded and the many statutory requirements completed to the best of our knowledge and ability.


All Board members have participated in and attended all County Association meetings. Some members attended various governmental conferences on the Regional and State level, where and when convenient in an effort to obtain benefit of experience to better serve the Town. Hearings were attended on the several Chapter 90 and Public Works projects in behalf of the Town's interest.


All appointments of Town Officers and Committees have been recorded with the Town Clerk together with the list of jurors, and are contained in the Clerk's annual report. Annual reports of the numerous Town Officers and Departments as required by law are contained in this 1962 Town Officer's Report.


All special committee activity and reports are included in the record of the Town Clerk. All votes and orders of the Town Meeting have been accomplished.

THE TOWN'S 250th YEAR


Although the 250th Anniversary Celebration events may have overshadowed the normal functions of Town services, there are however, several topics and subjects worthy of recognition and recording.


EQUIPMENT PURCHASES


The Town Meeting authorized the purchase of a new 1962 Fire Truck and Pumper. The Selectmen and a Committee of Fire Department personnel had previous to the appropriation, determined the amount required for the delivery of the specified vehicle. The equipped truck was delivered to the Department in late September and is operating and perform- ing satisfactorily and is of great value to the Town.


The Highway department likewise has improved its equip- ment with the purchase of a new Napco 4-wheel drive diesel tractor loader of 11/4 yd. capacity. This vehicle is adaptible for the installation of a back-hoe attachment which may be undertaken in the near future.


GROUP INSURANCE


A referendum question on the official Town election ballot authorized the Board of Selectmen to negotiate for Group Life, Accident and Health Insurance for Town employees. This was done with a committee of Mr. Frank Rogers, Mr. Everett Jose and Mrs. Margaret Harrington as a duly ap- pointed advisory committee. The Town ultimately contracted for certain benefits and provisions for the employees with the Boston Mutual Life Insurance Co. and the Blue Cross, Blue Shield groups. The plan became effective on June 1, 1962 and is now available for all qualified employees and personnel who may choose to join.


HIGHWAYS AND BRIDGES


One and two tenths miles of newly constructed road was improved on Horton Street late in the year. Although the program did not call for new surface until 1963 it was how-

ever, possible to apply two applications of asphalt with funds from the Chapter 81 and general highway accounts. The third and finish application will be applied in the summer of the coming year.


A Chapter 90 construction project is being planned and processed for 1963 to commence the rebuilding of a section of Williams Street north of Center Street which will include the construction of a new bridge over the Segreganset River.


A serious defective condition has been discovered in the east abutment of the Dighton-Berkley Bridge and will require immediate emergency repairs whereby the bridge may con- tinue in service. The study being made by the Dept. of Public Works is not yet completed to determine the need of replacing or relocating the present structure.


TOWN OFFICE PERSONNEL


The gradually increasing work load in the various func- tions and duties in the Town Offices has necessitated the em- ployment of a clerk-typist to serve the Board of Selectmen, Assessors, Health and Police Chief. This will relieve the present clerk-typist and allow full time application to the Town Clerk, Treasurer, Collector and Board of Registrars. Ever increasing services and requirements of processing building permits, house numbering, tax map indexing, modify- ing valuation lists, real estate transfers and many other public service activity assess additional responsibilities on personnel and officials.


POLICE PROTECTION


As the Town grows, numbers of cars increase and various activity has created the need of more and better traffic con- trols. The department continues to function on a one man full time basis supplemented with reserve men. However, the time is not far away when a department consisting of more officers and longer patrols and extensive coverage will have to be considered.

LONG RANGE PLANNING


Notwithstanding the decline of the Town Meeting to accept and adopt a simple Zoning or Protective By-Law as proposed by the Planning Board and endorsed by the Select- men, there is a definite and ever increasing need of such a by-law to control buildings and the related characteristics. We sincerely urge and encourage the Planning Board to continue their efforts and preparation in presenting to the Town an opportunity to consider the adoption of suitable Zoning controls.


We again make note of the ever increasing tax rate and state again that as long as higher wages, salaries, more services and cost of materials continue upward, tax rates will likewise follow. It is still that simple.


SUMMARY OF 250TH ANNIVERSARY PROGRAM


The program of events for the 250th Anniversary cele- bration went off as scheduled, however, two additional func- tions were presented which did not appear in the program as announced at the Town Meeting. A very successful Kiddies Day was undertaken and produced, which has since aroused sufficient interest to justify consideration for an annual event. Also, a very appropriate and dramatic closing Thanksgiving Service at the Regional School Auditorium was presented on the Sunday before Thanksgiving Day, comprising choirs from all churches and all clergymen participating. This service will long be remembered as indicative of the unity and spirit which prevailed throughout the celebration.


From May 29 to the Thanksgiving Service, twenty two community and civic projects featured Dighton's 250th ob- servance. A prodigious amount of earnest and faithful en- deavor went into the planning, preparation and production.


The unqualified success of the more than four months celebration is now a matter of record. The spirit that it en- gendered had a stirring and inspiring quality which can develop only when a project with so much interest in com- mon binds and unites people together. Pride and honor for

the Town of Dighton and her people is the intangible product; a historical association, an official Town medallion, a historical booklet and a published history book of the Town, is the tangible result, all of which will serve as fitting momentos of this never-to-be forgotten occasion. Dighton gained recognition as a good place to live in and as a town able to put on a successful and diversified celebration on a small budget. A sum of $14,253.50 was expended, of which only $5,000.00 was appropriated by the taxpayers. The Town Treasurer has in his custody, coins and booklets with a face value of $2,343.50, which is far in excess of the small deficit of the anniversary account. A complete detailed report of the financial transactions are included in the Town Accountant's classification.


Any recognition or honorable mention of the people who provided the initiative, time and energy to accomplish the tremendously successful results in all committee and project functions would be impossible, as so many did so much and it would be an injustice to those not mentioned or recognized. Who did it is not important. It was done and that is indica- tive of the quality of leadership and responsive cooperation to the success of all events.


There was however, one outstanding feature of the com- plete celebration observance, the conduct and behavior of our youth, which is generally overlooked and forgotten by the public. Much of the credit for their commendable conduct, creditable behavior and distinguished character traits is due to our institutional and educational training of discipline and respect for others.


It has been a most distinguished and honored pleasure to have served as your Selectmen in our 250th Anniversary Celebration.
