FINANCE COMMITTEE REPORT
To the Board of Selectmen:
On March 12, 1962, after the Annual Town Meeting, the Town Moderator appointed the following to the Finance Com- mittee: John Cambra, Osman Crotty, Kenneth H. Holmes, George Miguel, Roger B. Perry, Earle M. Smith and Arthur C. Staples.
Selectman William F. Benevides organized the Finance Committee on March 21, 1962. After being sworn in by the Town Clerk, they elected the following to serve one year; Chairman, Kenneth H. Holmes; Vice Chairman, Roger B. Perry; Secretary, Earle M. Smith.
Prior to the 1962 Annual Town Meeting the Finance Committee met with the Heads of all the Town Departments for review and discussion of the budgets submittted by them. All financial articles appearing in the 1962 Town Warrant had the approval of the Finance Committee.
The Finance Committee wishes to thank the Selectmen and other officers of the town for their courtesy and co- operation in our mutual endeavors.
As in the past, the Townspeople are always welcome to attend meetings of the Finance Committee in accordance with the Open Meeting Law.

TOWN CLERK'S REPORT
A Special Town Meeting was held in the Town Hall, January 3, 1962 and was called to order by Stafford H. Hambly, Moderator at 8 P. M.
VOTED: To dispense with the reading of the warrant.
(1) VOTED: On motion of William Benevides that the Town, in accordance with the recommendations of the Town Finance Committee, transfer the following 1961 Departmental Ac- counts :
$1620.20 from Disability Assistance to Veterans Benefits $200.00 from Tax Possession Title Account to Tax Title Foreclosure
(2) VOTED: On motion of Francis Torres that the Town vote to appropriate and authorize the transfer of $500.00 from funds received from the Dighton-Rehoboth Regional School Distriict to the Street Department.
(3) VOTED: On motion of Francis Torres that the Town vote to appropriate and authorize the ttransfer of $163.89 from funds received from the Dighton Water District to the Street Department.
(4) VOTED: On motion of Charles Mason that the Town appropriate and transfer $1800.00 from Surplus Revenue to a Police Cruiser Account for the purchase of a 1962 motor vehicle with accessories and equipment for use of the Police Department, and that the Board of Selectmen be authorized to dispose of a 1959 Chevrolet cruiser as a trade value.

The Annual Town Meeting was called to order at 7:30 P. M. by Stuart Arnold, Moderator, at Town Hall, March 12, 1962. Any non-voters were requested to leave the hall and go to the balcony. A recess was declared to check the voters.

Clayton Atwood was recognized in behalf of the Town's 250th Anniversary of the founding of Dighton. The assembly paused for thirty seconds and the allegiance to the flag was given.
Motion made by Wilfred Rhines to dispense with the usual order of the warrant and take up Article 31, which is referred to as Report of the Planning Board and then take up Article 32.
A two third majority vote was called for on this motion and the official count of the vote was Yes-79, No-62. Motion defeated.
(3) VOTED: On motion made by Gerald Fleming that the Town records on Article 5 and 6 of the Annual Town Report be changed from George Dutra to Lawrence Dutra and that the reports of the Town Officers as printed and published in the 1961 annual Town Report be accepted.
(4) VOTED: On motion of Gordon Spinney that the Board of Selectmen be authorized to appoint all necessary Town Officers and Committees not otherwise provided for by statute.
(5) VOTED: On motion of Gordon Spinney that the Town Treasurer be bonded in the amount of $42,800 and the Town Collector be bonded in the amount of $55,000 to satisfy the provisions of Section 35, Chapter 60, General Laws.
(6) VOTED: On motion of Robert Roy that the Town raise and appropriate the sum of $58,339.98 for the purpose of defraying costs of the Town's share of the capital expenses due in 1962 of the Dighton-Rehoboth Regional School Dis- trict.
(7) VOTED: On motion of Robert Roy that the Town raise and appropriate the sum of $126,582.06 for the purpose of defraying costs of the Town's share of the operating expenses in 1962 of the Diighton-Rehoboth Regional School District.

(10) VOTED: On motion of Gordon Spinney that the Town appropriate and transfer the sum of $5,000.00 from the Reserve Fund (Overlay Surplus) to Reserve Account Ap- propriated in accordance with Chapter 40, Section 6, General Laws.
(11) VOTED: On motion of Clayton Atwood that the Town appropriate and transfer the Dog Tax Refund in the amount of $650.09 to the Public Library Account.
(12) VOTED: On motion of Francis Torres that the Town raise and appropriate $250.00 for the purpose of maintaining for the ensuing year, the mosquito control as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.
(13) VOTED: On motion of Clayton Atwood that the Town appropriate $5,000.00 for Chapter 90 Highway Construction and to meet said appropriation, that $5.000,000 be transferred from Surplus Revenue (Free Cash) .

(14) VOTED: On motion of Clayton Atwood that the Town authorize the transfer of unappropriated available funds in the Treasury in the sum of $35,930.00 to Highway Revenue in anticipation of reimbursement from the State and County for Chapter 81 and Chapter 90 Highway Maintenance and Construction.
(15) VOTED: On motion of Gordon Spinney that the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1962, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less one year, in accordance with Section 17, Chapter 44, General Laws.
(16) VOTED: On motion of Gordon Spinney that the Town authorize the Town Treasurer, with the approval of the Selectmen, to sell at public auction or private sale, all proper- ties which the town has legally acquired by Tax Title.
(17) VOTED: On motion of Gordon Spinney that the Town authorize the Board of Selectmen, subject to the approval of the Finance Committee to dispose of used materials returned to them, by sale at public auction.
(18) VOTED: On motion of Clayton Atwood that the Town make changes in grade, take land by purchase or eminent domain, and to settle damages for land taken in conjunction with the 1962 Highway Program under Chapter 81 and Chapter 90.
(19) VOTED: On motion of Francis Torres that the Town appropriate $12,601.25 for the purpose of purchasing a new 1962 4 wheel drive tractor-shovel and two power driven saws for the use of the Street Department and to provide for said appropriation, that $2,601.25 be transferred from the Road Machinery Fund and $10,000.00 be transferred from Overlay Surplus, and that the Board of Selectmen be author- ized to offer a 1955 Ford-Diesel Tractor Loader as a trade value.

(20) VOTED: On motion of Harry Willis that the Town ap- propriate and transfer from the Surplus Revenue Account (Free Cash) $15,731.00 for the purpose of purchasing a new 1962 Fire Truck with necessary equipment and apparatus as specified by the Chief of the Fire Department, and that the Board of Selectmen be empowered to contract for the manu- facture and delivery to the Town, upon terms and conditions suitable to the Chief of the Fire Department and the Board of Selectmen.
(21) VOTED: On motion of Percy Simmons that the Town appropriate the sum of $1,161.22 for the purpose of contract- ing for the microfilming of certain Town Records as specified by the Town Clerk and to meet said appropriation, that un- expended balances of the following accounts be transferred as follows : Town Historian $14.00, Town Office Repairs $72.97, Tax Listing $70.50, House Numbering $1,003.23. Town Garage $.52 and that the Board of Selectmen and Town Clerk contract for the necessary services to fulfill the specifications.
(22) The report of the Board of Selectmen on the 250th Anniversary was given by Clayton Atwood as follows:
"The Board of Selectmen acting under authority of a Town Meeting vote have appointed and organized various committees to plan for several activities in relation to the 250th Anniversary.
The Selectmen's annual report contains a complete summary of the events and the various activities. The schedule of which is programed to commence on May 29, and conclude with an All Faiths Thanksgiving Service.
The response and cooperation of the citizens has been excellent and tremendous enthusiasm exists. It is estimated that between $12,000 and $15,000 will be expended in order to produce the events as planned. Receipts of all descriptions should offset the cost. However, approximately, $5,000 is now required to undertake the planning necessary. All funds accumulated and left in balance at the completion of the years

events would be held in reserve until such time as the Town voted to appropriate and transfer for any purpose.

VOTED: On motion of William Benevides that the report of the Board of Selectment for the Town's 250th Anniversary Committee be accepted as a report of progress and placed in the records.
(23) VOTED: On motion of Clayton Atwood that the Town authorize the Town Treasurer to accept grants, gifts, con- tributions, donations and the proceeds from the sale of items and materials as sponsored by the 250th Anniversary Com- mittee and to appropriate and authorize the transfer of all monies collected therefrom, to the 250th Anniversary Account.
(24) VOTED UNANIMOUSLY: On motion of Clayton At- wood that the Town appropriate and transfer from Surplus Revenue (Free Cash) $5,000.00 for the purpose of defraying the Town's cost of observing and properly celebrating the 250th Anniversary of the Towns charter, in compliance with the provisions of Chapter 40, Section 5, (27) of the General Laws.
(25) VOTED: On motion of Clayton Atwood that the Town appropriate and trasfer from Surplus Revenue (Free Cash) $4,500.00 for the purpose of writing and publishing the history of the Town in compliance with the provisions of Chapter 40, Section 5, (7), General Laws.
VOTED UNANIMOUSLY : On motion of Clayton Atwood that the Town adopt the following resolution :
"Whereas, Miss Helen Holmes Lane having been born in the Town of Dighton on November 24, 1889, and
Whereas, she attended Dighton Public Schools and upon graduation from Bridgewater State Normal School, she

qualified for her degree at Fitchburg State Teachers College and entered into an outstanding career of teaching in her native Town of Dighton, and
Whereas, she dedicated her services for over forty years in an extraordinary and incomparable manner of dignity and respect by all students, fellow teachers, school authorities, public officials and all citizens, and
Whereas, she has also demonstrated outstanding leader- ship and support of various civic, educational, social and religious activities, and
Whereas, upon her retirement from the teaching pro- fession, she has continued to compile and record events of historical interest, and ;
Whereas, in 1954 the Town, through the Board of Select- men, officially appointed her as the Town Historian, and
Whereas, she is presently completing the manuscript of the History of the Town of Dighton, and the Town having appropriated and provided adequate funds for the publiica- tion of said history, and
Whereas, the Town is appropriately undertaking to properly observe and celebrate the 250th Anniversary of its founding in the year 1962, and
Whereas, Miss Helen Holmes Lane, Town Historian, being a direct descendent of Francis Dighton for whome our Town was named,
Be it hereby Resolved: That the citizens of the Town at this Annual 1962 Town Meeting vote to dedicate the Town History to

in honor of and a tribute to a career of loyal, faithful and distinguished service, and
Be it further Resolved, that the citizens of the Town extend to Miss Lane, the wish for years of health and happiness.

(26) VOTED: On motion of Charles Harris that the Town, as provided under Chapter 40, Section 3, General Laws, permit the Dighton Historical Society to construct a permanent foundation on Town-owned land adjacent to the Dighton Jr. High School and place an old historical school house building thereon; and upon satisfactory completion thereof by the Society, that the Town empower the Board of Selectmen to accept said building and forthwith assign and place in charge thereof to the Dighton School Committee to be used for school purposes, and the promotion of education; and where- upon the School Committee shall then enter into agreement with the directors of the Society for the care and maintenance of the building and the fixtures and contents; and upon termination, failure of fulfillment or abandonment, the School Committee shall then return the building to the Selectmen for Town disposition.
(27) VOTED: On motion of Francis Torres that the Town authorize the Board of Selectmen to appoint annually an Inspector of Gas Piping and Gas Appliances, in buildings to comply with the provisions of Section 30, Chapter 737 of the Acts of 1960.
(28) VOTED: On motion of Wyman Hawkes that the Town accept the provisions of Chapter 223, Acts of 1957 (Chapter 40, Section 8C, General Laws) as amended which provides for the establishment of a Municipal Conservation Commission.
(29) VOTED: On motion of Wyman Hawkes that the Town appropriate and transfer $100.00 from the Surplus Revenue Account (Free Cash) for the purpose of defraying necessary costs and charges of the Town's Conservation Commission.
(30) The report of the Capital Needs and Outlay Committee was given by Clayton Atwood as follows:
"The Town Meeting voted the authority for the formation of A Capital Needs and Outlay Committee which the Selectmen organized on May 24, 1961. A meeting of Town and District Officers, Board and Department Heads was held with Mr. Alfred Edwards, City Planner of the City of Fall River as guest speaker. Subsequently all present were polled and

allowed to state their opinion and desires as to a reasonable and practicable approach to the Town's urgent needs. A very strong and overwhelming opinion existed beyond any ques- tion, that the Planning Board should be encouraged to prepare and present a reasonable and sensible proposal for Town adoption of a Zoning and Protective By-Law.
Another generally stated opinion prevailed as to a need for study of the increase of school enrollments, needed school facilities, together with consideration for a new Town Office Building.
Other and various needs as presented consisted of re- quests for improved streets, new bridges, a new Fire Truck, more equipment and radios for the Street Department, a new police cruiser, more police protection, Town Office burglar alarm, drainage and sewage projects, a full time assessor and improved assessing methods, improve Tax Maps and consider multiple processing, additional sources of water supply, extension of water and street lighting facilities and many more. All requests and subjects are properly recorded and should be considered in a long range planning program for the future.

(31) Report of the Town Planning Board given by Milton Horton as follows:
Acting in conformity with the provisions of Section 6, Chapter 40A, of the General Laws, the Dighton Planning Board of the Town of Dighton hereby submits the following report :

At a meeting of the Dighton Planning Board, duly called and held on Jan. 31, 1962 in the Town Office, it was voted 3 for, 1 against, that the Planning Board request the Dighton Board of Selectmen to place an article upon the warrant for the Town Meeting, to see if the Town will vote to adopt a By-Law as proposed by the Planning Board and presented at a public hearing duly held in the Town Auditorium on Jan. 24, 1962, a copy of which is contained as required in public newspaper. The Planning Board recommends that proper provisions be made in the motion to adopt whereby the word "not" be dropped from the last Clause and sentence, viz: "not inconsistent with", thus to read, "inconsistent with".

VOTED: On motion of Clayton Atwood that the report of the Town Planning Board be accepted and duly recorded to conform with the requirements of the statute.
(32) Clayton Atwood read a statement in behalf of the Board of Selectmen titled "A Planning Summary" as follows:
As far back and long ago as 1630, some of the early by- laws of the first settlers of our Commonwealth indicate in the meetings that :
#1 No person should be allowed to build a house within the town without approval of a majority of the voters.
#2 The built-up part of the town should not be enlarged until the vacant lots had been built upon. Lots varied from two acres and up.
#3 Thatched roofs were prohibited. All roofs shall be of slate or slit boards.
#4 Buildings should not be placed near to each other and ourselves whereby our countrymen's freedom or privacy is abused.
#5 Houses should be built in orderly rows and of a type similar and enhancing to the village.

Today-332 years later, with our neighbors around us having zoning and building laws on their record books, we here in Dighton with all the progress of modern living and the benefits of a heritage rich with natural resources, fields, plains, woods and forests, water and with the great Taunton River as our natural easterly boundary, blessed with a soil abundant in minerals and productive of the foods of life, gifted with the establishment of large industrial entities, there is at this very moment not one control over the placing of buildings on land within the bounds of the Town of Dighton. Lot sizes, street and sideline set-backs do not exist, therefore are not regulated or controlled.
